City Hall, Monday, Sept. 26, 1955 - 6 P.M.
The City Council met in special Session -- 1'layor Fred H.Lucksinger presiding,
Present: Nels Beck, Lowell E. Christie, Warren G.Edwards, Kenneth W.Jones, Fred H.Lucksinger
Absent: None
Claims against the city for the monthof September were ordered paid subject to the approv
of the Administrative Officer on motion of Kenneth W.Jones, seconded by Nels Beck.
The City Clerk reported on bids redeived for the following projects:
Unit "A" - Construction of Muriicipal.Parking Lot No. 2 -
A.J.Diani Construction Co.- 6457.70
Unit "B" - Construction of Parking Lots and Paving of Santa Rosa Park Development
A.J.Diani Construction Co. -
$$ 10,496.75
The City Engineer reported to the Council that
both bids
were higher than the
City
Engineering Department's estimate, but in regard
to the
Parking Lot No. 2, he
contacted
Mr. Diani and the bid was lowered by $800 for
the item "
Removal of trees" --
this is to
be done by city forces and the City Engineer,
Homer Hamlin
recommended that the
corrected
bid of A.J. Diani in the amount of $5657.70 be
accepted
for the construction
of the
Municipal Parking Lot No. 2 Unit "A ".
On motion of Warren G.Edwards, seconded by Lowell E.Christie, the recommendation of the
City Engineer was adopted.
On motion of Warren G.Edwards, seconded by Nels Beck, it was moved that the recommendation
of the City Engineer regarding the Santa Rosa Park Development project be adopted and the
City to re- advertise for the construction of said paving -- bids to be opened at 3 P.M.

Ordinance No. 9 ( 1955 Series) - An Ordinance amending Chapter 3 of the San
Luis Obispo Municipal Code entitled " Parking 1'leters" by adding section 3200.2.1 entitl @d
t' Municipal Parking Lots" was finally passed on motion of Lowell E.Christie, seconded by
Nels Beck upon the following roll call vote:
Ayes: Nels Beck, Lowell E.Christie, Warren G.Edwards, Kenneth W.Jones, Fred H.Lucksinger
Noes: Prone
Absent: None
Ordinance No. 10 ( 1955 Series) - An Ordinance adopting a Fire Prevention
Code prescribing regulations governing conditions hazardous to Life and Property from
fire or explosion, etc. was finally passed on motion of Warren G.Edwards, seconded by
Kenneth W.Jones upon the following roll call vote:
Ayes: Nels Beck, Lowell E.Christie, Warren G.Edwards, Kenneth W.Jones, Fred H.Lucksinger
Noes: None
Absent: None
On motionof Nels Beck, seconded by Lowell E.Christie the City Council was
authorized to hire a part time draftsman at a hourly rate of 1.50 per hour under
"Contract Engineering " -- Norman Hansel was hired.
At this time the City Council took up the matter of the recommendation of the
City Planning Commission on the request of the Methodist Church for abandonment of certain
streets and portions of streets in the vicinity of the new church property on Frederick
Street. The recommendation of the Planning Commission is as follows:
"That ten feet ( 10') be abandoned on each side of Turner Street from
Fredericks to Stafford leaving .full width at Stafford for a- turn around,
ten feet ( 10') be abandoned on each side of Stafford between Motley and
Turner with a turn around at the end, and the abandonment of Champlin
Street between Fredericks and Stafford".

Ordinance No. 11 (.1955 Series) - An Ordinance of intention to vacate portions
ofTurner °Street, Stafford Street andChamplin Street was passdd to print on motion of
Warren G.Edwards, seconded by Nels Beck upon the following roll call vote:
Ayes: Nels Beck, Lowell E.Christie, Warren G.Edwards, Kenneth W.Jones, Fred H. Lucksinger
Noes: None

The City Council then took up the matter of the request of abandonment of certain
part of Monterey Street facing the Motel Inn property at the request of Courtney Moore,
co -owner of the Motel Inn and the recommendation of the CityPlanning Commission as follows
" An investigation and report finds that this particular end street does not
serve any others than the Inn and no future expansion would be possible;
also the abandonment would relieve the City of the responsibility of main -
taining it."
On motion the Commission voted to recommend to the Council that "That
portion of Monterey Street in. front of the Motel Inn be abandoned but
retaining all utility easements for sewer and water ".
Ordinance No. 12(1955 Series)- An. Ordinance .of.. intention to vacate a portion of
Monterey Street was passed_to_.print on motion. of_ Lowell_E.Christie, seconded by Kenneth
W. Jones upon the following vote:

On recommendation of the City Administrative Officer, Richard Miller, the request of Duane
Arnold, Police Officer, for a leave of absence should be denied on motion of Nets Beck,
seconded by Warren g. Edwards, the request was denied and Mr. Miller was instructed to
write a letter to Mr. Duane Arnold explaining the reasons for the denial.
The following communications were referred to the Traffic Committee for investigationand
report; on motion of Kenneth W.Jones, seconded by Lowell E. Christie:
Communication from the Standard Auto Parts asking for a Loading Zone on Santa Rosa St.
infront of their store.
Comm. from Rev. Otto Kliever of the First Baptist Church asking for a passenger loading
zone infront of their church on Sunday only.
Comm.from City Cleaners at 709 Higuera St. Re: Loading Zone in front of their business.
Comm. from Riley's Dept. Store requesting a loading zone on Marsh St. in front of
theirnew store.
Resolution.No. 19 ( 1955 Series) - A Resolution increasing the 1955 -56 Budget
was passed and adopted on motion of Kenneth W.Jones, secondedby Nels Beck upon the
following roll call-'.'vote:
Ayes: Nels Beck, Lowell E.Christie, Warren G.Edwards, Kenneth W.Jones, Fred H.Lucksinger.
Noes: None
Absent: None
On motion of Kenneth W.Jones, seconded by'Nels Beck, Mr.O.G.Gullickson,was authorized to
attend the conference on Civil Defense and Disaster Preparedness in Sacramento on
October 13th and 14th, 1955•
Mr. Richard Miller, City Administrative.Officer, reported to the Council regarding the
status of the funds for the PHILLIPS STREET IMP. Project and the RAMONA DRIVE ET AL STREET
IMP. Project, also, the fact that the proceeds from the bonds have not as yet been
received by the City.
By comion consent of the Council, it was agreed that if the bond proceeds for the Special
Assessment Districts are not received by the City by the end of the month of September,
1955, that the Council will authorize fund transfers inorder to cover present payments
due before Oct. 1, 19550
On motion of Kenneth W.Jones, seconded by Warren G.Edwards, the meeting adjourned.
