HomeMy WebLinkAbout02/14/19551 1 1 J City Hall, Monday February 14, 1955- 7:30 P.M. The City Council met in adjourned session; Mayor Fred H.Lucksinger presiding. Present: Nels Beck, Paul W.Davis, Warren G.Edwards, Kenneth W.Jones, Fred H.Lucksinger Absent: None At this time the City Council held a Public Hearing for the Proposed Charter for the government of the City of San Luis Obispo. Miles Fitzgerald referred to Section 304 as to whether the Schoo, Board members were required to live in the City or whether they could be residents of the School District. He also called attention to Section 600 and 700 regarding the Mayor and Councilman taking office at different times. He also asked in Section 707 what does the word Legislative session mean, Mr. Randall Ward asked if in Section 604 and 702 the salaries were adequate or couldn't the Councilmen and the Mayor receive a higher compensation for the time away from their businesses. 14r. Charles Parrish asked in Section 711, Paragraph 3a why the Railroad was only required to maintain two feet on both sides of the, track and not to the property line. Miles Fitzgerald asked regarding Section 720, line 7 in reference to the word revised and suggested that this word be deleted.. The question was asked, relative to Section $04, subsection 1 clarifying this section regarding the dismissal of employees, can the Administrative Officer fire the Mayor and Councilmen? 1�1r. Paul Davis regarding Section 804, subsection 15, askal if it were possible under this section for the Council to overrule the Administrative Office. Frank W.Funk spoke in support of the retention of Section 804 , subsection 15 as this gave the Council more control over the Administrative Officer. Mr. Miles Fitzgerald suggested that Section 1106 "Powers and Duties of the Library Trustees" and Section 1108 "Powers and Duties of the Park and Recreation Commission" should be approximately the same in that both boards have the same problem in different fields. ne also suggested that all the appointed boards, Library, Park and Recreation, and PlanningCommission would start on the same day and bhar their anniversary dates for all boards and commissions would be the same. After some discussion it was suggested that Section 111- be amended to read " Ex- officio members shall not vote ". Section 1111 "Powers and Duties of the Planning Commission" was referred back to the Charter Committee for additional study and recommendation. It was recommended that Section 1404 be amended toinclude the words "full time employee" Mr. Herbert T.Franklin asked whether the requirements of Section 1403 and 1404 would prohibit the Mayor and Councilmen from running for additional terms of office.
