The City Council met in adjourned session; Mayor Fred H.Lucksinger presiding.

Ordinance No. 401 (New Series) - An Ordinance reclassifying as R -3 certain
Real Property in the City of San Luis Obispo was finally passed on motion of Richard E.
Gragg, seconded by Kenneth W.Jones upon the following roll call vote:
Ayes: Nels Beck, Richard E.Gragg, Kenneth W.Jones, Fred H.Lucksinger
Noes: None
Absent: Paul W.Davis
Ordinance No. 402 (New Series).- An Ordinance amending Section 4.2 of
Ordinance No. 122 (New Series) entitled: " An Ordinance regulating traffic upon and the
parking of vehicles on the Public Streets of the City of San Luis Obispo was finally
passed on motion of Kenneth W.Jones, seconded by N ?els Beck upon the following roll call vote
Ayes: Nels Beck, Richard E.Gragg, Kenneth W.Jones, Fred H. Lucksinger
Noes: None
Absent: Paul W.Davis
Resolution No. 1322 (New Series) - A Resolution transferring funds from
Account No. 1201 to Account No. 1009, Water Filtration Supplies and Services was passed
and adopted on motion of Richard E.Gragg, seconded by Kenneth W.Jones upon the following
roll call vote:
Ayes: Nels Beck, Richard E. Gragg, Kenneth W.Jones, Fred H. Lucksinger

the recommendations of the Traffic Committee were adopted on motion of Kenneth
W.Jones, seconded by Richard E. Gragg, Re: (1) the crosswalk on Foothill Blvd. at the
Ferrini Road and (2) ten minute parking zone in front of the telephone building.
resolution Ko. 1323 (New Series) - A Resolution declaring a certain portion
of Morro street to be a Ten Minute Parking Zone was passed and adopted on moticnof Nels
Beck, seconded by Kenneth W. Jones upon the following roll call vote:

Resolution No. 1324 (New Series) - A Revolution providing for a Stop Sign at
the intersection of Palm Street and California Blvd. was passed and adopted on motion of
Kenneth W.Jones, seconded by Nels Beck upon the following roll call vote:
Ayes: Nels Beck, Richard E.Gragg, Kenneth W. Jones, Fred H.Lucksinger

Absent: Paul W.Davis
At this time the City Council discussed the policy of sidewalk deficiency
program with the City Engineer and the Executive Secretary, Richard Miller. Mr. George
Andre, City Attorney, reported to the Council relative to the legal requirements and
city's liabilities regarding sidewalk repairs. The Mayor appointed the following com-
ttee, con sisting of Nels Beck, Richard E.Gragg, Richard Miller, Homer Hamlin and
George Andre to investigate and bring their recommendations to the Council on May 3, 1954.

On recommendation of Chief of Police, W.L.Burns, and on motion of Nels Beck, seconded by
Richard E.Gragg, Officer J.L.Frederick was given permanent status and advance to the
2nd salary step as of May 1st, 1954. Motion carried.
Communications:
Communication fromthe State Controller was ordered received and filed:
Communication from the State Controller Re: refund due the State on Project No. 7251
(Sewage Works Enlargement); on Aiotion of Richard E.Gragg, seconded by Nels Beck, it was
moved that the Cit y pay the refund to the State of California, in the amount of $64.17.
Motion carried.
Communication from Mrs. Edna Carpenter was ordered received and filed.
Communicationfrom the Southwest Airways Co. Re: Matter of application was ordered received
and filed on motion of Kenneth W.Jones, seconded by Nels Beck.
Comm. from the Harbor Development Assn. was ordered received and filed.
Communication from theChamber of Commerce relative tothe application of the Southwest
Airways Co. was ordered received and filed.
Comm. from Hahn,Wise and Associates was ordered received and filed.
Comm. fromthe Corps of Engineers, U.S.Army was ordered received and filed.
The Minutes of the Planning Commission of April 16, 1954 were ordered received and filed
on motion of Nels Beck, seconded by Kenneth W.Jones.
On motion of Nels Beck, seconded by Kenneth W.Jones, Rolland Waite was appointed police
officer as of May 7th, 1954 at $284 per month on probationery period.
Resolution No. 1325 (New Series) - A Resolution transferring Funds was passed and
adopted on motion of Kenneth W.Jones, seconded by Richard E.Gragg upon the following roll
call vote:

Onmotion of Richard E.Gragg, seconded by Nels Beck, the City Clerk was instructed to
publish Notice of Hearing by theCity Council of Proposed Amendment of Land Use Plan
'Zoning) Ordinance from R -1 to C -1, said hearing to be held on May 17th, 1954 at 7:30 P.M.
By common consent of theCouncil, Kenneth W.Jonesi- purchasing agent for the City of San
Luis Obispo, was authorized to advertise in the classified columns of the newspaper,
"For Sale Motorcycles" not sold at Public Auction.
Old Business
Re: Request of George Sleeter regarding the acquisition and extension of Cerro Romauldo
at Patricia was referred to the City Attorney, and the City Engineer for report. Mr.
George Andre,City Attorney, reported to the Council, recommending that the city attempt to .
acquire this property for street purposes. The matter was held over until the CityEngineer
can contact the adjoining property owners for a right -of -way.
Re: Request of Paul A. Nolting, owner of the California Park Grocery relative to the open-
ing of California Blvd. overpass was referred to the City Engineer, Homer Hamlin. The
communication was ordered received and filed as the City Engineer reported that the
California overpass is being rushed to completion.
Re: Petition filed by property owners on Frederick and Stafford Streets relative to
condition of alley was.referred to Paul W.Davis and City Engineer, Homer Hamlin for report.
Mr.. Hamlin reported that the alley was graded, but no paving or top coating was authorized.
