5. Report of the Traffic Committee regarding the installation of off -site directional
signs of a public or semi - public nature was ordered held over.
6. Comm. from Carlos Moerman regarding the property to be purchased from the City of San
Luis Obispo was ordered held over.
7. Comm. from the Southern Pacific Company regarding an advance on construction costs
for the Johnson Avenue Underpass was ordered held over to the first meeting of April, 1957.

Mr. David Romero, City Engineer, requested authority of the Council to advertise for bids
for construction of Johnson Avenue Underpass as soon as plans and specifications are
available. The request was approved on motion of Kenneth W. Jones, seconded by Warren G.
Edwards.
Mr. Romero further reported that the plans and specifications for Essex Street Bridge were
approved by the State and that he would call for bids as soon as plans and specifications
were available.
Mr. Miller, Administrative Officer, announced the following appointment:
Leona A. Murphy - Stenographer in Police Department - at 2nd Step of $240 per month
Mr. Miller, Administrative Officer, announced the following resignations:
Wayne McGinnis - from Police Dept. - Police Officer - effective April 1, 1957

Resolution No. 192 (1957 Series) A Resolution Increasing the 1956 -57 Budget was passed
and adopted on motion of Kenneth W. Jones, seconded by Nels Beck by the following
roll call vote:

Comm. from the County Board of Supervisors regarding the delay in payment on the County's
share of the Johnson Avenue Underpass construction was ordered received and filed.
Notice of Chamber of Commerce relative to an open forum to be held on Friday, March 29, 1957
at the Senior High School auditorium to discuss the proposed Whale Rock Project and bond „
issue, which is being presented to voters on April 9, 1957 was ordered received and filed.
Report by Mr. David Romero, City Engineer, on the cost of sewer treatment by San Luis Obis
was ordered held over.
Resolution No. 193 (1957 Series) A Resolution Establishing Kentucky Street as a Boulevard
and Stopping Traffic on Bond Street was passed and adopted on motion of Nels Beck,
seconded by Lowell E. Christie by the following roll call vote:

The minutes of the meeting of march 181 1957 were approved as presented.
The claims against the City for the month of April, 1957 were ordered paid, subject to
the approval of the Administrative Officer, on motion of Kenneth !,,d. Jones, seconded by
Nels Beck.
COM1VIUNICATIONS
L. Comm. from the State Compensation Insurance Fund enclosing a check in the amount of
$4,600.72 as dividend on the City's workmen's compensation premiums for the year ending
July 1, 1956 „ which represents 54.5% refund of premium,was ordered received and filed

2. Comm. from the Channel Counties Division of the League of California Cities announcing
`,he next meeting, which will be held at Port Hueneme on Wednesday, April 10, 1957. The
speakers will be Mr. Winston Updegraff and Mr. Murray Brown from the Southern California

Office of the League of California Cities, who will discuss the City Officials present
legislation being considered at the 1957 session. The City Clerk was instructed to
contact the City Council members and department heads relative to attendance at this
meeting and then notify Port Hueneme regarding reservations.
3. Comm. from the San Luis Obispo Chamber of Commerce requesting permission on behalf of
the Ancient Order of Druids for a parade to be held in San Luis Obispo in June as part of
their convention activities. This request was approved on motion of Kenneth W. Jones,
seconded by Lowell E. Christie and was referred to the City Police for coordination.
4. Comm..from the City Planning Commission recommending favorable action on the proposed
amendment to the Municipal Code, adding two new combining districts to the City zoning
ordinance was referred to the City Attorney for preparation of the necessary ordinance
and a public hearing to be set on May 6, 1957.
5. Comm. from the office of the State Controller giving the estimate of apportionments
to be made from the Motor Vehicle License Fee Fund during the 1957 -58 fiscal year was
ordered received and filed.
6, Comm. from City Clerk- Assessor giving a brief report on the meeting attended by him
on March 15 and 16, 1957, The American Institute of Real Estate Appraisers Conference,
was ordered received and filed on motion of Kenneth W. Jones, seconded by Lowell E. Christ
Invitation to the City Council to attend the one year anniversary of Civil Defense
Skywatchers group to be held at the Veteran's memorial Hall on April 10, 1957 was ordered
received and filed.
Notice of application to appropriate water from Pilitas Creek, a tributary of Salinas River
by A. E. Ferguson of Santa Margarita was referred to E. P. Thompson, Water Superintendent,
on motion of Warren G. Edwards, seconded by Nels Beck.
Verified claims of Jeff Haste and Yvonne M. Haste for alleged injuries and damages were
ordered received and filed.

OLD BUSINESS
11. Recommendation of the Traffic Committee regarding the installation of off -site directi
(signs of a public or semi- public nature was approved on motion of Warren G. Edwards, secon
by Nels Beck.
Mr. Edwards asked that the Traffic Committee investigate the possibility of placing off -sit
signs on 101 Freeway at Santa Rosa and Olive Streets and Osos and Freeway designating
the direction to the Old Mission.
The Traffic Committee also was requested to study the possibility of placing a Highway No.
sign at Santa Rosa and Marsh Sts.
The City Engineer was also instructed to investigate the matter of a red zone in front of
Golden State Creamery Plant on Higuera Street.
Comm. from Fred C. Kimball, Superintendent of the third district of County of San Luis
Obispo, congratulating the City Council on their foresight and effort in joining with two
state agencies to construct a viater supply on Old Creek in San Luis Obispo County. On
motion of Warren G. Edwards, seconded by Nels Beck, this was ordered received and filed.
k.eport from San Luis Obispo Fire Department on the training program for month of March,
"`- !1957 was ordered received and filed.
(Comm. from the Kiwanis Club requesting permission from the City Council to use the rifle
range in the City Hall basement for a Jr. Rifle Club sponsored by the Kiwanis Club. The
,,.ICity Clerk was instructed to notify the Kiwanis Club regarding insurance provisions, etc.

Mr. Stanley Nelson appeared before the City Council asking if the City Council had
!considered any readjustments on the Johnson Avenue Sewer Assessment District regarding
property owned by his family on South Street, which is included in the over -all district,
