The claims against the City for the month of.July, 1957 were ordered paid, subject to the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by Richard G. Sleight, the agreement with Southern Pacific Company for use of property at the end of Pismo Street for storage of street materials was terminated. The City Attorney was instructed to notify'the Southern Pacific Company that the City decided to terminate the lease for railroad property at the end of Pismo as of September 1, 1957. Petition from the oamers of property in the vacinity of Hill.and Lincoln Sts. protesting the use of the southeast corner of Hill and Lincoln as a dump for garbage, = etc. Mr.. Romero, City Engineer, reported that his department had cleaned up the area with their equipment, posted the property, and that the City Police would keep it under surveillance so as not to allow any dumping other than clean fill material. 2. Comm. from the San Luis Obispo Riding & Roping Club requesting Council permission to construct a ticket booth on Higuera to sell tickets to the Second Annual San Luis Obispo j Rodeo was ordered received and filed. 3. Request of City Planning Commission regarding appointment by the Council of a ,• Citizens Committee to study the proposed new sign ordinance, was ordered held over to the Council study session. 4. Comm. from Larry Wise, Planning Consultant,_ recommending amendment to the subdivision ordinance to create more explicit sidewalk, curb, gutter provisions was ordered held over. The proposal of Harold N. Blake of Kirkbride, Wilson, Harzfeld & Wallace, to conduct the assessment proceedings for the Augusta Street,-Sierra Way, Almond St., and Marlene Dr. special assessment street improvement projects was accepted on motion of Kenneth W. Jones, seconded by Nels Beck. Ordinance No. 41 (1957 Series) An Ordinance Approving the Annexation of-Certain Un- inhabited Territory,.Designated "Bullock Annex" to the City of San Luis Obispo, was finally passed and adopted on motion of Kenneth W. Jones, seconded by Richard G. Sleight by the following roll call vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, Fred H. Lucksinger NOES: None ABSENT: J. Barry Smith Ordinance No. 4311957 Series) An Ordinance Authorizing the Sale of Property on San Miguel Avenue, was finally passed and adopted on motion of Kenneth W. Jones, seconded by Richard G. Sleight by the following roll call .vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, Fred H. Luck singer NOES: None ABSENT: J. Barry Smith At this time, the City Council held a public hearing on the final passage of "rdinance �. r No. 42 (1957 Series) An Ordinance Amending Section 9200.5 of the San Luis Obispo Municipal Code to re -zone Lots 1,.2, and 3 of block.7, Tract 96, from R -1 to R -3. Mr. Bouchard of Cuesta Drive protested the re- zoning of this area from R -1 to R -3 primarily on the basis of the increased traffic that will be carried on Cuesta Drive from this apartment area. He claimed that at least 150 dwelling units would be added to this area, which would add heavy traffic to Cuesta Drive as at this time this is the only access to this tract. Mr. Romero, City Engineer, reported to the Council that he had contacted the Division of Highways and they stated that the upper entrance adjoining the State Forestry would always be open for access from this area. There being no further protests, the ordinance was finally passed. Ordinance No. 42 (1957 Series) An Ordinance Amending Section 9200.5 of the San Luis Obispo Municipal Code to re -zone Lots 1, 2, and 3 of Block 7, Tract 96, from R -1 to R -3, was finally passed and adopted on motion of Kenneth W. Jones, seconded by Richard G. Sleight, by the following roll call vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, Fred H. Lucksinger NOES: None ABSENT: J. No. 264 (1957 Series) A Resolution Establishing Traffic Regulations on San Luis Drive, Monterey, l� , and Chorro Streets, was passed and adopted on motion of \I Kenneth W. On the request of the motel owners for directional signs at the corner of Santa Rosa and Monterey on Santa Rosa, the Committee recommends that the Council authorize such installations to read "Motels ". It is recommended that no specific number of motels be mentioned on the sign. On the recommendation of the Traffic Committee, this was approved on motion of Kenneth W. Jones, seconded by RichardG. Sleight. c) 57 -7 -3T. We have a request from Mr. Graves of the E. & E Motel on Toro Street for relocation of the existing motel directional sign near the southeast corner of Foothi and Santa Rosa to the southeast corner of Murray and Santa Rosa on Santa Rosa. If the Council has no objection, the Traffic Committee would like to recommend this change. On recommendation of the Traffic Committee this was approved on motion of Kenneth W. Jones, seconded by Nels Beck, d) 57 -7 -6T. The Engineering Department has for some time been studying westbound traffic flow on Monterey Street where it intersects with Santa Rosa. It is recommended that the Council authorize the Engineering Department to paint appropriate striping to indicate three-lanes, one for right hand turning movements, one for straight ahead movements, and the inside lane for left hand turning movements. This was referred back to the Traffic Committee for re- study. Comm. from the Division of Highways regarding improvements to be made at Santa Rosa and Foothill Blvd...was.ordered received and.filed. Resolution No. 265 (1957 Series) A Resolution to Accept and Record an Easement to Maintain and Operate a Public Sanitary Sewer Line from Rose P. and William H. Barry Smith The City Council announced that a public hearing will be held on Tuesday, September 3, 1957 at 8:00 P.M. regarding the proposal to establish one -way streets in the downtown area of San Luis Obispo. On motion of Kenneth W. Jones, seconded by Nels Beck, authorization was granted to advertise for bids for a sedan automobile, for the Administrative Officer, bids to be opened on July 22., 1957. Ordinance No. 44 (1957 Series) -An Ordinance Amending Section 5200.8 and Portions of Article III, Chapter 1, Part 2, of the San Luis Obispo Municipal Code was passed to print on motion of Kenneth W. Jones, seconded by Richard G. Sleight by the following roll call vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, Fred H. Lucksinger NOES: None ABSENT: J.
