Roll Call: Present: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger Absent: None Proposed annexation of Yoakum - Orcutt area. Mayor Lucksinger presented the following policy regarding the annexation of this area to the City as far as the City Council was concerned: "The City Council makes the following statement of policy in regard to the proposed annexation of property to the south of San Luis Obispo in order that there will be no misunderstanding now or after the election. First, we would like to state that we would welcome your area into the City and feel that there would be mutual benefit to all concerned, but at the same time, we know that annexation would cost a great deal of money for both you and the City. We desire to annex in your direction, but the decision is up to you. If you choose not to annex, the City will have to look elsewhere for areas of expansion. In our verbal and written contacts with you, we have indicated that street, sewer, and water improvements including fire hydrants would be financed by you on a special assessment basis. The City would maintain these facilities after they were installed. INew water and sewer connections could not be made immediately upon annexation because such. ifacilities would have to be installed by the assessment procedure, and any present systems would not handle additional connections. The provisions of these basic services to any area'is a difficult and costly process, but areas annexed to the City in recent years have been able to handle these and additional improvements with great benefit to the properties involved. We hope you will join our community and share in our progress. For you who do not wish to annex we urge you to consider carefully the only other alternative which would be individua development of your own sewer and water facilities which we feel would be financially impossible." IDr. H. 0. Swarthout, San Luis Obispo County Director of.Public Health, appeared before the ,City Council and outlined the sanitary situation in the Yoakum- Orcutt area with emphasis 1on proposed ground water contamination and danger in leaving effluent exposed in open ditches. Dr. Swarthout emphasized what the health department would have to do if the area was not annexed soon or other plans made to handle the sanitation problem in this area. Petition for the annexation of-the Yoakum - Orcutt area was ordered received and filed. The City Clerk reported that Mr. Phillip McMillan, resident of the Yoakum - Orcutt area, had presented 55 signed petitions prior to-8:00 PM, February 6th as required by law. Due to the closeness of the limits of valuation in the area, Mr. Houser, City Attorney, asked to have it held over for 10 days, so that the assessed valuations could be checked for sufficiency. James A. McGraw appeared before the City Council and wanted to know why so many people were against the annexation and why weren't the owners of property in the area required to clean up the sanitary problemythat now exists. G.W. Smalley asked the City Council what the Approximate costs of the proposed sewer and water deve lopment in this area would be and what period would be given to pay off the assessments. Mr. Romero, City Engineer, explained the proposed plan for sewer and water development and the estimated costs of construction for development of said improvements and also the length of time allowed for payment of said assessments. Mr. Baxendale' resident of the Yoakum - Orcutt area, asked that if annexation was possible, what would be the zoning as far as property owners were concerned who are in business in this area? Mr.-Houser, City Attorney, answered Mr. Baxendale regarding zoning policies and steps necessary to change the zoning of any given area. Mr. Phillip McMillan explained to the City Council the reasons that he personally worked against the annexation. He claims the assessments or improvements would be too high for him and his family to pay. He further stated that he was for progress and for betterment of the area for his neighbors, but not necessarily for himself. There being no further comments or questions regarding the annexation, Mr. Houser, City Attorney, again stated the provisions of the law, which allowed the protestants 10 addition days in which to sign additional..protests if they so desired. Introduction to Resolution No. 176-(1957 Series), A Resolution Directing the City Clerk to Record the Conveyance o-T the Recreation Building and Premises to the City of San Luis Obispo was passed and adopted on motion of Kenneth W.
