HomeMy WebLinkAbout06/15/195316 City Hall, Monday June 15, 1953 - 7:30 P.M. The City Council met in regular session; Mayor Fred Lucksinger presiding. Present: Paul W.Davis, Richard E. Gragg, Kenneth W. Jones, Fred H. Lucksinger Absent: "els Beck Communication received from Ralph Westfall, Re: Water Agreement.on Power Tract north of San Luis Obispo city limits; Mayor Lucksinger appointed the following committee to study and report back -to the Council: Councilman Richard Gragg, City Attorney, George Andre and City Engineer,G.H.Hamlin. Minutes of the meeting of June , 1, 1953 were approved. At this time, Mayor Lucksinger appointed the following "Citizens Committee" on OFF STREET PARKING AND TRAFFIC CONDITIONS: Merle Carpenter, Chairman, A. H. Brazil Asher B.Shaw Dair Bonham E. J. Krueger Claims against the City for the month of June were ordered paid subject to the approval of the heads of the respective departments and the Mayor. Vir. Palmer of the Utah Construction Co. presented the "Final Map" of Tract #87 GOLDTREE HOMES. Mr. Hamlin, City Engineer, presented letter from the Planning Commission stating theyapproved the Final Map of Tract $7. After much discus ion of the paving of only one side of Helena Street and Del Campo Blvd. the following Resolution was passed and adopted with the provision that the map be signed only after after a written agreement covering items not already reduced to writing, also,'tha.t the city will only try to maintain Helena Street and Del Campo Blvd. in the same type of construction and manner as they are being put in originally by the Subdivider and no better. Resolution No. 1224 (New Series) - A Resolution °pproving Final Subdivision "'lap of Tract No. $7 was passed and adopted on motion of Kenneth Vy.Jones, seconded by Fred Lucksinger upon the following roll call vote: Ayese Richard E.Gragg, i'enneth W.Jones, Fred Lucksinger Noes: Paul W.Davis Absent: Nels Back Re: Street Rehabilitation Program: On motion of Paul W.Davis, seconded by Richad E.Gragg, the Council authorized the City Clerk to advertise for Bids on Street Resurfacing, Project A, City Plan #12—bids to be opened at 3 P.M. on July 1, 1953• On motion of Kenneth W.Jones, seconded by Fred Lucksinger, the Council authorized the City Clerk to advertise for Informal Bids on one (1) automobile for the Fire Inspector t bids to be opened on July 1, 1953 at 2 P.M. Delivery to be on or before august 1, 1953. On motion of Paul !,,;.Davis, seconded bi,r Kenneth W. Jones that Bid Performance checks of the following bidders on Foothill Blvd. Water Line Improvement Project be for- feited and deposited to water funds for non performance on mss: Western Water Works Supply Co. - certified check - Amt. 211.90 Harold Bachman - money order 40.10 „ ., TT t} 105.17 Re: Report of meeting with Donald Nelson of California Poly College relative to "Water rates "; on motion of Paul W.D,vis, seconded by Fred Lucksinger, it was moved that the City authorize credit to the Cal Poly College for water supplied toresidences adjacent to 1 1 the campus, retroactive to November 1951, all connections on campus are to be trilled at 10¢ per 100 cu. ft. rate in the future. On motion of Kenneth +.Jones, seconded by Richard E.Gragg, the City Clerk was authorized to refund to the following property owners, the sum shown, for prorate of taxes on second installment of property taxes, said property having been taken over by the State Highway: Albert Nelson Carl Carlson 5.62 2.25 On motion of Kenneth W. Jones, seconded by Fred Lucksinger, the pity Clerk was authorized to refund to Walter Seaborn the sum of X15.75 for overpayment of taxes , due to a clerical error in the 1952 -53 Assessment Roll. Communications: 1 - Communication from E.L.O'Reillyrequesting re- zoning certain property along '.ndrews St. fronting Monterey St. was read to the Council; The Mayor appointed a committee to stufy the request and return to Council with recommendations. 2 - Comm. from David Ulansky Re: Swimming Pool was ordered received and filed on motion. of Richard E.Gragg, seconded by Paul VI.Davis. 3 - Comm. from Transport Indemnity Co.Re: claim against the California Motor Transport vs San Luis Obispo was presented to the Council and on motion of Kenneth W.Jones, seconded by Richard E. Gragg, it was moved that the Transport Indemnity Co. send draft to the local California Motor Office and at that time the City Clerk will sign the release. 4 - Comm. from Elmer H. Caylor Re: Sales Tax Return for Leslie R. Hillis: on motion of Paul W. Davis, seconded by Richard E.Gragg, it was moved that the penalties be waived upon the following roll. call vote: Ayes: Paul W. Davis, Richard E. Gregg Noes: kenneth W. Jones, Fred H.Lucksinger Absent: Nels Eeck The City Clerk was instructed to write and advise him his appeal was denied. Re: Communication from Kenneth Jones relative to bids on Blanket Bond Coverage for city employees: on motion of Kenneth 19. Jones, seconded by Paul 4i. Davis it was moved that the Aetna Insurance Co. represented by J. T. Arsenio, be awarded the bid on "Faithful Performance" and Honesty for the Police only, in amount of - !;2500. Motion carried. Resolution No. 1225 (New Series) - A Resolution specifying the amount and type of Personal Bonds for certain Officer.--3 and Employees was passed and adopted on motion of Kenneth V,,. Jones, seconded by Richard E.Gragg upon the following roll call vote: Aves: Paul N1. Davis, Richard E.Gragg, Kenneth W.Jones, Fred H.Lucksinger Noes: None Absent: Nels Beck Ordinance No. 382 (New Series) - An Ordinance repealing Ordinance No. 1 (New Series) was introduced and passed to print on motion of Kenneth W. Jones, seconded by Richard E. Gragg upon the following roll call vote: Ayes: Paul W. Davis, Richard E.Gragg, Kenneth W.Jones, Fred H.Lucksinger Noes: None Absent: Nels Beck On motion of Paul W. Davis, seconded by Kenneth W. Jones the City Clerk was authoriz to sign Releases on Bonds for City Employees with the New :msterdam Casualty Co. Mr. Ernest Gramespacher and Mr. Robert L. Newby, Jr. appeared before the Council requesting that the City Council instruct the City Engineer to investigate the dangerous drainage situation existing at Broad and Murray Ave. They stated that the existing cult' is inadequate to handle the water during the rainy season and asked for help from the city 17 141 :,o eleviate this situation. Resolution No. 1226 (New Series) - A Resolution transferring certain funds aas passed and adopted on motion of Richard E. Gragg and seconded by Paul W. Davis upon the following roll call vote: Ayes: Paul W. Davis, Richard E. Gragg, Kenneth vii. The Merchandising Bond for William Wisemen for City License was approved by.the Council on motion of Paul W. Davis, seconded by Richard E. Gragg. The traiisfer of license from C. Ormonde to Earl 'ad. ifiller was approved by the Council on ;notion of Kenneth '01. Jones, seconded by Richard E. Gragg. The following applications for Contractor's Licenses were received and on motion of Paul W.Davis, seconded by Richard E.Gragg, the bonds were approved, sureties accepted and registration granted: Walter J.
