The minutes of the meeting of May .7, 1956, was approved as presented. claims against the City for the month of May, 1956, were ordered paid, subject to the ap- proval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by Lowell E. Christie. 1. Introduction of Resolution No. .78 (1956... Series) A Resolution of the City Council of the City of San Luis Obispo Adopting Budget and Approving Memorandum of Agreement for Expendi- ture of Gas Tax Allocation for Major City Streets, was passed and adopted on motion of Warren G. Edwards, seconded by Nels Beck, by the following roll call vote: AYES: Nels Beck, Lowell E. Christie,..Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksi NOES: None ABSENT: None COMMUNICATIONS. -2 1. Comm. from California State.Chamber of.Commerce relative to a statewide conference on the Problems of Parking to be held June 4, in the Statler. Proposal of the California State Personnel Board, Cooperative Personnel Services, for the fiscal year 1957, - On motion of Warren G. Edwards, seconded by Lowell E. Christie, the Mayor was authorized to sign the agreement with California State Personnel Board. Introduction of Resolution. N_...77 (1956_Series) A Resolution Authorizing the Mayor to Sign Agreement with California State Personnel Board, Cooperative Personnel Services, to Provide Certain Examination Services to'the City of.San Luis Obispo was passed and adopted.on motic of Warren G. Comm. from the Southern Pacific Company relative to the City paying the taxes on the perty leased by the City of San Luis Obispo at the end of Pismo Street was ordered held over and referred to the City Administrative Officer for study and recommendation to the Council. 5. Comm. from the General Services Administration notifying the City that the Government elects-to extend the period of occupancy from July 1, 1956,'to June 30, 1957, on the Santa Rosa recreation building was ordered redeived..and filed.. 6. First report of the Citizens Industrial Survey Committee to the City Council was re- /� Z ferred to the plahning commission for their study and recommendation on motion of Kenneth W. Jones, seconded-by Warren G. Edwards. 7: Copy of communication.from the City Council to the members of the Planning Commission `;'a7 and the Park.and Recreation Commission relative of possible.location of branch fire station and recreational area in the Johnson District was ordered received and filed. Mr. William Holdredge, an .Architect for the enlargement of the City fire station, appeared before t eCoun ci 1.reporting progress of plans and specifications, for said addition. He asked for permission of the Council to advertise for bids, said bids to be opened. June 4, ;zo 1956. Mr. Holdredge further explained to the Council the type.of construction he is plann on using and the methods of reinforcing the original building while this addition is being built. Comm. from Mr. Julian A. McPhee, President of California State Polytechnic College, ex- pressing the position of the administration of the California State Polytechnic College in regard to.the efforts of.the City Council to.bring to theCity of.San.Luis Obispo certain light industry. He further stated, the Council was to be commended for their actions to encourage the establishment within the city of light industrial manufacturing companies, which he believes will help the college in providing employment for the wifes of students and also part -time employment for the students themselves. Mr. McPhee stated that it was the hope of college administration that the city would increase its efforts to bring job opportunities for the students to this city. At this time, Mayor Lucksinger declared the meeting opened to a public hearing, as ad- vertised, to amend the municipal code to rezone certain real property from Rl to C 3 in the area .adjacent to Laurel Lane and along Walter Street. Mr. Jack..Goodina.,.President of the San Luis Obispo Chamber of Commerce, appeared before. the Council complementing them on their efforts to bring industry to the City of San Luis Obispo, as,new businesses is the life blood of the economy of a city such as ours: He stated that the ,Chamber of Commerce wished to'thank each member of the Council for their co cern and efforts of bringing new businesses here and further encouraged the Council to continue their efforts on behalf of the city to bring in new business. Phil Porter, Engineer_,..appeared.. before .._the- .Council- _hear..tily endorsing the rezoning Fi�L and t e._ encouragement ....of_.indus.try -, by the Council, to. settle here. Mr. Charles Belcher, resident of the .area, asked that careful consideration be given to overall rezoning and that it not be done piece by piece. Mr. William..McKesn;_ property owner,. asked the Council if part of this development included F)vZL, plans to open is ards and Walters Streets through the school property to Helena and Agusta Streets. He also asked to be allowed to meet with tjse industrial committee in order to study their recommendations regarding the development of his property. Mr. Ken .Schwartz.. President of the Goldtree Homeowners Protective Association, appgeared ��zl before the Council reviewing the unanimous .opposition to the proposed rezoning. He then asked permission of the Council to ask Mr. Barber, of Hahn -Wise and Assoc., five questions from a prepared list, relative to this rezoning and overall zoning in this area. 1. Mr. Barber's opinion of the proposed rezoning 2. Mr. Barber's opinion of the citizens industrial committee's report 3. Mr. Barbers opinion of the proposed park adjacent.to Sinsheimer school. 4.. He asked that Mr. Barber explain for the people present the term buffer zone. 5. He asked Mr. Barber.if.he could, or would, recommend that the zoning Ordinance for the City of San. Luis. Obispo be amended so that a sit back for landscaping would be requi.red_in the C3 zoning. Mr. Schwartz also asked, if in the studies made.by the industrial committee andthe planning commission, if the property of the Sinsheimer school -area would be considered in the over- all zoning on the land use plan. Mr. Schwartz was assured that the entire area would be considered along with the Citizens Industrial Committee. There being no further comments, the Mayor declared the public hearing closed. On motion of Kenneth W. Jones,.seconded by Lowell E. Christie, the Ordinance No.. 27...(1956 Series An Ordinance Amending Section 9200.5 of the San Lujs Obispo Municipal Code to e- one Certain Real Property in the City of San Luis Obispo, was finally passed by the following roll call vote: AYES:: Nels.Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred -H. Lucksin NOES: None ABSENT: None At this time, theMayor declared a public hearing, as advertised, and the final passage of an Ordinance providing for the exchange of certain interests in real property with the county of San Luis Obispo. There being no comments, the Mayor declared the public hearing closed and the Ordinance. No. 26.(1956 Series). An.Ordinance Providing for the Exchange of Certain Interests -in Real Property with the County of.San Luis Obispo, was finally passed on motion of Kenneth ".
