Otto Kliever, First Baptist Church of San Luis Obispo. Roll Call: Present: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger Absent: None The minutes of the meeting of September 17, 1956, and the adjourned meeting of September 24 1956, were approved as presented. The claims against the City for the month of October, 1956, were ordered paid, subject to the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by Lowell E. Christie. COMMUNICATIONS- 1. Comm. from Congressman Teague regarding the Whale Rock Project was ordered received and filed on motion of Warren G. Edwards, seconded by Nels Beck. Mr. Richard D. Miller, City Administrative Officer, was instructed to contact the Regional Director of the Bureau of Reclamation for further information. 2. Comm. from Shadowline Inc. regarding progress on industrial development was ordered received and filed on motion of Nels Beck, seconded by Kenneth W. Jones. 51 L �1� 3. Comm. from the California National Guard, Camp San Luis Obispo, for permission to hold a donkey baseball game on the 21st of October, 1956, at the Santa Rosa Park. The request was granted on motion of Kenneth W. Jones, seconded by Nels Beck, subject to the approval of William F. Flory, Superintendent of Parks and Recreation. 4. Notice from the Commission of Housing on a meeting to be held in Santa Maria, on October 17, 1956, on City and County housing rehabilitation, conservation, and urban re- ? newal programs was ordered received and filed. Mr. Nels Beck is to attend the conference representing the City Council. 5. Comm. from the National Safety Council regarding a program for the reduction of traffic accidents was referred to the police chief W. Schofield on motion of Warren G. Edwards, seconded by Nels Beck. Comm. was also ordered received and filed. 6. Notice of the Tenth Annual Convention of the Shoreline Planning Association of Cali- fornia to be held in San Mateo, November 15, 16, 17, 1956, was ordered received and filed on motion of Nels Beck, seconded by Lowell E. Christie. 7. Comm. from the San Luis Obispo Planning Commission recommending to the Council the abandonment of Venable Street from Almond to the Stenner Creek. Introduction of Resolution No. 132 (1956 Series) A Resolution of Intention to Abandon a Portion of Venable Street was passed and adopted on motion of Warren G. Edwards, seconded by Nels Beck, by the following roll call vote: AYES: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucks NOES: None ABSENT: None 8. Comm. from the San Luis Obispo City Planning Commission recommending the abandonment of Turner Street from Fredericks St to Highway 101. Introduction of Resolution No. 133 (1956 Series) A Resolution of Intention to Abandon a Portion of Turner Street was passed and adopted on motion of Warren G. Edwards, seconded by Nels Beck, by the following roll call vote: AYES: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksi NOES: None ABSENT: None Mr. Richard D. Miller, City Administrative Officer announced the appointment of Mrs. Phyllis R. Carabelas, as Typist - Clerk, Fire Department, at $215 per month; also Davis S. Roberts, Police Officer, Step 1 $300 per month, effective October 1, 1956. The City Planning Commission minutes of August 16, 1956, and September 13, 1956, were ordered received and filed. On motion of Kenneth W. Jones, seconded by Lowell E. Christie, the following contractors registration applications were granted, bonds approved, and sureties accepted: Addison Wood - General - Class "D" R. McGray - General - Class "D" On motion of Kenneth W. Jones, seconded by Warren G. Edwards, the following contract pay- ments were ordered paid, except that the W. M. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucks NOES: None ABSENT None Comm. from Julian A. McPhee, President, California State Polytechnic College, thanking Mayor Fred H. Lucksinger and Richard D. Miller for appearing on behalf of the City of San Luis Obispo at a staff conference at Cal Poly welcoming the new faculty and staff members. Comm. from David F. Romero, City Engineer, outlining the need for the City of San Luis Obispo to buy a striper for street-painting. Mr. Richard D. Miller, City Administrative Officer, concurs in the request and ask that the City Council allow the-purchase of .a MB linemaster.for $1920. plus tax. . On motion of Kenneth W. Jones, seconded by Lowell E. Christie., -..the request.was..granted. Mr. Richard D. Miller, City .Administrative.Officer,. requested.permission for Mr. E. Price Thompson, Water Superintendent, to attend the American Water Works Association meeting in San Diego, October 23d through the 26th, 1956. On motion of .Warren G. Edwards, seconded by Kenneth W. Jones.the request was granted. At this time,. the City Council held a public hearing on the final passage of Ordinance No. 33 (1956 Series) An Ordinance Amending Article V, Chapter2, Section 5200.6 of the San Luis Obispo Municipal Code Regarding Garbage Collection Rates. Mr. Kentel, from Sleep -Off- the - Highway Motel, protested any increase in garbage rates as —t they already.pay.$25.00 per month for garbage service... After some discussion Mr. Kentel was informed that under the proposed ordinance the collection for their court, 3 times per week, would be $28.28. -per month: There being no further discussion, Ordinance No. 33 (1956 Series) was finally passed on motion of Lowell E. Christie,'secon-ded by Warren G. Edwards, by the following roll call vote: AYES: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger NOES: None ABSENT: None Mr. Peter Andre appeared before.the council with a.suggestion that the City Council look into the matter of acquiring an old steam locomotive from_the..Southern Pacific Company for placement in one of our city parks as being done in other cities. The Southern Pacific Company is removing all steam locomotives from this division and there is one here that has been in this area since'1909 and Mr. Andre believes that.this could be ac- quired by the City. Mr. Andre pledged the support of the County Historical Society in order to make this possible. Mr. Ernie Graves concurred in the suggestion of Mr. Andre and stated he personally will start any and raising campaign necessary to acquire an engine for the City Parks with a $100.00 donation. 1 L 1 1 7
