Lucksinger NOES: None ABSENT: None At this time, the City Council held a public hearing as advertised on the final passage of Ordinance No. 53 (1957 Series), An Ordinance Changing Names of Streets Within the City of San Luis Obispo. Mr. Robert Peterson questioned the reasonablemess of changing Rincon St. to So. Tassajara Drive instead of changing Tassajara Dr. to Rincon St. as most people can not spell Tassajara. Mr. Peterson was told that the name of the street on which the majority of the people lived was taken so as to cause less confusion to the majority of residents on a given street. There being no further comments from the audience or from the Council, the public hearing was closed on motion-of Dr. J. Barry Smith, seconded by Nels Beck, and Ordinance No..53 was finally passed. Ordinance No. 53 (1957 Series) An Ordinance Changing Names of Streets Within the City of San Luis Obispo was finally passed and adopted on motion of J. Barry Smith, seconded by Nels Beck by the following roll call vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: None The City Clerk was instructed to notify the various utility companies regarding the name changes so their billing offices could be informed.. . The minutes of the City Planning Commission meeting of August 15, 1957 were ordered received and filed. Safety Engineer's report by liability insurance company of various safety installations was ordered received and filed. Flannery - 1511 Osos St., Student housing OLD BUSINESS The report of the Council appointed committee - regarding the policy of street widening in connection with plan lines was ordered held over for further study. Following is the report of the Council appointed committee for the study of traffic congestion in the downtown area: At the request of the Council, Dr. Smith and Richard Sleight met with the Traffic F�y� Committee on the general subject -of traffic congestion in the downtown .area. Chief Schofield.was absent on vacation, but the joint committee discussed the problem in some detail and arrived at what we feel are sound recommendations for the Council's consideration. It is proposed that a yellow loading zone be created for the general use of all trucks and passenger vehicles under the terms of the Municipal Code (Section 3200.12) which provides ' for the loading or unloading of passengers between the hours of 9:00 A.M. and 6:00 P. M., Sundays and Holidays excepted, provided such loading or unloading shall not consume more than one minute and also provides for loading, unloading or delivery of materials by commercial vehicles providing that such loading, unloading or delivery of materials shall not consume more than 30 minutes. Since this is a rather drastic change, the committee feels that the Council should this into place zone effect on a six month trial basis. ' It is not the intent of the committee in making this recommendation to initiate a system of loading zones throughout the downtown business district, but we do feel that this one block is the most congested location and requires extreme action. The second recommendation is that one hour parking meters be extended across Marsh Street on both sides of Chorro between Marsh and Pacific Streets with the exception of two car spaces on the east side of Chorro at Marsh to allow right hand turning movements. It would be the city engineer's plan to channelize by striping and red zones at the curb to provide for such turning movements. The third recommendation would be to keep the no left turn signs in place at the inter- section of Chorro and Marsh from 9:00 A.M. to 6:00 P.M.,'Sundays and Holidays excepted. This would prohibit left hand turning movements of any kind. The fourth recommendation would be to eliminate two parking meter spaces on the west side of Chorro at Marsh, the curb paint red and channelize the traffic to provide for right %S r e I 1 f hand turning movements at this location. It is recommended that the existing twelve minute parking meter nearest Marsh Street be moved back to the third space from the corner. The fifth recommendation would be to eliminate the parking meter on the north side of Monterey at.Chorro in front of the Crocker -Anglo bank and replace this metered zone with red curbing. It is also recommended that while the hotel next door is not in use that this white loading zone also'be painted red and that the engineer be instructed to channelize by striping for right hand turning movements. This concludes the committee's recommendations, and it is hoped that the Council will pass favorably-ron these suggestions and that they will be of some use in reducing congestion in the downtown ?area. These recommendations were adopted by the Council on motion of Richard G. Sleight, seconded by J. Barry Smith and the following resolution introduced: Resolution No. 292 (1957 Series)_ A Resolution Establishing One Hour Parking Meters, fellow Loading Zones and No Parking Zones on Chorro Street and Establishing No Parking Zones on Monterey Street, was passed and adopted on motion of Richard"G. Sleight, seconded by J. Barry Smith by the following roll call vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: None Mayor Lucksinger stated that Mr. Sleight and Dr. Smith continue to act as a Council committee to study traffic congestion and traffic problems in the City of San Luis Obispo. Mr. Miller reported that Mr. Romero, City Engineer, was proceeding with studies for possible traffic signal installations in the downtown area. Report of the Traffic Committee: 57- 10 -1T: The committee has noticed a situation where stop signs protect Mill Street at Johnson, but there is no stop on First Street which runs in at an angle intersecting both Johnson and Mill Street. It is therefore recommended that a stop sign be authorized at this location. Resolution No. 293 (1957 Series) A Resolution Establishing A Boulevard Stop on First Street at its Intersection wit-E Mill and Johnson Streets was passed and adopted on motion of Nels Beck and seconded by Kenneth W. Jones, by the following roll call vote: AYES: Nels Beck, Kenneth.W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: None 57- 10 -2C: At the Council's request, the Traffic Committee has studied the suggestion that a stop sign be installed on Hathway at Walnut and that this street no longer be designated as a truck route. After studying this situation, the Committee feels that Hathway traffic coming off the freeway does not conflict with the other traffic movements at the three way intersection, especially since Walnut traffic is stopped at.Toro. It would also appear to be inadvisable if not impossible to stop using the Toro or Hathway off ramp as a truck route since this is the main connection between the 101 freeway and Highway 1. The committee recommends against any change in.the traffic pattern at this location. The recommendation of the Traffic Committee was accepted on motion of Richard G. Sleight, seconded by Nels Beck and the City Clerk was instructed to notify Mrs. M. Haugh of 1162 Walnut St. of the Traffic Committee's recommendation:. 57- 10 -3T: For some time, the Traffic Committee has been studying the matter of bicycles interfering with pedestrian traffic at the two movie theatres.. It is sugge 'sted that the committee be authorized to contact the two theatre managers to see if they would be willing to acquire bicycle racks which would be placed on the curb to the east of the theatre in each.case. The bicycles would be parked in the street with the front wheel in the rack on top of the curb. The curb itself would be painted red to prevent motor vehicles from parking at any time and one parking meter zone would have to be eliminated at each theatre, but the committee feels that the elimination of the bicycle congestion problem would be well worth the two spaces lost. The recommendation of the Traffic Committee was approved on motion of Nels Beck, seconded by J. Barry Smith,'and the Committee was authorized to contact the manager of both theatres in an attempt to install these bicycle racks. On motion of Kenneth W. Jones, seconded by Richard G. Sleight, the transfer of business X license for the Morro Club at 978 Morro St. from Charles R. Lewellyn to Hugh O'Donnell and George M. Hoeschel was approved. t Authorization for public notice of intention to lease the old city maintenance yard on Santa Barbara Avenue was granted on motion of Kenneth W. Jones, seconded by Nels Beck. Comm. from the Planning Commission recommending favorable action on possible amendment to the Municipal Code to allow adoption of the Foothill Blvd. plan line. . On motion of Nels Beck, seconded by Richard G.
