City Clerk was authorized to advertise for bids for improving the Gudel property adjoi the sewer farm for the City of San Luis Obispo. Bids to be opened 3 p.m., January 16, 1956; motion of Kenneth W. Jones, seconded by Nels Beck. The report of Mr. Miller on the matter of selecting a new Chief for the Police Department wqs read and the request of Mr. Miller for additional time to complete his investigations on the candidates. The request was granted on motion of Nels Beck, seconded by 14arren G. Edwards. On motion of Kenneth W. Jones, seconded by Lowell E. Christie, the meeting was adjourned. Approved this day of 11956. Minutes of the Planning Commission meeting of November -17 and 30, 1955, were•crdered received and filed on motion of Kenneth W. Jones, seconded by Warren G. Edwards. Comm. from the Retailers Division of the San Luis Obispo Chamber of Commerce thanking the City Council and the various City departments for their cooperation with the Chamber during their Christmas program was ordered received and filed on motion of Warren G. Edwards, seconded by Kenneth W. Jones. Comm. from Mfrs. Mfattie Holloway regarding spite burning of waste in an incinerator by her neighbor was ordered received and filed on motion of Nels Beck, seconded by Kenneth W. Jonef The City Clerk was instructed to write Mfrs. Holloway a letter explaining the City's positic in this type of a problem. Communication from Richard D. Miller, Administrative Officer, to G. E. Peterson, of the R� Radio Communications Service, was ordered received and filed on motion of Kenneth W. Jones, !`R seconded by Nels Beck, and that the offer of I.Ir. Peterson, as outlined in Mr. Miller's letter, be accepted by the City. Mr. Miller, City Administrative Officer, reported tl)at. -after consulting with Mr. Thompson, Water Superintendent; Mr. Hamlin, City Engineer; and Mr. Houser, City Attorney, that the contract for•chlorine requirements for 1959 be awarded to the Tops Chemical Company. Said contract as amended on motion of Kenneth W.-Jones, seconded by Lowell E. Christie, contract was awarded to Tops Chemical Company. Old Business Following is the report of the Traffic Committee: 56 -1 -1C The Committee has studied the parking problem in front of the County Museum and feels that the 10 minute green zone is not serving the proper purpose. It is felt that a one hour time limit zone would be more effective in serving those who wished to visit the museum. It is therefore suggested that the Attorney be asked to draw up a resolution establishing a one hour time limit zone for the first three spaces on the north side of Monterey extending in a westerly direction from the corner of Broad and Monterey. On motion of Kenneth W. Jones, seconded by Lowell E. Christie, that the recommendation of the Traffic Committee be adopted. 56 -1 -2C On the other part of the problem involving the marking of car spaces to make the available space as useful as possible, the committee recommends that this be done at the following locations: hill between Morro and Osos, Osos between !Mill and Palm, Palm between .cC horro and Broad, Broad between Palm and Monterey, Monterey between Broad and Nipomo, Osos between Marsh and Pismo, Pacific between Osos and Broad, "orro between Buchon Marsh, Chorro between Pismo and Marsh, Garden between Buchon and Marsh, Pismo between Gard and Broad, and Higuera between Carmel andNipomo on the north side only. On motion of Kenneth W. Jones, seconded by Warren G. Edwards that thee-recommendation of the Traffic Committee be adopted. ,X Pr ,uo nd 56 -1 -3T The Traffic Committee has studied the parking pattern in the general area of the new Bank of America building and feels that meters should be placed in the block of Osos which lies between Miarsh and Higuera. It is felt that the east side should have two hour meters and the west side one hour meters. If the Council concurs in this thinking and authorizes the installation, this could be done without ordering additional meter heads. On motion of Kenneth W. Jones, seconded by Nels Beck that the recommendation of the Traffic Committee be adopted. 56 -1 -4C The Committee has given quite a lot of thought to the question of making Broad a one way street between Marsh and Higuera. One immediate problem which comes to mind is that the turning of west bound cars on Higuera onto Garden would create a great deal of congestion. The Committee would li}e to have more time to study this problem. However, in the meantime, it is requested that I�ir. Hamlin be authorized to contact the State and request that the signal timing be changed at Broad and Marsh so as to allow more time for Broad St. traffic to clear the signal. On motion of Kenneth ;�1. Jones, seconded by Lowell E. Christie, that the recommendation of the Traffic Committee be adopted. Mr. Miller was requested by the Council to',-look into the matter of the City hiring an outside consultant to make a study of oneway streets in the City of Can Luis Obispo. 55 -1 -5T The Committee has been studying the downtown parking problem on rainy days for sometime. It has been the practice not to enforce the metered zones on motorcycle be- cause of the hazard to the police officer and the fact that the parking tags become un- readable because of the rain. The merchants and employees are aware of this fact, and it is difficult to find any kind of parking place on a rainy day. The committee would suggest that a new procedure be instituted whereby the meters would be enforced on foot and special glassine envelopes be used to keep the tickets dry. However, as a sporting gesture, it is suggested that the press be asked to publicize this intention before the new procedure is actually placed into effect. )uJ The recommendation of the Traffic Committee was adopted on motion of Kenneth W. On motion of Kenneth W. Jones, seconded by Lot•rell E. Christie, the recommendation of IUir. Miller was adopted and the changes in personnel were accepted. Petition from the residents of Foothill Gardens Tract for installation of street lights on shaved wooden poles at no expense.to property owners was ordered received and filed, and the City Engineer was instructed to write to Pacific Gas and Electric requesting that this installation be made. The sixth month revenue report by the Administrative Officer was ordered received and filed on motion of Kenneth W. Jones, seconded by Warren G. Edwards. . Report of Richard D. Miller on transfers of funds between the General Fund and the Park and Library Funds to repaying the loan from the General Fund was ordered received and filed on motion of �niarren G. Edwards, seconded -by Kenneth W. Jones. City Attorney, William M. Houser, Jr., reported to the Council regarding his investigati of a large number of unpaid parking meter tickets for.which no warrants have been sent out by the Justice Court. Mr. Houser stated that he had contacted the Judge of the Justice Court, Paul Jackson, and stated that they had worked out a procedure to have these parking meter tickets paid. On motion of Kenneth W.
