Claims against the city -for the month of August, 1956, were ordered paid-, subject to the
approval of the Administrative Officer, on motion of Lowell E. Christie, seconded by Nels
Beck.
Introduction of Resolution No. 110 (1956 Series) A Resolution of the Council of the City
of San Luis Obispo Acknowledging the Receipt of a Copy of Notice of Intention to Circulate
Petition for Annexation of Territory Designated as "Yoakum - Orcutt Annex"'and an Affidavit
�. of Publication thereof and Approving the Circulation of the Petition, was passed and adopte
on motion of Warren G. Edwards, seconded by Nels Beck, by.the following roll call vote:

Councilman Jones arrived at 7 :40 P.M.
Mr. Richard D. Miller, Administrative Officer, requested Council authority to advertise
for bids for improvement of Parking Lot #3. On motion of Warren G. Edwards, seconded by
Lowell E. Christie, the request of Mr. Miller was granted.
The proposal of N. Neil.,9arren, Civil Engineer, to furnish engineering services to the
F-_i� City of San Luis Obispo',-for the preparation of plans and specifications for the Parking
Lot No. 3, City Plan No. 19 -56 was accepted on motion of Lowell E. Christie, seconded by
Kenneth W. Jones.
Proposal of Geo. E. Pearson, Civil.Engineer, to furnish engineering services to the City
of San Luis Obispo covering the-preparation of plans and specifications for the constructi
F_ ti of the Sanitary Sewer Relief Line along Chorro, Peach, Broad-and Mill Streets between
Lincoln and Nipomo Streets and along Higuera Street between Marsh and Soit h Streets was
accepted on motion of Kenneth W..Jones, . seconded by Lowell E. Christie .
COMMUNICATIONS
1. Comm. from the Industrial Survey Committee recommending to the Council that the only
solution of the problem of accommodating further industry is annexation of contiguous lands I
was ordered received and filed on motion of Kenneth W. Jones, seconded.by Warren G. Edwards.
2. Comm. from the Planning Commission recommendin g to the Council the abandonment of Emily
G� Street, from Osos St. to the Southern Pacific right -of -way.

Portion of Emily Street was passed and adopted on motion of Warren G. Edwards, seconded

On motion of Kenneth W. Jones, seconded by Warren G. Edwards, the above appointments

4. Comm. from Willard M. - Reed - requesting a refund on business - license. In accordance
_
with the-provisions-of the" Municipal Code no 'refunds can be made. The City Clerk was
instructed to write Mr. Reed regarding the 'provisions of the code, on motion of Warren
G. Edwards, seconded by Lowell E. Christie..
5. Comm. from the 86th Annual Congress of Correction, Los Angeles, regarding the pro-
clamation of Governor Knight designating the week August 26th through September 1, 1956,
as "Correction Week ", and urging the entire State of California to participate in the
recognition and observance of this week was ordered received and filed on motion of Nels
Beck, seconded by Kenneth W. Jones.
6. Comm. from Andre & Andre, representing the San Luis Garbage Co., stating that Mr.
Andre would like to.meet with the Council to discuss changes in the present garbage rate
was referred to the Council committee of Councilman Christie, Councilman Edwards, Ad-
ministrative Officer Miller to meet with representatives of San Luis Garbage Co. and
law firm of Andre and Andre. Mr. Miller was instructed to notify Mr. Andre to set -up
a meeting with the Council committee.
7. Comm. from the State of California, Department of Industrial Relations, Division of
Housing, approving the City of San Luis Obispo's Trailer Coaches and Parks Ordinance No.
25 (1956 Series) was ordered received and filed on motion of.Warren G. Edwards, seconded
by Kenneth W. Jones.
8. Comm. from the Samll Business Administration thanking the City Council and theCity
of San Luis Obispo for their cooperation in permitting them the use of certain space in
the City Hall building was ordered received and filed on motion of Nels Beck., seconded
by Lowell E. Christie.
Financial report of the San Luis Obispo City Schools for the Nuss Memorial Swimming. Pool ;
was ordered received and filed on motion of Warren G. Edwards, seconded by Nels Beck. "

On motion of Warren G. Edwards, seconded by Lowell E. Christie, the following contractors
registrations were granted, bonds approved, and sureties accepted:

Elmer A. Smith - General Contractor - Class "D ":
At this time, J. E. Gooding, president of the San Luis Obispo City Chamber of Commerce,*
presented to the Mayor for use in civic ceremonies a large "Key to the City ". Mayor
lucksinger thanked the Chamber for their consideration in presenting this useful item for
publicity purposes.

1. Comm. rom the Chamber of Commerce notifying the .City of the Chamber's actions pro -
testing the elimination, by the Southern Pacific Co., of the train known as the "Starlight"
and combining the "Starlight" with the "Lark ", also the Chamber of Commerce is requesting °y
the City to support the Chamber's position, was ordered held over.
2. Comm. from Mount Carmel Lutheran Church requesting abandonment of Park Avenue, between
Fredricks St. and Freeway was ordered held over..
3. Comm. from the Chamber of Commerce and Comm. from John C. Luthin, Water Utility Engineer
regarding the private fire protection rates in the City of San Luis Obispo was ordered
held over.
4. Comm. from the Calif. Assembly committee regarding Assembly bill 662, which is to
establish a pilot summer work program for young epople between the ages of 14 and 17 was
ordered received and filed on .motion of Warren G. Edwards, seconded by Nels Beck..
