Comm. from the San Luis Obispo High School requesting permission to hold the annual Serpentine Dance on October 24, 1957 at 5:30 P.M. and asked for Police escort for this affair. Police Chief Schofield recommended that the request be approved and that he would make arrangements with the school for police escort. Mrs. E. Waldmeier appeared before the City Council requesting the Council to reverse the decision of the Planning Commission in denying her a permit to use her home for student housing. Mrs. Waldmeier said that the one man who objected was willing to write a letter to the Planning Commission or City Council withtracting his objections.. Mr. Peterson appeared before the Council on behalf of Mrs. Waldmeier's petition for a student housing permit and urged the Council to reverse the Planning Commission decision on this matter. For Council information a suit was filed by Elmo Sims vs. the City of San Luis Obispo for $50,000 for alleged personal injury. On motion of Kenneth W. Jones, seconded by Richard G. Sleight, the following members of the City Council were authorized to leave the State of California on October 24, and 25, 1957: Nels Beck, Kenneth W. Jones, Richard G. Sleight, and R. D. Lucksinger NOES: None ABSENT: None Resignation of Carole Oswald, Stenographer in City Clerk's office, effective November 1, 1957, was accepted on motion of Nets Beck and seconded by J. Barry Smith. Mr. Miller announced the appointment of Gail P. Kallunki as Stenographer in City Clerk's office, effective October 21, 1957, at the first step of $240. A copy of a letter from Seth.Kinney, Building Inspector, to Sears Roebuck & Company regarding an illegal addition constructed on the rear-of their building and in fire zone No. 1 was received and filed.. A copy of a letter from David Romero, City Engineer,.to R. A. Miller of Southern Pacific Company, protesting the extremely high charges made by Southern Pacific Company to the City to be charged to the Johnson Underpass Project was ordered received and filed. Petition from residents of Rincon Drive protesting the change of name to South Tassajara Drive was ordered received and filed on motion of Nels Beck, seconded by Kenneth W. Jones, and was referred for Council.study. session. Comm. from the State Department of Public Works regarding the widening of Grand Avenue Undercrossing to provide a 4 -lane section for Grand Avenue was ordered received and filed. Comm. from Orrick, Dahlquist, Herrington & Stucliffe regarding the San Luis Obispo park- ing district and enclosing a copy of necessary petition for same was ordered received and filed. Resolution No. 300 (1957 Series) A Resolution Increasing the 1957 -58 Budget was passed.. and adopted on motion of Kenneth W. Jones, seconded by Richard G. Lucksinger NOES: None ABSENT: None REPORT OF THE TRAFFIC COMMITTEE: 57-10-4C: In answer to the Council's request that the Traffic Committee restudy the mat- ter of motel directional signs at the corner of Olive and Santa Rosa, the Committee feels that it is a borderline case. However, since other similar signs have been installed in this area and since the turning movements in and around the freeway might be quite con- fusing to strangers, it is recommended that the Council authorize one double face motel sign on the southwest corner of Santa Rosa and Olive Streets. On motion of Kenneth W. Jones, seconded by Nels Beck, the recommendation of the Traffic Committee was adopted. -10-5T: For some time it has-been the custom for cars to park at an angle on the south si e o Palm Street near Osos alongside the courthouse. We are not sure that this has been covered by resolution and suggest that the Council pass one designating this area as an angle parking zone and that the engineering department be instructed to stripe it accordingly. 5'7_10 -6T It is recommended that a.yield. sign be placed on Carpenter at Hathway- This aou low free movements in both directions on Hathway and for Hathway traffic entering ,arpenter. 57-10-7T: With the Johnson Underpass and the Essex Street bridge nearing completion, it is recommended that the stop..signs formerly authorized on either side of the underpass be eliminated, that the existing stop sign on Essex at Buchon stopping south bound traffic be eliminated, and that a new stop sign be placed on Buchon at Essex .stopping east bound traffic on.Buchon. 75 10 -$T: Some time ago the Traffic Committee recommended that the stop sign on Sydney at Agusta stopping west bound traffic on Sydney be removed and that a stop sign be placed on Augusta at Sidney stopping south bound traffic on Augusta matching up the existing sign stopping north bound traffic on Augusta.. This recommendation was turned down or held over by the'City Council, and the problem continues-to become more serious as the upper Augusta Street area develops. The Traffic Committee still.fhels that its original recommendation would be the best-solution, but if nothing else, it is urgently recommended that a stop sign be authorized on Augusta at Sydney stopping south bound traffic, even if the west bound Sydney stop sign is not removed. - Resolution No. 304 (1957 _Series) A Resolution Establishing Certain Traffic Regulations was passed and adopted on motion of Kenneth W. Jones, seconded by J. Barry Smith, by the following roll call vote: AYES: Nels Beck, Kenneth W.- Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger NOES: None ABSENT: None 57 10 -9C: Attached is a copy of a letter- report on the traffic situation in.the vicinity of Chorro and Upham Streets by Officer Rayburn of the Police Department. The 'traffic Committee recommends that the suggestions made by Officer Rayburn be adopted and that a stop sign be added on Church at Osos stopping Church traffic to safeguard motorists on Osos from the large sand and gravel trucks which would be making a turning movement at that location. At the present time, we see no need for barring the S. P. Milling transit trucks from Chorro and Upham, and if they were prevented from using this loop for their empty trucks it would create a.problem of backing into the plant on Santa Barbara Avenue, thus creating a serious traffic hazard at that location. This was ordered held over for further study. Request of the City Planning Commission for appointment by the Council of a Citizens Committee to study and recommend a new sign ordinance was held over. Comm. from John Badgley regarding installations of curb and gutter on the west side of Hathway Street between Carpenter and Kentucky Streets was ordered received and filed. Ordinance No. 58 (1957 Series) An Ordinance Amending Portions of Section 9100.2.of the Ban Luis Ubispo Municipal,Code was held over for further study. Ordinance.No. 59 (1957 Series) An Ordinance Creating a Board of Adjustments was introduced and passed to print on motion of Kenneth W. Jones, seconded by Richard G.
