Mr. Art Albreht appeared before the Council on behalf of his request for the motel sign.. Comm. from the committee of the Fairbank Memorial Art Center in Morro Bay requesting permission to have a petition left in the City Library for public support for the yam. construction of the art center in Morro Bay. By common consent of the Council, Mr. Miller, Administrative Officer, was authorized to notify the committee that it was against the City policy to allow any petitions in public buildings owned by the City. Mr. Wm. Houser, City Attorney, reported to the Council that he has filed answers to the. ten protestants to the Whale Rock Project and that the first hearings have been set for October 28, 1957 in Sacramento. Mr. Miller, Administrative Officer, read a memorandum to the City Council from David Romero, City Engineer, regarding the backlog of work in the Engineer's office and the need for additional help to get this work done. Mr. Romero asked that a part time draftsman be employed to aid in this work. Mr. Miller recommended that William Gardner be employed as a part time draftsman at the hourly equivalent of $284 per month. This was approved on motion of Kenneth W. Jones, seconded by Richard G. Sleight. On motion of Kenneth W. Jones, seconded by Richard G. Sleight, the meeting adjourned to 8:00 P.M., October 14, 1957. Roll Call: Present: Nels Beck, Kenneth W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger Absent: None At this time the City Council held a public auction for a lease of one year for the property located at the old city corporation yard. One bid was received, that of Mr. Boglan, representing McCarthy Tank and Steel Co. for $100 per month. There being no further bids, the bid of McCarthy Tank and Steel Co. was accepted and the following ordinance was passed to print: Ordinance No. 57 (1957 Series) An Ordinance Authorizing Lease of Corporation Yard was introduced and passed to print on motion of Kenneth W. Jones, seconded by Richard G. Sleight, by the following roll call vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: None Resolution No. 294 (1957 Series) A Resolution Making Changes in the 1957 -58 Water Budget was passed and adopted on motion of Kenneth W. Jones, seconded by Nels Beck, by the following roll call vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: None Mr. Miller, Administrative Officer, presented to the Council the proposal of George Pearson to provide civil engineering services for the establishment of the Almond Street, Marlene Drive and Felton Street improvement projects and the Bullock Sewer project. Mr. Miller and Mr. Romero, City Engineer, recommended that the proposal be accepted. On motion of Kenneth W. Jones, seconded by Nels Beck, the Mayor was authorized to write a letter to George Pearson notifying him of the acceptance of his proposal. Mr. Romero, City Engineer, presented to the Council, the petition for the establishment of the following special assessment districts: Almond St., Marlene Drive, and Bullock area. Resolution No. 295 (1957 Series) A Resolution Establishing Twelve - Minute Parking Meter Zones on Chorro and Monterey Streets was passed and adopted on motion of Kenneth W. Jones, seconded by Richard G. Sleight, by the following roll call vote: AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: None
