On motion of Kenneth. W.Jones, seconded by Lowell E.Christie, it was moved that the bid for fencing on the Santa Rosa Park Development be awarded to Cyclone Fence Coo' in the amount of ,$3499.10. Richard Miller's investigatio:j regarding the Green Bus operation was ordered received and filed. He: PUBLIC HEARING on the Proposed Sewer Assessment District in the Johnson are. Area. the Mayor explained to the people present that the purpose of.the hearing was an attempt by the Council to get the people's reaction to the formation of a proposed sewer district in the Johnson Ave. area, also, to give the people living in the area, who would be affected by these assessments, an opportunity to see the city plans regarding the dewer and water district. The Mayor called upon Mr Homer Hamlin, ,ity Engineer, to explain the problems of the existing system. Mr. Hamlin explained the problems involved with the present sewer system in this area; when the system was originally installed and why the present system had ' reached the point where it would be unable to handle further sewer connections with the present transmission facilities. Mr. Hamlin further explained the various type of systems that could be installed to alleviate this problem in the district. He then explained to the people the system that he believed would be the most economical and most satisfactory and gave estimates as to the cost per lot for the district. Mr. Price Thompson', Water Supt. explained to the people, the present problem faced by the water department in this area. tie further explained several methods that could be used in solving this problem and estimates of costs of the various proposals. I °r. Johnson asked why the installation of a water system costs so much more than the sewer system to install in this area. He believed and stated that he hopes that the city would start proceedings for sewer and water district as soon as possible: Ivor. Ernie Shreffler , real estate booker, stated that in his opinion, that the only area for the city to expand is out through the Johnson Ave. area and that he hopes that the City Council will go ahead with the water and sewer development in this area as rapidly as possible. Phil Porter stated he hoped that the City would proceed with the formation of this district as-s'oon as possible. He also asked if the City Engineer could gile-figures for comparison purposes as to the cost of construction of a County approved septic tank and leach lines, and comparisons of yearly maintenance cost, in comparison to the original cost of the special assessment district. 1kr. Don Coates said that property owners in the Hagen Tract previously paid for the transmission system in this area, and that he believed they should not again be required to pay for mains.an(: transmission lines; he also asked, why should anyone who hooked into the Hagen line, be required to pay. any type of assessment for transmission facilities Mr. Rollin asked in regard to.t he proposals as set forth by Mr. Thompson , Water Supt., that he believed he would rather receive water from the riltration Plant so as to get the advantage of the filtered i:ater and fluorides, even though he understood that a transmissio line from Stenner Reservoir to this area was the most expensive of theplans proposed; also, he. asked why would it be necessary to use so many pumps to handle sewer connections from this area, as he stated that during thepower failure, when the pumps are off, they make quite a mess. 111r. 1`'Iartin Polin , Attorney, representing the McKeen property, asked how soon the people would be required tostart paying and whether it would be one payment arrangement or would the district go to bonds so that the property owners could pay a portion each year with theit taxes instead of one large lump payment. 2,4 Mr.Richard Piment, resident of the Goldtree.Tract, stated that when theymoved into this tract, they were told by the subdivider, that there wouldmbe no additional assessments of any kind for either sewer or water. Mr. Martin Polin asked the Council if it were possible for the 1`icKeen property to stay out of the district if such a district was formed, and then have the property come into. the district when it was sold? Mr. Johnson said there was a great demand for land in this area but they are unable to develope it due to lack of sewer and water facilities. Allan Crampton , real estate broker, stated he represents a group who wishes to bring inl20 homes subdivision in this area, and that the land owner and contractor have agreed on a location and type, but they are waiting for some arrangements to be made for sewdr and water facilities by the City or by the formation of some type " District "* asked the Council if the city has evern considered the construction of a small sewer plant in the Orcutt Road area to haddle this drainage basin? "Ir. Homer Hamlin_ answered Mr. Eddy stating that this type of operation regarding the construction of a new plant had been considered by his department and that there were so many intangibles that were unknown, that the construction of the transmission lines to the existing plant seem to be the most feasible and economical at this time. Mrs. Theo. Kinney said that as the owner of a large acreage, it was rather terrif}ang to think of the cost involved ir. this project, but it seems that this procedure is the best and should be commenced as soon as possible. ee asked whether the main lines for water and sewer would be placed in one point and the smallconnecting systems be completed as the area developes? asked how soon could this project be started and the sewer and water ains put in? Homer Hamlin answered that due to the amount of planning, engineering, and right -of -way cquisition, it would be a year before this project could be let for bid. 'Leary, a prospective home owner in the Johnson gyve. area stated that he hoped that this ewer and water plant would be installed in this area as soon as possible . Shaw stated he believed that the people of the Goldtree Homes Tract should not be edted to share in the assessment district for sewer mains. and water mains as he believed he city was at fauly and to blame for not telling the property owners the facts that they ere onboth temiporary sewer mains and water transmission facilities. r. Lovett wanted to know wher,her the residents in this area were getting new water and ewer system or whether they were Just paying out money for sewer and water development or large property owners to develop for subdividers which subdivisions are sold for profit, et all hinge on sewer and water development. Coates asked what the possibility was of forming a "Special Assessment district" or placing curbs and gutters on Sydney Street from Johnson Ave. to Augusta Street. The Mayor thanked everyone for being present and taking part in the Public Hearing honed that everyone had learned a little bit about the problem as he did. He stated he Council would study the matter and determine what they thought was the best procedure or the entire city and residents of this area. Annie Covell_ requested an appeal to the Council of the decision of the Planning ommission in denying the rezoning of the westerly forty feet of Lot 4, Block 12, Old Town rom R 4 to C -1. Mrs.Covell explained to the Council the background of this particular tition, going back to 1949 when the property was changed to C -1 zone and then the new 1 1 1 1 1 1 1 1 1 zoning ordinance was in effect, the property, due to its locc,tion and use, was rezoned to R 4. Mrs.Covells request for appeal was held over so that the City Attorney could investigate the proper procedure to handle this .problem under the new zoning ordinance. Communications: Comm. from the Methodist Church of Sari Luis Obispo regarding No Parking. along Chorro St. betwean Palm and Monterey St. was referred to the Traffic Committee on motion o f Kenneth W.Jones, seconded by Lowell E.Christie. Comm. from Mrs. Elmer Smith of the Typewriter Shop, informing the Council thatthis business is being liquidated was ordered .received and filed. The communication from Bachino and St,ockird re: City's Fire Insurance coverage was ref to the City Clerk to be placed in the Insurance file. Comm. from R.E.Heidorn, Police Lieut. Re: Traffic surveys on Osos Street at George Street and San Luis Drive and California Blvd. was ordered received and filed. Comm. from the National Office of Civil Defense Re: Skywatch Tower was ordered received and filed. The request of the Park and Recreation Commission for the purchase of one- 3/4 ton Pickup for the Park Dept. was granted on motion of Warren G.Edwards, seconded by Kenneth W.Jones. Old Business Report of the Traffic Committee: 55- 6 -1 -C- On motion of Warren G.Edwards, seconded by Kenneth W.Jones, it was moved that the recommendation of the Traffic Committee be adopted that a Stop Sign be installed on Santa Rosa Street stopping south bound traffic at Marsh and eliminating the existing sign on i°Iarsh St. stopping west bound traffic at Santa Rosa St. and the City Attorney was in- structed to draw up Resolution for this installation. Re: 'The' communication from Leon Verrett regarding tentative subdivision ih the vicinity: of Laurel Lane -and Orcutt Road was ordered received and filed. Re: Proposed Ordinances regarding the moving of buildings in the City of San Luis Obispo and requiring the capping or covering of abandoned wells; for the proposed ordinance for Abandoned Wells was referred to the City Attorney for review. The House Mov'_ng Ordinance was referred to Mr. Richard Miller to study the recommendations of the City Planning CouLmis sion .
