I - Mr. Nels Beck, Councilman, stated that he agreed with Mr. Christie's opinion, but also suggested that possibly we should investigate putting the park over the parking lot. Mr. Warren G. Edwards, Councilman, stated that when it came time to vote he would vote or.t e best interest for the City of San Luis Obispo, as he saw it after hearing both sides of the problem in question. Mayor Lucksinger asked if it were true that the feeling of the Mission Gardens Committee was that they would only be developing that portion of the property known as the Mission Gardens property. Mrs. McKeen answered the Mayor's question and stated that was true at least for the present time. On motion of Kenneth W. Jones, seconded by Lowell E. Lucksinger Absent: None Mayor Lucksinger explained to the people present the history of the off - street parking efforts in the past few years, and the reason for the meeting called of this evening. He also informed the peonle present of the results o the meeting with the proponents of the Mission Garden Plaza project, meeting held Tuesday, December 13, 1955. r. L. Larson appeared before the Council requesting that the Council consider the use f the Old P1ission Garage property for off - street parking, as there was a definite need or a parking lot in this area. Mr. Bowen urged that the Old Mission Garage property be used for off - street parking orb` two reasons; (1) to encourage and help business and (2) to encouraPe the tourists attraction to the Old Mission. �Iayor Lucksinger explained to those present of the proposed giiestionnair.e which was being (considered to be mailed to all registered voters in the City to get the consensus of the opinion regarding the use of the Ylission Garage property. He further stated that the pro - iposal met with the approval of the proponents- of the Mission Plaza Committee. II1yIr. Merlvn Carpenter asked if in the proposed questionnaire a third alternative could be added, which would ask if this property should be left for a business purpose and not for sparking lot or Iviission Garden: Ifter some discussion ivir. Stan Forden and Mr. Merlyn Carpenter agreed to meet with the representatives of the P1Iission Plaza Committee to help prepare the questionnaire' to mail I o the registered voters of the City; committee to meet Thursday, December 15, 1955, at 10 a. m. Veatch asked if the group present could receive some idea of the Council's opinion his issue if they favored a parking lot or a Mission Garden. r. Bowen asked the Council if any opinion had been received from Father Daly or other hurch groups as to Whether the church wanted ti:e property at Chorro and Monterey Street s a Mission Garden or as a parking lot. ayor Lucksinger answered Mr. Bowen's question that the City had received no official omment from any of the officials of the Old Mission Church. Stan Forden asked if the questionnaire could give a third alternative, such az a siness or business construction on this property. r. Gregory asked if any thought had been given to cleaning up traffic congestion at this ornerc which is very bad, also the possibility of putting ijlonterey Street through to road Street. for Lucksinger explained that parking is a joint City government and merchant problem, nd that if any merchant support is shown for developing parking in a particular area the ouncil would help the group to develop off - street parking as far as available moneys would o. A good example of this proposal is the Municipal Parking Lot #2. In that while it eceived a number two priority by the off-street parking committee, it was developed first s the business operators and property owners in this area showed an interest in working ith the City in acquiring the property and financial-donations. [r. Peters stated that after being present at both this evening's meeting and the Mission -ardens meeting last night, December 13, 1955, he wished to congratulate the Council for airly presenting both sides of the question, parking lot and park. He added that Mayor ucksinger was absolutely right when he stated that the merchants must take the first teps for off - street parking and when a tentative plan is developed then to come to the ity government for aid. yor Lucksinger asked if anyone else had anything else to add and then thanking all the ople present for taking part in the discussion and that all their comments were interestin p r+
