Ordinance No. 32 (1956 Series) An Ordinance Levying a Tax for the Current Fiscal Year 1956-
57 Upon all Taxable Property within the City of San Luis Obispo, and Fixing the Rate of
such tax was finally passed on motion of Lowell E. Christie, seconded by (Marren G. Edwards,
by the following roll call vote:

At this time, the City Council held a public auction on lease of land owned by the City in
the Laguna Lake area for farming and grazing purposes. There being no bidders for one year
lease and no bidders for two year lease and only one bid for three year lease from Ernest
Dalidio, the bid of $1500.00 per year for three years with permission of the City of San
Luis Obispo to go on the property to plant trees and protect same and the rent to be adjuste
for any area taken by the City for uses other than farming and grazing by the leasee, the
bid of Mr. Ernest Dalidio was accepted on motion of Warren G. Edwards, seconded by Nels
Beck.
On motion of Warren G. Edwards, seconded by Nels Beck, the meeting was adjourned.

The minutes of the meeting of September 4, 1956, were approved as presented.
(The claims against the City for the month of September, 1956, were ordered paid, subject to
jthe approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by
Lowell E. Christie.
COMMUNICATIONS
1. Comm. from the Chamber of Co-.,lmerce no the City Council of the formation of the
Chamber Committee on.Traffic and Parking and requesting that a date and time be set by the
City Council for a study session with members of this committee in order to help the
City Council solve the downtown parking problems. The City Council set Monday night,
October 8, 1956, at 7:30 P.M. to meet with the Chamber of Commerce traffic and parking com-
mittee to hear the recommendations of the committee.
2. Comm. from Neil T. Maloney and Hazel F. Dailey, residents of Almond Street, requesting
abandonment by the City or sale by the City of that portion of Venable Street running from
Almond Street to the Creek; as this property will never be used for street purposes and
could. -be sold and used for residential home construction was referred to the planning com -.
mission for their recommendation.

3. Comm. from the Citizen's Committee for Yes.on Proposition #5, said proposition to amend 49
the present law so that liquor could be sold other than restaurants and cafes; hereby
limiting minors from frequenting establishments used only for the sale of liquor was
ordered received and filed on motion of Warren G. Edwards, seconded by Nels Beck.
Mr. Richard D. Miller, City Administrative Officer, was authorized to advertise for bids
for the purchase of three trucks; two for the public works department and one for the water
department. The bids are to be received October 15, 1956. Mr. Miller was authorized to
advertise for bids on motion of Kenneth W. Jones, seconded by Warren G. Edwards.
The following salary step increases were granted on motion of Kenneth W. Jones, seconded
by Nels Beck:
David Ulansky Field Auditor - Appraiser From Step 1 $317 to Step 2$336
Glen E. Lyons Fireman - From Step 2 $317 to Step 3 $336
On motion of Kenneth W. Jones, seconded by Lowell E. Christie, the following contractor
registration application was granted, bond approved, and surety accepted:

OLD BUSINESS
At this time, the City Council took under consideration the final passage of Ordinance No.
31 (1956 Series) An Ordinance Prohibiting Advertising Displays on Vehicles.
Mr. E. Graves appeared before the Council and again protested the adoption of Ordinance
No. 31, as he claims it will hurt him financially as he gets most of his business from
Highway No. 1. He believes that the truck parked on Foothill Blvd. and Santa Rosa with
the mct el sign is bringing him the business for his motel. He urged that the Council not
pass this ordinance until the planning commission has come up with a new sign ordinance
so that some relief can be given to these businesses such as his. Mr. Graves agreed that
advertising motels with signs attached to parked trucks is not the answer to the problem X
in addition to not looking nice parked on the streets of the City; but he says it is the
only thing that can be done under the present ordinance.
Mr. Carlos Moerman, City Neon, appeared before the Council suggesting that some relief
be given to these people in the revision of the present sign- ordinance or the adoption
of a new sign ordinance.

COMMUNICATIONS
1. Comm. from the Chamber of Commerce and report of John C. Luthin, Water Utility Engineer,
regarding the private fire protection rates, in San Luis Obispo, was ordered held over
for further study, at the request of the Council committee.
2. Request of the San Luis Obispo Garbage Company for an increase in the present garbage
rate structure was ordered held over for further study, at the request of the Council com-
mittee.
3. Comm. from the League of California Cities, Channel Counties Division, announcing the
quarterly meeting to be held in Lompoc, September 27, 1956. The City Clerk was instructed - -,�
to canvass the Council to make reservations for attendance at this meeting.

4. Comm. from Melvin G. Bakeman and Margaret M. Bakeman requesting abandonment of that
portion of Turner Street lying between Fredericks Street and the Freeway was referred to
the Planning Commission for their recommendation on motion of Lowell E. Christie, seconded
by Kenneth W. Jones.
Introduction of Resolution No. 127 (1956 Series) A Resolution Authorizing the City Clerk
to Accept and Record a Sewer Easement from Maino Incorporated was passed and adopted on
motion of Warren G. Edwards, seconded by Lowell E. Christie, by the following roll call Y

Introduction of Resolution No. 128 (1956 Series) A Resolution Authorizing the City Clerk
to Accept and Record a Sewer Easement from Dolly Lena Andre, Eva Andre, Peter Andre,
Herbert Andre, Joseph J. Andre, and George Andre, was passed and adopted on motion of
Kenneth W. Jones, seconded by Warren G. Edwards, by the following roll call vote:

Mr. Lester B. Graff, resident of 103 California Blvd., appeared before the City Council
requesting some help from the City so that he and his neighbors could receive additional
city water as the present water lines to this area are inadequate for the number of people
living there. This is the area west of the Southern Pacific Railroad tracts opposite the
Cal Poly stadium.
Mayor Lucksinger instructed Mr. Thompson, Water Superintendent, to contact Mr. Graff to
see what could be worked out as to enlargement of this system.
Mr. Tom Barrett, 113 California Blvd., appeared before the Council and requesting if it
were possible for the City to install a street light into this above area at the Californi
Blvd. and the Southern Pacific Railroad crossing, as this area is very dark and hazardous
due to the narrowness of the railroad grade crossing.
Mayor Lucksinger instructed Mr. Miller to contact Mr. Barrett to see as to what could be
worked out as to the street light in concern.
On motion of Warren G. Edwards. seconded by Kenneth W. Jones. the meeting was adiourned
