Comm. from David F. Romero, City Engineer, recommending the acceptance of Richland Terrace
Subdivision, Tract 94. On Notion of Kenneth W. Jones, seconded by Lowell E. Christie, the
recommendation of the City Engineer was adopted.
The request of the San Luis Obispo City Schools for cancellation of taxes on a parcel of
property acquired for school purposes was ordered cancelled by the City Clerk.on the re-
com.mendation of the City Attorney on motion of Warren G. Edwards, seconded by Nels Beck.
The matter of the institution of proceedings under the 1911 improvement act for assessment
of sidewalk repairs was ordered held over.
Comm. from ?William E. Flory, Superintendent of Parks and Recreation, regarding the recomme
of the City Park and Recreation Commission that the City not acquire a surplus steam
locomotive from the railroad because of legal, economic, and esthetic considerations. On
motion of Lowell E. Christie, seconded by Warren G. Edwards, the recommendation of the Par
and Recreation commission was accepted.
Comm. from the United States Bureau of Reclamation regarding any benefits the City might
derive in connection with the small projects act in acquiring funds for construction of
proposed dam at Whale Rock. According to the Bureau of Reclamation, the project must be
primarily used for irrigation purposes in order to receive any funds from the federal Bove.

Comm. from the Park and Recreation commission requesting Council permission for authorization
to advertise for bids on the multi- purpose area and shuffleboard courts at Santa Rosa Park'.l
On motion of 11arren G. Edwards, seconded by Nels Beck, the request for authori -ation to
advertise was granted.
Comm. from Burke V. Waldron to David F. Romero, City Engineer, requesting that his 1956 ann
vacation be held over to June 1957, due to the great amount of time and the large work load
he has been carrying in the public works department, precluding his taking a vacation in th
calendar year 1956. hir. Romero recommends that the vacation be held over, as does Mr.
Richard D. Miller, City Administrative Officer. On motion of Kenneth W. Jones, seconded
by Lowell E. Christie, the request of Burke V. Waldron was approved.
Mr. Phil Porter, Surveyor, appeared before the Council on behalf of his client, J. Debacher
for a reversal of the decision of the planning commission's small subdivision committee. T
decision requires Mr. Debacher to provide a street, curb and -gutter for a subdivision of th
original lot owned by him. Mr. Porter claimed that his client should not be penalized in
placing a half street in front of his one lot, when all the other owners of property betwee
the subject lot and the end of the excepted ,portion of Serrano Drive were not required to
place curb and gutter or pavement on the half street of their property. The City Council
by common consent set a study session on this matter for 7:30 P.M., November 26, 1956.
The City Council adopted a policy regarding use permits for charitable organizations which
are selling Christmas trees for the use of such organization. The matter of fees was
referred to the City Clerk for action on a temporary basis.
Mr. E. Graves appeared before the Council stating that at the Council's suggestion he had
applied to the planning commission for a permit to erect a directional sign on R -4 property
on Santa Rosa Street for his motel on Toro Street. He stated that upon the recommendation
of the Citv Attorney he was not allowed to even apply for a permit as his problem was not
one for a sign permit but a matter of zoning.
At the Council's request, Mr. :Houser, City:.-Attorney, explained to Mr. Graves the legal
requirements for a zoning change.
Mr. Seth Kinney, City Building Inspector, reported to the Council that he and Mr.' Johnson,
P anning Technician, were still working on the new sign ordinance for the City of San Luis
Obispo.
Mr. McNamara, realtor, presented to the Council a completed map of the College Highlands
tract which will be presented to the Council for final approval at the next Council meeting
December 3, 1956. Mr. McNamara stated that the reason he was bringing the map to the Counci
at this time was so that they would be familiar with the subdivision prior to their taking
any action on December 3, 1956.
qr. Bob Baldridge asked the Council if any plans had been made for installing a water
fountain at the Mission Gardens at Monterey and Chorro Streets.
Don Johnson, Planning Technician, stated that such a fountain was planned for the Plaza.

Resolution No. 146 (1956 Series) A Resolution Providing for the Execution of an Agreement
between the City of San Luis Obispo and A. M. McCapes for Veterinarian Services, was

The following claims for damages against the City of San Luis Obispo were referred to the
City-Attorney, William Houser, Jr.:
1. Douglas 11. Rosenthal & William L. Gilfeather
2. Wilfred Mathison & John D. Carscaden
3. Mart L. Rosenthal & Margaret E. Rosenthal
The above three claims are for alleged damages that happened during a fire on Higuera and
Carmel Streets.
Mr. Richard D. Miller, City Administrative Officer, requested Council permission to order
two four thousand lumen lights to be hung on existing wooden poles on Parker Street.
Request was granted on motion of Nels Beck, seconded by Warren. G. Edwards.
COMMUNICATIONS
1. Comm; from the City Administrative Officer regarding the status of the city owned
property'bet?veen French Road and the Madonna Corp. yard lying east of 101 highway was
ordered received and filed. Mr. Richard D. Miller, City Administrative Officer, was
authorized to contact the State of California to see whether a portion of this city owned
property, which is now controlled with deed restrictions, could be sold by the city as
surplus.
2. Comm. from the State of California, Governor's Traffic Safety Committee, regarding
the appointment of a representative of the City of San Luis Obispo for the Inventory of
Traffic Safety activities was ordered received and filed. Richard D. Miller, City
Administrative Officer, is to be the recognized inventory representative for the City of
San Luis Obispo.
3. Comm. from Robert I. Vosburgh, Supervising Design Engineer, City of San Luis Obispo,
requesting that one week of his 1,056 vacation be held over to the spring of 1957. On
motion of Warren G. Edwards, seconded by Lowell E. Christie, the request of Robert I.
Vosburgh was granted.
4. Report of Pacific Gas & Electric regarding installation_ of street lights on Ramona
Drive between Via Esperanza and La Endtrada, McMillan Tracts No. 1 & 2, and Islay- Buchon
alley, was ordered received and filed.
5. Comm. from James P. Jones and Frances J. Jones for abandonment by the City Council of
Fig Street between Chorro and Morro Street was referred to the Planning Commission for
their recommendation on motion of Kenneth W. Jones, seconded by Lowell E. Christie.
At this time, the City Council held a public hearing regarding the recommendation of the
City Planning Commission for rezoning an area on Broad Street, between Islay and Leff
Street, from R -2 to C -1.
e City Clerk read a letter from Mr. & Mrs. John L. Thomas, 1726 Garden Street, protesting
e change in zoning of this area to commercial, as it was their opinion that this property
s been and will be continued to be used for residential purposes and that there are many
rkets and no need for an additional super- market in this area.
Mr. Charles Buck, Attorney, appeared before the Council protesting any change in zoning
in this area.
' Mrs. Fowler also protested any change in zoning, based on the fact that this area is
strictly for residential use and is being improved with multi - dwellings; also Broad Street
is very narrow and traffic is increasing all the time.
Mrs. Tomasini protested any change in zoning to commercial use, primarily as Broad Street
is extremely narrow and the tremendous traffic this street now carries would be further
complicated by a market.
r. Ted Maino appeared before the Council on behalf of his petition regarding a change of
zoning to commercial so that he could construct a super - market at this location.
bert Baldridge appeared before the Council supporting any type of commercial zoning

r. Bond, of Bond's Grocery, stated that it was immaterial to him if this proposed area is
hanged to C -1, but if the change is made he believes the adjoining block should also be
ncluded in order to connect with the C -1 area just easterly on Broad Street.
