Present: Nels Beck, Paul W,Davis, Kenneth W.Jones, Fred H. Lucksinger Absent: Richard E.Gragg The Minutes of the Special Called Meeting of'; Sept. 7th, .1954 were approved. Claims against the City for the month of September, 1954 were ordered paid subject to the approval of the heads of the respective departments and the Mayor. The City Clerk reported on the following Bids for CLEANING AND CIVIENT LININGOF 'A1TER MAINS: Pipe Lining Incorporated $ 5454.44 On motion of Paul W.Davis, seconded by Kenneth W.Jones, the bid was awarded to. Pipe Lining Inc. in the amount of- .$5454.44. Motion carried The City Clerk.;reported on the following bids for STREET REPAIR PROGRAM Project D -City Plan 5 -54: 1 - Valley Paving and,,Construction Co. $ 18,$66.15 2 - Granite construction Co. 189945.09 3 - Walter Bros. Constr. Co. 20,388.12 4 - A. J. Diani Construction Co. 21,999.10 The City Engineer, Homer Hamlin, recommended to the Council, that after studying the bids, that the bid should be awarded to Valley Paving and Construction Co. and on motion of Paul W.Davis, seconded by Kenneth W.Jones, the bid was awarded t6 Valley Paving and Construction Co. in the amount of $18,866.15• Communication from Walter G.Roselip protesting the specification of CRUSHED GRANITE in the Street Repair Bids was ordered received and filed on motion of Kenneth W.Jones, seconded by "els Beck. Communication from S.P. r':illingCb, protesting the specification of CRUSHED GRANITE for Street Repair project was ordered received and filed on motion of Kenneth W'.Jones, seconded by Nels Beck. Sargeant Lamming of the U.S.A.F. appeared before the Council, representing the the "Ground Observation Corp" asking that an "Observation Post" be reestablished in the City of San Luis Obispo and reported the Air Force will donate a $5500 Tower for an Qbservation Post and that San Luis Ubispo 20 -30 Club has taken as a "Club Project" to have this tower moved to San Luis Obispo and to erect thistower, but the Air Force requv -es a location on City or County property, and when the emergency is over, the building will revert to the City or County, upon which the tower sits. Sgt. Lamming suggested that ifpossible, the Air Force would like to place this observation post in a corner of the playground area in ' Mitchell Park, the reason being, the area is fenced and rest rooms are available. The Air orce will pay the telephone service, but the Civil Defense Organization of the City will ave to pay for the lights. Sgt. Lamming reported that this project had the tentative pproval of Commander uullickson, head of the Cavil Defense of the City of San Luis Ohisoo. Der: Claude Molky, representing* the 20 -30 Club stated that this Club is arranging to _ ave this building transported to San Luis Obispo and to erect this tower and they will .lso help in maintaining the watch. At this time, Mr. Paul L.Adamson and Harry N.Jenks, Consulting Engineers, presented o the Council; their report of tine WATER AND SaiER MASTER PLAN. I'%lr. Jenks thanked the ;ouncil for the opportunity of serving in the capacity of Consulting Engineer for the 1 1 1 1 1 WATER AND S&ER.MASTER PLAN and further stated that he and i°ir. Adamson -will be glad to answer any questions or help with any problems in the future. Mr. Jenks reported to the Council on thw work done in preparation of the plans, such as a complete study of the present system and proposed future- installations. At this time the City Council held a PUBLIC HEARII%G on the "Proposed New 'water Ordinance ". There were no protests from the Spectators. After some discussion the Ordinance was referred to the City Engineer and the Water Superintendent, the Executive Secretary , Ivir. Mliller and the City Attorney, to get together regarding Section 5 and to bring back to the Council a WATER ORDINANCE and SE'+VER ORDINANCE, on the same basis for extension of Services. The report of the "Citizens Off- Street Parking Committee" was ordered received and filed and the Mayor wished to thank the members of this committee for the time and effort spent in the preparation of the report. Mr. Miller was instructed to arrange a meeting of the auncil and the Off- Street Parking Committee for a further study of this report, - the meeting to be held on ?Vednesday, Sept. 22nd, 1954 at 9 A.M. in the Council Chamber. Re: REPORT of the Traffic Committee: Resolution No. 136$ (New Series) - A Resolution declaring a certain portion of Morro Street to be a Ten Minute Parking Zone was passed and adopted on motion of Nels Beck, seconded by Paul W.Davis upon the following roll call vote: Ayes: Nels Beck, Paul W.Davis, Kenneth W.Jones, Fred- H.Lucksinger Noes: None Absent: Richard E.Gragg Re: Matter of the cross walks in the area of the new Romauldu Pacheco School, the City Engineer was instructed to have cross walks painted as recommended by the Traffic Committee Re: recommendation of the Traffic Committee relative to cross walks on Johnson Street to the west of Sydney Street was also ordered completed as recommended. Re: the matter of the Street Signs for Albert Drive at Frederick Street and at Motley Ave; and street name signs for Chaplin Lane at Frederick Street and at Motley Ave.-- recommendation of the Traffic Committee was adopted oh motion of Paul W.Davis, seconded by Nels Beck upon the following roll call vote: Ayes: Nels Beck, Paul W.Davis, Fred Lucksinger Noes: None Absent: Richard E.Gragg Abstaining from voting: Kenneth W.Jones Re: recommendation of the Traffic Committee relative to request of the Anderson Hotel for post mounted '' Hotel Loading Zone" signs, was granted and approved by the Council on motion of Paul W.Davis, seconded by 1�els Beck. McNamara Re: proposal of a solution to the problem of extending Cerro Romauldo westward from Patricia Drive was referred to a committee of, Paul W.Davis, Homer Hamlin and Richard Miller for investigation and report recommendations to the Counci: Comm. from J. E. Adamski Re: drainage condition on Lot 7, Blk 4 of the McMillan Manor #18 was referred to the City Engineer, Homer Hamlin, for file and review by him prior to acceptance of this Tract No. 71 by the City of San Luis Obispo. Comm. from California Safety Council Re: request for contribution of the City of San Luis Obispo for Statewide crusade against Traffic Accidents was ordered received and filed and Mr. Richard Miller was instructed towrite to the California Safety Council that the Budget for.1954 -55 has already been made up but if the Safety Council would submit a request prior to next year's Budget session, it would be taken under study by the Council. Comm. from Bailey Bridge Equipment Co Re: renewal of lease with the City of San Luis Obispo for use of land adjacent to the Reservoir was referred to Kenneth W. Jones and J.H.Fitzpatrick for study and make recommendaticns to the Council. Comm. from Cal Photo Supply Co. for permissionto build a 6 ft. f ence was granted on :notion of Paul W. Davis, seconded by Kenneth W.Jones, upon recommendation of the building inspector, Seth Kinney. Comm. from the City of Laguna Beach was ordered received and filed. Comm. from the League of California' Cities was ordered received and filed, Copies of Audit Report from the State Controller, Resolution No. 2092 and 2140 was ordered received and filed on motion of Kenneth W.Jones, seconded by i�els Beck. The City Attorney presented a Resolution of the PlanningCoWission of the City of San Luis 0,jspo recommending to the City Council the reclassi oration of a certain district, and by common consent of the Council a PUBLIC HEARING will beheld before said City council on the 4th day of October,-1954 at 7 :30 P.M. Re: PROPOSED AMENDP -4ENT OF LAND USE PLAN (Zoning) ORDINANCE and the City Clerk was instructed to have Notice published for this hearing. ne: Resolution adopting the eroposed New Zoning Ordinance asa precise section of the MASTER LAND USE PLAN and Recommending its adoption by the City Council, was presented by the Planning Commission; same was ordered held over. The transfer of business license from Ranell's Coffee Shop, from John .Lee to Perry T.Hall was granted on motion of Kenneth W. Jones, seconded by Nels Beck. Resolution No. 1369 (New Series) - A Resolution increasing the 1954 -55 budget was passed andadopted on motion of Nels Beck, seconded by Kenneth W.Jones, upon the following roll call vote: Ayes: Nels Beck, Paul W.Davis, Kenneth W.Jones, Fred H. Lucksinger Noes: None Absent: Richard E.Gragg. The Exhibits before the Civil Aeronautics Board was ordered received and filed. On motion of Nels Beck, seconded by Kenneth W.Jones, the following payment was authorized to P. J. Zuiderweg: P. J. Zuiderw eg - NIPOMO STREET BRIDGE PROJECT- Estimate No. 2 3$08.02 Estimate No.. 3 (r'inal) 531.45 Change Orders: Change Order No. 1- 455.00 IT IT No. 2 - 2Z.95 ' On motion of Paul W.Davis, seconded by Nels Beck, OSCAR D. LAMBOY was appointed on a probationery period as "Equipment Operator" in the Public Works Dept. at $254.00 per month, starting Sept. 20, 1954. At this time Mr.Bruce Stapleton appeared before the Council-protesting a Traffic Problem in the Ramona Drive area, in particular, hazards to the children playing in the street as this area does not have sidewalks. Mr.Stapleton stated that since Ramona Drive, north of Rincon Drive, had been improved by the City Public Works Dept. that many of the residents of the tracts north of Rincon Drive were using Ramona Drive for access and egress 1 to Foothill Blvd. Since the street has been improved, cars going west on Ramona Drive do §o:.at tremenduous speed to such an extent that the tire marks can be plainly seen turning north to Ramona Drive. The Council referred Mr. Stapleton's complaint tothe Traffic Commit- tee for investigation and report. r.Archie Stinson appeared before the Council asking what had been done regarding his problem for adequate water supply at his processing plant at Orcutt Road and Laurel Lane. "Ir. Paul W.Davis and Price Thompson reported that a temporary expedient was being placed in operation for Mr. Stinson so that he would have adequate water for his business. Mr. George Andre was instructed to prepare Agreement between the City of San Luis Obi: and Archie Stinson for temporary water installation along Laurel Lane from Johnson Ave. khis line is to be laid on top of the ground with a right-of-way or easement to be granted ti=ll by McKeen Hatchery. No one other than Mr. Stinson will be permitted to-tie into this temporaru line. Mr. Andre will Present this agreement at the next meeting of the Council. The request of the Kiwanis Club of San Luis Obispo to sell peanuts in the downtown area of the City in observance of National Kid's Day on Sept.. 25th was granted on motion of Nels Beck, seconded by Kenneth W.Jone's. Old Business Re: Policy of the City Council -- On motion of Paul W.Davis, seconded by Kenneth W.Jones, it was moved that all city buildings and facilities be metered for water services -- said services to be installed at the expense of the department using said building or facility in the future. Re: Request of the Navy Station was referred to Richard Miller for investigation and report. Mr. Miller reported that at the present time no office space is available in the City Hall with the required square feet for use as a i4avy Recruiting Station, but Mr. Miller reported that Commander Gullickson stated that there was space available for this type of operation in the City Veterans Memorial Bldg. Mr. Miller was instructed to write to Commander Dunston stating "no space in the City Hall" and that they should contact Commander Gullickson for space in the Veterans Memorial Bldg, Re: Petition from Albert Nelson and Elizabeth Nelson for extension of Agreement for refunding to j�'elson for installation of water services wa-s denied on motion of Paul W. Davis, seconded by Fred H. Lucksinger and when the present Agreement expires, no extensio will be allowed. Resolution No. 1370 Oew Series A Resolution authorizing the filing of an application before the Public utilities Commission of the State of California for the widening of the Southern Pacific - Johnson Street Underpass was passed and adopted on motion of Paul W.Davis, seconded by Nels Beck upon the following roll call vote: Ayes: Nels Beck, Paul W.Davis, Kenneth W.Jones, Fred H.Lucksinger Noes: None Absent: Richard L.Gragc The above Resolution and Application was presented by the City Attorney, George Andre.
