Francis Read of St. Stephens Episcopal Church. Roll Call: Present: Nels Beck, Kenneth W. Jones, J. Barry Smith, Fred H. Lucksinger Absent: Richard. G. Sleight The minutes of the..meeting.of September 3, 1957 were-approved as presented. The claims against the City for the month of September, 1957 were ordered paid, subject to the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by Nels Beck. Ordinance No. 52 (1957 Series) An Ordinance Amending Portions of Chapter 2 of Article San Luis Obispo Municipal Code was finally passed and adopted on motion of Kenneth W. Jones.,.seconded by Nels Beck by the follo.wing.roll. call vote: AYES: Nets Beck, Kenneth W. Jones, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: Richard G. Sleight Report of the City Clerk on bids opened and received for electrical fixtures and in- stallation at the City .Library. Mr. Miller, Administrative Officer, recommended that the low bid of Valley Electric be accepted. On motion of Kenneth W. Jones, seconded by J. Barry Smith, the recommendation was accepted and the bid awarded to Valley Electric Company. Report of the City Clerk on bids opened and received for Santa Rosa Park Development, City Plan 12 -57. Mr. Miller, Administrative Officer, recommended that the low bid of R. McGray of $2580.50 be accepted. On motion of Kenneth W. Jones, seconded by J. Barry Smith, the recommendation was accepted and the bid was awarded to R. McGray. Resolution No. 285 (1957 Seraes) A Resolution Accepting..Agreement of Property Between the Roman Catholic Bishop oMonterey-Fresno and the City of San Luis Obispo, was passed and adopted on motion of..Kenneth W. Jones, seconded by Nels Beck, by the following-roll call vote: AYES: Nels Beck, Kenneth W. Jones, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: Richard G. Sleight COMMUNICATIONS ' 1. Comm. from the California Pharmaceutical Association requesting a proclamation for National Pharmacy Week, October 6 -12, 1957. The request was approved and the Mayor was authorized to prepare the proclamation. 2. Comm. from Pacific Fire Rating Bureau regarding meeting with the City Council to announce the results of new survey of San Luis Obispo fire rating, was ordered received and filed on motion of Nels Beck, seconded by J. Barry Smith. 3. Comm. from R. W. Densmore with additional suggestions regarding the one -way street problem for the City of San Luis Obispo was ordered.received.and filed. 4. Petition from residents. in Serrano Heights area for cost estimate for road improvement., in this area. This was referred to the City Engineer to prepare a.cost estimate and to contact the people involved regarding the estimated assessment for each property owner. The City Clerk was instructed to write the petitioners stating that the City Engineer had the matter under study and would contact them when he had arrived at his figures. 5. Comm. from John Badgley regarding the design of curb and gutter installation on Hathway between Carpenter and Kentucky Sts. was ordered held over for further Council study. Notice of hearing before the Public Utilities Commission, State of California, regarding Application No. 39309 for Pacific Telephone and Telegraph Company for rate increase was ordered received and filed. Announcement of a meeting of the Southern California Water Works Organization, to be held September 20, 1957 in Montebello, regarding establishment of rates, revenue requirements, etc. and is to be presented by .a panel of experts including John C. Luthin. Mr. Miller, Administrative Officer, requested permission of the Council -for.. J. H. .Fitzpatrick to attend this meeting and also Price Thompson, Water. Superintendent, if he can get away. Mayor Lucksinger also stated if any of the Council wanted to attend, it would satisfactory. Report of claim against the City, of Vivian Trapane for alleged damages in an accident on the.sidewalk was ordered received and filed. Report of the League of California Cities of legislation passed affecting cities in California in 1957, was ordered received and filed. The minutes of the regular board meeting of the Chamber of Commerce on August 12, 1957 and the Financial Report of the Chamber-of Commerce for month ending August 31, 1957 was ordered received and filed. Barry Smith, the following salary step increases were approved: Ronald.D. Miller, Police Officer - From Step 1 0317 to.Step 2. $336, effective October 1, 1957 Leona H.- Murphy,.Stenographer - From Step 2 $254 to Step 3 $268, effective October 1, 1957 Ray E. Vaden, Police Sargeant - From.Step 4 $419 to Step 5 $443, effective October 1, 1957 Mayme N. Vogt, Account Clerk - From Step 2. $268 to Step 3 $284, effective October 1, 1957 On motion of Kenneth W. Jones, seconded by J. Barry Smith, the following contract payment was approved -and ordered paid. Hermreck & Easter - Essex Street Bridge ESTIMATE NO. 4 $ 129081.69 At this time the - Council held a public.. hearing on the request of. Consolidated Cab Company for an adjustment on taxi rates in San Luis Obispo.. There were no. comments. from anyone and the Council appointed committee .. recommended that the increases and adjustments be granted as requested. On motion of Nels Beck, seconded by Kenneth W. Jones, the request was approved. Ordinance No. 55 (1957 Series) An Ordinance Regulating Solicitors, Peddlers, Hawkers, Itinerant Merchants or Transient Vendors in the City of San Luis Obispo, was introduced and passed to print on motion of Kenneth W. Sleight Resolution No.. 286 (1957 Series) A Resolution'Authorizing the City.Clerk to Record a Right-of-way Deed Between.the County of San Luis Obispo and the City of San Luis Obispo, was passed and adopted on motion of Kenneth W. Sleight Claim against the City of San Luis Obispo for alleged damages to a horse owned by Harry E. Serafin, was ordered received and filed after due notice to the insurance carrier. In accordance with the provisions of the Municipal Code of the City of San Luis Obispo regarding boarding house licenses, the first public reading of the following applications were made: Grace M. Flannery - 1511 Osos St. Mae F. Nielsen - 1303 Garden St. Miss M. Haugh of 1162 Walnut St. appeared before the Council requesting that a stop sign be placed on Hathway and .Walnut Sts. for safety as this is an approach .. to and from the freeway. Also she requested that the City remove the truck route from Walnut St. as the heavy trucks make a lot of noise and are distrubing to the area. This was referred to the trafficc committee for investigation and report to the Council. Final report of Stone. &_Yaungberg on the financial plan for Off- street Parking District in the City of -San Luis Obispo was ordered received and filed. Mr. Miller, Administrative Officer, was,authorized to contact the title company regarding description of the proposed parking lots and definiteness of the district boundaries. Comm. from the State Board of Equalization notifying the City of San Luis Obispo that the agreement between the state and the city for collection of sales and use taxes, under Uniform Bradley -Burns Law, will become effective October 1, 1957. The agreement was ordered received and filed. Comm..from Carlos Moerman. regarding the former Corporation.Yard . on Santa Barbara Avenue as to whether the City would be required to hold a public auction.at a reduced price or would the City be interested in selling the property on -a purchase agreement and under what conditions. After some discussion by the Council, Mr. Miller, Administrative Officer . was requested to look into the possibility of renting this property on a short lease agreement. The matter of the investigation by the Public Utilities Commission,. State of California, regarding-amendments to the Vehicle Code of the State of California relating to re- quirement that certain motor vehicles must stop at railway grade crossings, was ordered received and filed. In the matter of the business license for P. C. Pace, who protested the $25 fee for barber shops as he is only in business part time, it was the common consent of the Council that there was nothing to be done other than to collect the fee required if Mr. Pace was actually in business. Mr. Miller, Administrative-Officer, announced the resignation of Glenn Lyons, Fireman, effective September 20, 1957, and he announced the appointment of Wayne Phelan as Fireman, effective September 16, 1957 at the first step $317. it L D 1
