Pledge Invocation by Rev. Hawkins of the Springfield Baptist Church. Roll Call Present: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger Absent: None Claims against the City for the month of ,September, 1956, were ordered paid, subject to the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by Warren G. Edwards. The minutes of the meeting of August 20, 1956, were approved as presented and the minutes of the meeting of August 27, 1956, were corrected as follows: all that part having to do with the acceptance of the proposal of Taper Tube Pole Company to furnish 27 double dual au to- matic parking meters at ninety -five dollars each should be corrected to read; ninety dollars is each. COMM4UNICATIONS 1. Comm. from the Kiwanis Club of San Luis Obispo requesting permission to hold a circus (The Rudy Brothers Circus) in the City of San Luis Obispo on September 21, 1956, in con- junction with Kiwanis International Observance of National Kids Day. The request was granted on motion of Nels Beck, seconded by Warren G. Edwards. 2. Comm. feom the San Luis Obispo County Historical Society requesting permission of the Council to erect a free standing sign on the corner of Broad and Monterey Streets on City �6s property, advertising the free museum. The request was referred to the planning commission on motion of Warren G. Edwards, seconded by Lowell E. Christie. -L"�0 3. Announcement of the regular quarterly meeting of the Channel Counties Division of the League of California Cities, September 27, 1956, at Lompoc was ordered held over. 4. Comm. from Robert Sears,-Town & Country Motel, requesting that some sort of landscaping be placed in the traffic island in front of his motel which he would be glad to maintain fc the City was referred to the Park and Recreation Commission. 5. Resignation of Dollie L. Law, Account Clerk, in the Water Department, effective August 01, 1956, was accepted with regret on motion of Warren G. Edwards, seconded by Kenneth W. Jones) 6. Erhart regarding a public hearing which will be held in 156 -9 -2T The Traffic Committee has started a study of the more hazardous intersections as Santa Barbara on September 14, 1956, to discuss State of California [crater Resources Board � far as visibility is concerned and would recommend that the city engineer be authorized to Bulletin No..3 "Report of the California Mater Plan ", urging that the City of San Luis Obispo be represented at this meeting. The City Council by common consent instructed E. Price Thompson, Water Superintendent to 4, attend this meeting as requested by Senator Erhart. ' The training report for the San Luis Obispo Fire Department for the month of August, 1956, filed on motion of Warren G. Edwards, seconded by Kenneth W. Jones. was ordered received and OLD BUSINESS 2. Obstructing-hedges and trees at the northeast corner of Murray and Mt. Pleasanton V Traffic Committee Report: obstructing the view of westbound motorists on Murray. 56 -9 -1T The traffic Committee has made a brief study of the Mt. Pleasanton - Foothill intersection and plans to make a more detailed study this winter. However, at this time, we would like to recommend a resolution authorizing installation of the following red zones: obstructing the view of eastbound motorists on Foothill and northbound motorists Two lengths of curb on the northeast side of Mt. Pleasanton just south of its intersection on Mt. Pleasanton. with Foothill Boulevard consisting of approximately 25 feet and 35 feet respectively, the 35 foot zone being the one closest to the Foothill intersection; and one length of 25 foot curb on the south side of Foothill in front of the liquor store and another 50 foot zone the property owners to abate the nuisances involved. starting on Foothill and extending around the corner on the Mt. Pleasanton. The City Engineer was instructed to go ahead with the provisions of Ordinance No. 28. Introduction of Resolution No. 124 (1956 Series) A Resolution Establishing No Parking Zones on Mt. Pleasanton and Foothill Boulevard was passed and adopted on motion of Warren G. Edwards, seconded by Kenneth W. Jones, by the following roll call vote: The preparation of an agreement between the City of San Luis Obispo and the San Luis AYES: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Lucksingir Obispo City Schools regarding the use of Hawthorne Elementary School playground as a joint X NOES: None ABSENT: None Mr. Carlos Moerman, City Neon, suggested to the Council that Ordinance No. 31 be held in 156 -9 -2T The Traffic Committee has started a study of the more hazardous intersections as far as visibility is concerned and would recommend that the city engineer be authorized to proceed on the following locations: 1. Obstructing hedges at the southwest corner of Andrews and Conejo obstructing the view of eastbound motorists on Andrews and northbound motorists on Conejo. 2. Obstructing-hedges and trees at the northeast corner of Murray and Mt. Pleasanton V obstructing the view of westbound motorists on Murray. 3. Obstructing board fence at the southwest corner of Foothill and Mt. Pleasanton obstructing the view of eastbound motorists on Foothill and northbound motorists on Mt. Pleasanton. Under Ordinance 28, which is now effective, the engineer would proceed to post and notify the property owners to abate the nuisances involved. The City Engineer was instructed to go ahead with the provisions of Ordinance No. 28. Traffic Committee report was ordered received and filed. The preparation of an agreement between the City of San Luis Obispo and the San Luis Obispo City Schools regarding the use of Hawthorne Elementary School playground as a joint use between the City Recreation Department and the City Schools was ordered held over. Richard D. Miller, City Administrative Officer, reported to the Council for their information that based on an examination held for vacancies for Police Sergeant that Officer Lincicum be promoted to Police Sergeant effective September 1, 1956, at $396 per month, and Officer Vaden be promoted to Police Sergeant, Effective October 1, 1956, at 5396 per month. At this time, the City Council took under consideration the final passage of Ordinance No. 31 (1956 Series) An Ordinance Prohibiting Advertising Displays on Vehicles. Mr. E. E. Graves appeared before the Council protesting the enactment of this ordinance as it 'is directed against only three motel operators who are forced to use this method of ad- vertising their motel accomodations due to the strict interpretation of the present zoning and sign ordinance by the City Planning Commission. Mr. Graves requested that the City d Council get together with the Planning Commission and come up with some relief as to signs advertising motels and other businesses which are off the main highways. Mr. Gus Howie appeared before the Council supporting Mr. Graves statement. Mr. Houser, City Attorney, explained for the benefit of the people present, the necessity of this type of ordinance as in addition to the two trucks advertising motels there are other persons who wish to use this type of advertising for their businesses which are off ;•. the main traveled throughfares. Mr. Carlos Moerman, City Neon, suggested to the Council that Ordinance No. 31 be held in
