The claims against the City for the month of July, 1957 were ordered paid, subject to the
approval of the Administrative Officer., on motion of Kenneth W. Jones, seconded by Nels Beck.
Resolution No. 249 (1957 Series) A Resolution Transferring Funds was passed and adopted on
motion of Nels Beck, seconded by Kenneth W. Jones by the following roll call vote:

COMMUNICATIONS'
1. Petition from the owners of property in the vacinity.of Hill and Lincoln Sts.
T protesting the use of the southeast corner of Hill and Lincoln as.a dump for garbage, etc.
Mrs. Kirkpatrick of 551 Hill St. appeared before the Council and spoke on behalf of their
petition protesting the dump maintained by Hugh J. McLennan. The request was referred to
the City Engineer for proper action..and report to the. Council..
2. A copy of Comm. from Richard D. Miller, Administrative Officer, to U. S. Army Corps
of Engineers regarding 'operational costs and rate structure of the Salinas Dam was
ordered received and. filed..
3. Report to be forwarded to the League of California Cities regarding California Cities
Employee Safety Contest was approved by the-Council,.
4. Comm. from the•San Luis Obispo.Riding & Roping Club requesting Council permission to
construct a ticket booth on Higuera to sell tickets to the Second Annual San Luis Obispo
Rodeo was referred to the Traffic Committee for investigation.

At this time the City Council.:. held ..a..public.hearing.regarding the annexation -to the City
of San Luis Obispo..of the Bullock..Annexation...Mayor Lucksinger explained to the people
present-what steps had been taken .to annex this area. There being.no protest, the Council
introduced and. passed to print .the following ordinance:..... .
Ordinance No. 41 (1957 Series).. An Ordinance Approving.the.Annexation of Certain Uninhabited
Territory, Designated ^ oc Annex" to the City of San. Luis "bispo, was passed to print

At this time the City Council held a.public hearing regarding a report filed by the Street
Superintendent for sidewalk repair for property owned by Harry G. Kyle and Angelina Kyle
in accordance with the provisions of the State and Highway Code, State of California.
There.being no one- to.appear, the.._following resolution was introduced to the Council: jr

The minutes of.the Planning Commission of May.16,.1957 were ordered received and filed
on motion of-Kenneth W.-Jones, seconded by Nels Beck,
Comm. from the Planning Commission and Planning Commission Resolution No. 23-47,, re-
commending that the Council rezone a portion of Tract #96, College Highlands, from R -1 = ��
to R -3.
Mayor Lucksinger explained to the people present that the Council could take no action at
this time, but only could..pass. the ordinance..-announcing the public hearing at the next
Council meeting, but if anyone present wished to be heard relative to the rezoning, J.,
they were free to.- speak. up.-
Mr. Bouchard protested- to-the Council the rezoning of this area to R -3 primarily for the
reason of increased traffic from this tract through adjoining. areas,.particularly Cuesta
Drive. Mr. Romero, City Engineer,.reported.to the Council...that.he had contacted Mr.
Lejonhut.of_ the Division._.of..Highways.and that Mr...Lejonhut..informed him that the entrance V
from-this tract adjacent to the.State.Highway.Headquarters would always be available for
access and egress to Highway No. .1 and that this entrance would eliminate some of the
traffic from using the more congested Cuesta Drive.
Mr.-Francis McNamara urged.the.Council to pass this rezoning -and.to hold .. hearings as soon
as possible-as the financing was available to.start.construction on.these apartment
buildings and they would like to-start while the weather was favorable. There being no
further.-comments, the.- following ordinance was introduced.and..passed to print:
Ordinance No. 42.(1957 Series) .An.Ordinance Amending Section,9200.5 of the-San Luis
Obispo Municipal Code to Rezone Certain Real Property in the City of San Luis Obispo, was
introduced and passed to print on motion of Kenneth W. Jones, seconded by Nels Beck by
the following. -roll call vote:

Mr. Miller, Administrative Officer announced the appointment of Mrs. Shirley L. Griffin
as typist -clerk in the Library at J227 a month, effective.:July 1, 1957; and also the
appointment of Patricia J. Clark as City.. Librarian, effective August 1, 1957 with re-
commendation to start at the second step of salary range or $495. On motion of Nels Beck, y
seconded by Kenneth W. Jones, the second step salary range for-Patricia J: Clark was
approved.
Mr. Miller, Administrative Officer,.requested Council approval of new position in the
Engineering Department.to..work full time on plan line study,.with reimbursement from State
Chapter•1890 funds -.proposed salary.$284.per month.and proposed appointee James S. Mocalis,
full time temporary for the summer. On motion of Nels Beck, seconded by Kenneth W. Jones,
the request was approved and James S..Mocalis appointed new position.

Comm. from the County Road Commissioner-requesting an easement from the City of San Luis
Obispo for a small strip of land along French Road for widening purposes. The request was
granted and the following resolution passed and adopted:

County on French Road, was passed and adopted on motion of Nels Beck, seconded by Kenneth

1. Request of City Planning Commission regarding appointment by the Council of a Citizens
Committee to study the. - proposed new.sign.ordinance.was ordered.-held over..
2. Comm. from Larry Wise, Planning Consultant, recommending amendment.to.the subdivision
ordinance to.create more explicit sidewalk., curb,..gutter provisions was ordered held over.
Also amendment to the small subdivision ordinance provisions for more explicit control
over small subdivision- .development -was ordered held over.
y 3. Request of Planning Commission for Council to hold public hearing for the amendment
of zoning ordinance to allow two new combining districts "S" and "F" was ordered held
over.
Mr. Phil Porter appeared before the Council requesting final-approval-by the Council on
Tract No. 110 - ".Lincoln Terrace!!. Mr. Romero, City Engineer, presented.a.let.ter..to the
Council from the City Planning Commission regarding the conditions.made..by.said Commission
prior to acceptance of-this tract. Mr. .Romero reported that all the conditions required
by the Planning Commission had been met... Further he recommended that the final map .
be accepted subject to the execution and filing of the subdivision construction agreement
and acceptance of the final construction.plans..by. the City Engineer..
Mr. Porter presented to..the.Council a copy of the subdivision.guarantee on behalf of
Dennis B..Wheeler and Geraldine R. Wheeler on behalf of Tract No. 110 and also a performance
bond in the sum -of $3.5,000. -for off -site. improvements in Tract No. 110. 1
Resolution No. 258 (1957 Series A Resolution Accepting the Final Map of Tract No. 110,
"Lincoln Terrace ", was passed and adopted on motion of Kenneth W. Jones, seconded by

Comm. from John Ross., Grandview Motel.requesting that the Council place porcelain enamel
signs directing the traveling -public .to.motel.area on North Monterey Street.; two signs
