Mr. Me�rlyne Carpenter appeared before the Council, as a representative of the Chamber of
owe, and wished to thank the Council for their forward looking approach in the city
' and their encouraging new business and industries to start in the city.
Mr. Harold Kjjaerbye appeared before the Council on behalf of a group of merchants in the
downtown area who are interested in acquiring additional off - street parking for this area.
But in order to show theCouncil that these merchants are interested, more than just words,
they have gotten together and raised Sixteen Thousand Dollars 616,000.00) as a start to-
wards the eventual acquisition of a parking area within the block bounded by Marsh Street
and Pacific Street, and Morro Street and Chorro Street. The $16,000.00 is being given
to the city without interest and will.be repaid over the years from parking meter money
from this lot. Mr. Kjaerbye presented maps showing this area and. the proposal relative to
the location of the lot, access from.Marsh Street, etc. On motion of Warren G. Edwards,
seconded by Nels Beck, the City Attorney was instructed to pegin his study on the proper
steps necessary to take advantage of this offer of the downtown merchants in the acquisition
of a parking lot of this area.

At this time, a representative of Fol Com an and Outdoor Advertisin , from E1 Monte,
California, who is handling the street decorations or the centennia celebration proposed
to the Council a decorating scheme for the City Hall exterior for the occasion of the °
centennial for Seventy -five dollars ($75.00). On the recommendation of Mr. Richard D.
Miller, City Administrative Officer,.-that the offer of Foley Company be accepted, it was
moved on motion of Kenneth W. Jones, seconded by Lowell E. Christie, that the City Hall
be decorated,,as proposed by Foley Company.

2. Comm. from Frederick M. Essig, President, Board of Trustees Methodist Church of San
Luis Obisoo, regarding construction on the new church property between Frederick Street
and the California State Freeway, was referred to the City Engineer for study and re-
commendation to the Council, on motion of Lowell E. Christie, seconded by Kenneth W. Jones.

in the City of San Luis Obispo, was referred to the City , Attorney for his files on the I�
Johnson Avenue Underpass.
At this time, Mr. Houser, City Attorney, reported to the Council the latest action of
the Southern Pacific Company to the Public Utilities Commission regarding investigation
of all crossings within the City of San Luis Obispo. Mr. William M. Houser further re-
ported on the present status of the Johnson Avenue Underpass case which is still pending
before the Public Utilities Commission on which.hearings will be held in June, 1956.
Financial report from the San Luis Obispo .City Schools on the Nuss Memorial Swimming
Pool, April 15, 1956, was ordered received and filed.

Comm. from San Luis Obispo City Planning Commission, recommending to the City Council
that Resolution 14 -56 recommending favorable action on a proposed amendment to Section %001.
of the Municipal Code, to allow rezoning from R -1 to C -3 of an approximately eight acre
parcel on Walter Street from Laurel Lane to the Sinsheimer School property, be adopted.
The Planning( ;Com -aission held two public. hearings on the proposed amendment on May 1st
and May 7th; 1956. There were many protests from residents in the general area, but none
from the eight acre parcel itself and none from residents within a three hundred feet radius
of the parcel. The tone of the protests did not indicate a complete disfavor with the re-
zoning as such, but rather the method of rezoning was criticized. Eight of the Nine persons
who spoke in the protesting objected to the short schedule of the publichearings. There-
fore, in accordance with Section 9200.19 of the Municipal Code:, the planning commission
herewith submits the Resolution recommending the proposed amendment for the Council's con-
sideration.
At this time, Mr. Ken Schwartz, of the Goldtree Homes Citizens Protective Association,
appeared before the Council protesting the speed in which the planning commission has ran
the rezoning of the area adjacent to Laurel Lane from R -1 to C -3. He further stated,
that in his opinion, as an Architect, that this was definitely poor planning, that his
group, which he represents,. violently opposes piecemeal zoning in order to accomodate
certain so called desirable industry. He further requested that the City Council attempt
to have a representative of Hahn -Wise and Associates, planning consultants for the city ,
planning commission, present at the public hearing of the City Council on May 21, 1956.
Mayor Lucksinger stated that the Council would have a representative of Hahn -Prise and
Associates present at the meeting of May 21, if it was possible to have someone there.
Mr. Joe Arsenio, realtor, stated that he believed that the City Council and the Planning
Commission should take no action on rezoning in this piecemeal fashion until the citizen's
committee, making an industrial survey, have an opportunity to make their report.
Mr. Richard D. Miller and Mr. Donald.Johnson presented a map for the Council and the citizens
present, showing the t entat ve plans of the industrial committee for the area in question.
Mr. McNamara, realtor, asked if any attempt had been made to get the members of the Gold-
tree Homeowners Frot ective Association to show them the overall problem of business and
industry in the city.
Mr.-Hendericks, of the Goldtree Homeowners Association, protested the action of the planning
commission, stating that their actions were undemocratic in its machine like operation and
of its calloused treatment, which is unfair to organized groups such as the Goldtree Home-
owners Protective Association.

Amending Section 9200.'5 of the San Luis Obispo Municipal Code to Re -Lone Certain Real
Property. in the City of San Luis Obispo was introduced and passed to. print and a public

The following report is made on matters referred to the Traffic Committee:
56 -4 -2C In regard to the recommendation of the Planning Commission for a fence, hedge,
and screen planting restriction to provide better site distance at city intersections,
the committee would be very much in. favor of this recommendation from a traffic - safety
standpoint. There is one point we are not clear on however. The proposed amendment does
not cover the matter of retroactive enforcement, and we are not sure of the possibilities
from a legal standpoint and suggest that this be taken.up with the city attorney. The
recommendation of the Traffic Committee was ordered held over.
56 -5 -1T The City has been contacted with an informal telephone request that a crossing
guard be assigned to the Johnson Avenue Underpass. The Committee has studied this very
carefully and feels that one crossing guard would be of little.or no benefit at this locatip
and would only take care of a portion of each day. Vacation periods would also be unpro-
tected. The Committee recommends, however, that stop signs be established at either side
of the underpass per attached photographic sketch and that, in addition, stop for pedestria
signs be installed along with cross-hatch street paint markings, also as illustrated on the
photograph. We feel that these two steps will do much to protect pedestrians and pinpoint
responsibility in case of such a mishap although traffic flow will be slowed down until the
underpass is finally widened and improved.

56 -5 -2T The police department has made a study of the situation for a petition received
with numberous signatures on the same subject for installation of a pedestrian crosswalk
in the immediate location of the stop sigh on Hathway just to the north of California
Boulevard. The Traffic Committee has studied this and feels that it is necessary. The
recommendation of the Traffic Committee was adopted on motion of Nels Beck, seconded by
Warren G. Edwards.
56 -5 -3T It is suggested that the 25 mile sign near the west city limits on Foothill be
moved further west so as to have the maximum effect on motorists coming into the city.
On motion of Kenneth W. Jones, seconded by Lowell E. Christie, the recommendation of the
Traffic Committee was authorized.
Report of Mr. Miller on the matter of the City requiring liability insurance for pest
control op�_rtprs doing business within the City of San Luis Obispo, was adopted, and the
City Clerki.•was instructed to notify Mr. Hickenbottom of the Council's action.
Communication from W. D. Holdredge for professional services in designing, preparing of -
