Lee Schlobohm, Fire Chief reported to the City Council that the fire alarm system to the
industrial tract was competed and in operation at 5:00 p.m. on this date and that
further improvements will continue to be made.
Mr. Richard D. Miller, Administrative Officer, reported to the City Council on the
progress of the new lighting system for the downtown area. Mr. Miller said that they
are now in the process of installing the various elements necessary for this system.
Request of Mr. Richard D. Miller, Administrative Officer, for authorization to order
additional street lights for Del Mar Court based on a petition from the residents thereof
was approved on motion of Richard G. Sleight, seconded by J. Barry Smith.
Mr. Richard D. Miller, Administrative Officer, reported to the CityCouncil regarding
the bids received for furnishing parking meters. Two bids were received, one from the
Rockwell Manufacturing Company selling Dual Meters, and the other bid from the Traffic
Appliance'Corporation selling Duncan- Miller meters. Mr. Miller recommended that the bid
of Rockwell Manufacturing Company for Dual parking meters be accepted as they presented
the lowest bid or $51.00 per meter. On motion of Nels Beck, seconded by J. Barry Smith
the recommendation of the Administrative Officer was accepted and the Mayor was authorized
to sign the agreement for 62 dual parking meters.
For the Council's information, the City Clerk reported on the summons of the Superior
Court in the matter of Harry E. Serafin versus the City of San Luis Obispo and Valley
Engineers, Inc., in the matter of alleged damages to a horse during the construction of
the Johnson Avenue Sewer District.
City Council approved the request of the City Clerk for authorization to request the
County to deed certain small parcels of land to the City for disposal instead of at a
County tax sale as these parcels are too small to be used and the expense of keeping
them on delinquent rolls is too high for the benefits received.
For the Council's information the City Clerk reported on the first check received by the
City from the State Board of Equalization under the uniform sales and use tax for the
period beginning October 1, 1957, to January 1, 1958, the City received less cost and
pro -rata shared to the County, $5,636.40.
The request of Edgar M. and Beulah B. Young to have tha r property included in the pro-
posed Johnson Highlands area was referred to the Council study session.
Fire Chief, Lee Schlobohm presented to the Council a copy of the Annual Report of the
can Luis Obispo Fire Department for the year 1957.
Police Chief, William E. Schofield, presented the annual report for the year 1957 for the
Police Department.
Mr. Cecil Brown appeared before the Council regarding the unsafe situation existing in
the Quintana School area where no sidewalks have been provided by the property owners or
subdivider. School children going to'this school are required to walk in the street
and as the various residents water their lawns during the day, the children are required
to walk in the center of the street which makes it extremely hazardous both for the child
and the motorists. Mr. Brown wanted to know why the City did not either put in sidewalks
or force the property owners to do so in the interest of safety for their children.

adjourned.

Report of the Traffic Committee on matters referred:
Introduction of Resolution No. 336 (1958 Series). A Resolution Reversing Stop Signs
at the Intersection of Pepper and Palm Street, Pepper and Higuera Streets, Higuera and
Johnson Streets, Palm and Johnson Streets and Palm and Toro Streets was passed and
adopted on motion of Kenneth W. Jones,seconded by Richard G. Sleight.

58 -2 -2C. The Traffic Committee has studied the request of Tom Burch for a two car green
time limit zone in front of his service station at 505 Higuera Street which
was referred to the Committee by the Countil at its last meeting.
The Committee recommends strongly against such a zone because it.feels the
primary purpose of a green zone is to facilitate customer parking and loading
in front of certain types of business. In the case of a service station,
neither customers nor delivery_ trucks would park at the curb. On motion of
Kenneth W. Jones, seconded by Nels Beck, the recommendation of the Traffic
Committee is accepted and the request of Tom Burch is hereby denied.
58 -2 -1T. For some time, the Traffic Committee has been.concerned about the need for
some time limit parking zone in the vicinity of the County Courhouse for the
convenience of county taxpayers. After some little study the Committee feels
the south side of Palm Street would be a good.location for a 12 minute green
zone. At the same time, it is felt that the elimination of angle parking
would facilitate traffic on 'alm Street which is part of the City's downtown
loop and at present represents a traffic hazard.. For these reasons, it is
recommended that such a 12 minute green zone be established running from the
corner of Osos Street to the driveway ramp.
Introduction of Resolution No. 337 (1958 Series). A Resolution Establishing a Twelve
Minute Parking Zone on the So— u—T Side of a m Street at the County Courthouse was passed
a-nd adopted on motion of Kenneth W. Jones, seconded by J. Barry Smith.

58 -2 -3T. For some time the Traffic Committee has been studying the intersection of San
Luis Drive, California Boulevard and Marsh Street with the idea in mind that
traffic flows would be expedited and safety enhanced if channelization were
provided.
The police department and engineering department have now agreed on a channeli-
zation installation which would allow north bound cars on Marsh to flow freely
on to California but cars going straight ahead to the Mountain View Hospital
or making a left turn on to California would be required to stop to the left of
a traffic island. West bound cars on California making left hand turns on to
Marsh would be required to go around the island and.this flow of traffic. In
addition to authorizing the stop sign on Marsh at California, it is recommended
that the Council authorize a change in the stop sign on California at Marsh
governing east bound traffic to replace it with a yield sign.
Introduction of Resolution No. 338 (1958 Series). A Resolution Establishing Stop and
Yield Signs at the Intersection of California and Marsh Streets was passed and adopted
on motion of J. Barry Sm>th, seconded by Nels Beck.

Report of the City Engineer on status of obstructions to visibility at intersections was
ordered received and filed.
Final passage of Ordinance No. 67 (1958 Series). An Ordinance Adopting Plan Lines of
South Street was ordered held over for further study by the City Council.
Request of E. M. Young and Beulah B. Young to be included in the proposed assessment
district for the upper Johnson Avenue area was approved and the City Engineer was
instructed to include.this property in the proposed district.
Myron Graham appeared before the Council on citation of the City Attorney to show cause
why fence violation on his property on Hathway Street should not be abated. Mr. Graham
appeared before the Council requesting relief from this abatement order as the fence is
placed on the front of his property in order to keep automobile lights from shining into
the house due to its location on a turn. Further, the fence does not obstruct anyone's
view except his own and does not seem to be a particular hazard or annoyance to anyone.
The matter eas ordered. held over for Council Study Session on February 10, 1958, at
5:30 p.m. at which time the Council will inspect this problem.
Mr. Wittmeyer appeared before the Council protesting the notice he received to repair
the sidewalk in front of Isis property on Mitchell Drive. Mr. ?,dittmeyer received a notice
under the 1911 Improvement Act to repair dangerous sidewalk deficiencies.. Mr. Wittmeyer
protested his paying for any improvement to the sidewalk that goes in front of his house
as he stated this is City property and it. is used for public convenience and it is the
City's ,job to maintain broken sidewalks.
