Pledge Roll Call: Present: Nels Beck, Kenneth W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger Absent: None The minutes of the meeting.of.June 3, 1957 were.approved.as.presented.. The claims against the City for the month of June, 1957 were ordered paid, subject to the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by Richa rd.G. Sleight. Resolution No. 242 (1957 - Series) A Resolution Establishing a Library Trust Fund was passes and adopted on motion of Kenneth W. Mr. Miller, Administrative Officer, was instructed by the Council to see that the City was represented at the meeting in Sacramento.. 5. Comm. from the City of .Monterey Park asking support of the City of San Luis Obispo on Bill No. A.B. 3996, which has to.do.with.ci.ty approval before counties can operate dumps ^ -+ JJ within the city limits, -.was ordered received and.filed._... 6. Comm. from the National Automobile Club regarding Inter -City Accident Prevention Contest to be held from Memorial Day through Labor Day was ordered received and filed. 7. For Council information, Comm. to:.A. M. Comm. from Hahn, Wise and Associates.regarding their experience on the establishment of one- way.streets in other cities in California and its effect on businesses bordering said streets was ordered received and filed on motion of Kenneth W. Jones, seconded by Richard G. Sleight.. -. 9. Comm. from D. Jackson.Faustman.- regarding his experiences to businesses abutting.one- way streets. Also Mr..Faustman enclosed.a pamphlet entitled,. "One- Way.Business Streets" published by the Chamber of Commerce of the United States, Washington, D. C. This was ordered received and filed.on motion of Kenneth.W..Jones, seconded by Richard G. Sleight. 10. Report by Richard D. Miller, Administrative Officer., relative to his investigation made in the City of Santa Barbara regarding the establishment of one -*ay streets in that city was ordered received and filed on motion of Kenneth W. Jones, seconded by Richard G. Sleight.: 11. Comm. from Division of Highways relative.-to the purchasing of the Corporation Yard on Emily Street by.the-City of San Luis Obispo.. The request for purchase was-approved on motion of Kenneth W. Jones, seconded by Nels Beck and the Administrative Officer was authorized to make payment. by July -1,.. 1957. _. At this time, the City. Council.. -held a.public..hearing on the 1957- 58.Budget'as advertised. Mr. H. Kjaerbye appeared before the Council on behalf of the Chamber of.eommerce urging the Council to adopt the recommendation of said Chamber relative to installation of increased lighting for downtown San Luis Obispo. Mr. Kjaerbye presented to the Council newly adjusted figures and estimates as received from the Chamber of Commerce regarding this .lighting. Mr. Robert Corcora4,representing the retail- businessmens committee of-the Chamber of Co reported on the activates of his committee and also urged the Council to include enough funds in the 1957 -58 Budget to allow increased.lighting for the..downtown. district. Mr. Robert Peters urged the.installation of increased lighting in order to stimulate business in the down town area... ... Mr. B. Hoffman, representing.Pacific.Gas.and Electric Co. explained to the Council the new proposal for the installation of.new.lighting equipment in the downtown area. He stated that.the. cost . would increase 84% but.that they could.received..double the amount of light by the new mercury vapor - installation. Mr. Hoffman was requested by the Council to get together with Mr. Miller,,.Administrative Officer, to work out the details of the new proposal for the downtown.district lighting. There being no further comments or questions regarding the Budget, the public hearing was closed. The minutes of the regular.meeting of the Chamber of Commerce.for..May.13, 1957; the Chamber of Commerce Financial Report for the month of May, 1957; and a calendar of events of San Luis Obispo for June., July and August, 1957 was ordered received and filed on motion of Kenneth W. Jones, seconded by Nels Beck. The activity report of the San Luis Obispo Fire Department for the month of May, 1957 was ordered received -and filed on motion.of Kenneth W. Jones, seconded by J. Barry Smith. The following contract payment was approved on motion of Kenneth W. Jones, seconded by Richard G. Sleight: Hermreck and Easter Essex Street Bridge ESTIMATE NO, 1 $ 9,201.15 Ordinance No. 41 (1957 Series) -An Ordinance Amending Portions of the San Luis Obispo Municipal Code was ordered held-over. Comm. from the City Planning Commission regarding appointment by the Council of a Citizens Committee to study the proposed new sign ordinance was ordered held over for study by the Council. Comm. from Larry Wise, Planning.Consultant., regarding amendment to the small subdivision provisions for more explicit control over small subdivision development was ordered held over for study and copies are to be forwarded to.each Councilman.. -.. Comm. from Larry Wise., Planning. Consultant, recommending amendment to the subdivision ordinance to create more explicit sidewalk, curb, gutter provisions was ordered held over for study and copies are to be forwarded to each Councilman. The setting up by the Council of a public hearing for amendment to the zoning ordinance to allow two new combining.-districts "S ".and "F" was ordered held over -.for study. At this time, Mr. Francis McNamara offered to the City of San-Luis Obispo for use in the park, a 6 foot piece of 24; inch pipe, which could be used by the Park Dept. for children to play on. Mr. Flory was requested to contact the recreation commission and see if they wish this piece of pipe. OLD 'BUSINESS 1. Comm. from Division of Highways, Department of Public Works, regarding two signs that have been erected by the City of San Luis Obispo on State Highway right -of -way at Santa Rosa and Foothill Blvd, was ordered received and filed. 2. Comm. from 0. R.-Johnson and Bertie.J,.Johnson offering.1$10 feet .of. land .to be used as street right -of -way and to be accepted by the City in their existing condition as a city street was ordered received and filed on motion of Kenneth W. On recommendation of the Traffic..Committee the proposal was granted Ffy., to paint out the red- -zone on...the.south side of Chorro Street. Also permission was granted to paint out the words, ".Sunday and - Holidays Accepted" on the no parking signs on the west side of.. Chorro .between.Palm._and...Peach_Sts.. 4. The recommendation of the. Traffic Committee on report No'. 57 -6 -11T regarding stop signs at Sydney and Augusta Sts. and report No. 57 -6 -13T regarding stop signs at Toro and Peach.Sts. were . ordered ...received...and...filed.. . 5. Report of Council Committee. consisting -of Councilman Kenneth W. Jones, and Councilman Dr. J. Barry Smith regarding council policy for sewer extensions and charges to newly annexed areas was - ordered held over for...further study... . 6. The request of Mr. Alexander.MacKay,.representing the residents in the 800 block on Foothill. Blvd., regarding the..noise.created by the. - College .Square Hawthorne Market was referred to the City Attorney for report to the Council. - Mr..Miller.,_:Administrative Officer,.reported._that the City Attorney, William Houser, had a meeting with the residents of Foothill Blvd. and the people -had decided to get a private attorney to handle their suit to abate this nuisance. Report of the Traffic. - Committee: 57- 6 -17C. On the - matter of an emergency.crossing.on Andrews Street at San Luis Creek, the committee has looked at this, but.feels that.even.a temporary crossing would cost several thousand dollars.to_make.the .roadway passable.and. free of defects. A permanent an adequate solution to the - problem would involve a substantial structure and a cost of more than.$40,000. For.these.reasons, it is felt -that no..work.should be done..at the present time, but in case.of.any kind of emergency, the public works...department.would stand ready to clear a passable crossing through.the running water whichuould be adequate in case of extreme emergency but which .would not be satisfactory for any prol6nged period of time because of the hazards involved. On- motion of Kenneth W. Jones, seconded by Richard G. Sleight the recommendation..of..the Traffic...Committee was accepted.. 57- 6 -18T. A hazardous condition has been called to the committee's attention along the east side of San Luis Drive just north of California. Spectators at the little league baseball games are parking in haphazard fashion which constitutes a hazard for.motorists entering the Miramonte and Escuela.Alta tracts. .The..committee..feels that this side of the street should be marked for parallel parking only and that a. section of 5 car lengths on the curve should.be marked for "no parking. between- signs ". If the Council is agreeabl to such a recommendation, it is-requested that the committee be authorized to send a representative to tomorrow night.'-s school board meeting to get permission from the board for such signs, at least until something is done about paving the shoulder of San Luis Drive. On motion of Kenneth W. Jones, seconded by Nels Beck, the recommendation of the. Traffic.-Committee was adopted.. X 57- 6 -19T. It is recommended that the Council..establish a red no parking zone for.80 feet extending westerly back from the Essex Street intersection on the southeast side of Pismo Street, at least until the Essex Street Bridge is completed.. The recommendation of the Traffic. Committee. was adopted by the.following..resolution:. RESOLUTION No. 247 (1957 Series) A Resolution Establishing A No Parking Zone on Pismo .
