Permission was granted the.P.-lilitary Order of the Purple Heart to display an exhibit

Comm. from the Soroptimist Club, Avenales Cattle Co. of Shandon, and from Carl G.Beck,
and Resoluti.: n of the Planning Commission supporting the establishment of the MISSION
PLAZA or MISSION GARDEN'S, in the downtown area of San Luis Obispo were read and ordered
received and filed.
Mr. Robert Peters appeared before the Council presenting aplan, known as "The Mission
Plaza" or "Fission Gardens "; asking that the Council adopt this plan as a permanent part
of the city's overall "Park Plan"_ Mr. Peters stated he appeared before the Council on
behalf of the Soroptimist Club of San Luis Obispo. He further stated, one of the reaons
for this part was so that the historical value of the Mission San Luis de Tolosa can be
perpetuated. Mr. Peters also said that as a downtown business man he was sure that the
establishment of this park or plaza would enhance business for the merchants of the down-
town area and also tend to stop the migration of businss firms from the downtown area.
?,ir. Peters explained in detail, the plan as devised by the Soroptimist Glub. Mr. Peters
presented a petition of 800 signers, supporting this project.

Irs. Rose ncKeen spoke. -on behalf of the.Soroptimist Club Project as did. Mrs. Helen Rose,
iargaret 1.1axwell, of the A.W.V.S. and Eva ?,lain, of the B.P.W. and Dorothy Francis.
Ir. Chas. Belcher of the Kiwanis Club stated that his club was 1.00% behind this plan.
Ir. Holdredge stated that he was sure the Council would give the plan a thorough study
and everybody's wishes would be considered. Mr. Holdredge also stated that` the Chamber
>f Commerce was in favor of the plan in a general scope and` also said he was sure that the
pity would get money from the State Park Funds in order to develop this park.
•Ir . C.H. Maino warned the people present that a project like this would cost a lot of
noney and the plans asst be very well thought out before they start. Also, he believed
that the construction of this park would actually detract from the value of the downtown
area and NOT enhance it as claimed.
'-ir. Joseph Berkeme.yer stated that he was in favor of this plan in general, but that the
iowntown business men should be considered before the City closes any streets or buys a
lot of property for this park.
[Ar. Frank Shaw asked where the money for this project would come from, and also, what
losses to the City Assessment Roll would there be if this park was built. He also stated
that possibly a SPECIAL ELECTION should be held for same, as this project would involve
a great expenditure of money and that way each person living in the city would have an
opportunity to let their wishes be known, and at the same time, they could also vote on
the Bond Issue for the acquisition of this property for construction.
Mayor Frdd Lucksinger thanked all the people for coming to the meeting in support of this
plan and that alot of timd would have to be put into the plans for the acquisition of this
erty and for the financing of this project. He said it would commit many, people of the
city for many years, as this is an extremely expensive undertaking. He suggested that in
order to get the plan working that a Citizens Committee should be appointed in order to
keep the plans moving along at this time.
Mayor Lucksinger nominated as General Chairman, Mrs. Rose i'licKeen;, Robert Peters
as Financial Chairman; the nominations were approved an motion of Kenneth W.Jones, seconded
by Nels Beck. At the next Council meeting the Councilmen will recommend members to be
placed on this committee.
The Recreation Commission and the Planning Commission will each have one member
on the Citizens Committee.
After this,Mrs. Rose McKeen kept asking for a definite commitment, as to the
Council's feelings on this plan. The Council answered, they would have to studythe plan
in relation to other projects of the City.
Mr. Peters asked the Council for an order to the Building Department to stop any
permits for new construction in the area of the proposed park. Mr. George Andre, City.Attor
when asked by the Council, for a legal question regardingpermit issued, stated that the
Council canstop the issuance of permits but legally, they could not stop the owners from
the ill use of the land without condemnation or fair return.for their property.

After some discussion regarding the merits of

installation, it was referred back

report to the Council, on the advisability and cost of installing automatiac signals at

Co:. contractors,- on the .new Bank of America .Bldg. at the corner of Osos and Higuera Streets,
to build a Pedestrian Walk ( protected) along Higuera Street and Gsos :street and also to
prohibit parking on the construction side of the street.
Recommendation of the City Clerk regarding the City continuing the fire insurance

Communication from the American Municipal Assn. regarding the contest for the
discussion of all American's City award, was referred to Mr. Richard Miller to report to
the Council relative to whether the city of San Luis Obispo qualifies for such an award.
1�1r. Homer Hamlin, City engineer, reported to the Council on the survey made by
the P.G & E. regarding the cost of lighting the unlighted street areas of the city, par-
ticularly, new subdivisions added to the city in the last few years. Mr. Hamlin reported
on the various types of poles, etc. and by common consent of the Council, the City Council
will hold a PUBLIC MEETING on May 2nd, 1955 so as to get a consensus of opinion of the
people living in these tracts, asto--the type of light standards wanted, and share in the
cost.
Mr. Fitzpatrick, City Clerk,was instructed to notify each resident in the sub-
divisions, of the fact that this meeting will be held before the Council. Mr. Hamlin
' (recommended that this Public Hearing be handled on an individual subdivision basis.
