Mr. 1-11ittmeyer also asked the Council for relief from rain water which is coming on his
property, primarily due to the way the adjoining property owner developed his land.
Mr. Wittmeyer stated that the City should take care of the water problem at the City's
expense.
Richard D. Miller, Administrative Officer, requested permission for Mr. Flory and Mr.
Sherwin, recreation department, to attend the California State Recreation Conference in
Fresno, February 16 to 20, 1958. Also Mr. Miller requests permission to attend a con-
ference of the city managers of the League of California Cities to be held in Long Beach
February 12 to 14,195$. On motion of Nels.Beck, seconded by J. Barry-Smith, the requests
of Mr. Miller i•. *ere approved.
On motion of Kenneth W. Jones, seconded by Richard G. Sleight, the following salary step
increase was approved: .
Clifford Fremstad, police officer, from step 2 $36 to step 3 $'354,
effective February 1, 1955.
David F. Romero, City Engineer, presented a report to the City Council on recent studies
made on Marsh and Santa Rosa Streets regarding the installation of traffic signals.
Mr. Romero stated that the vehicle volumnes justify signals at the following intersections
Chorro and Marsh
D.sos and Marsh
Santa Rosa and Marsh
Higuera and Santa Rosa
After some discussion, the Mayor appointed councilmen Sleight and Smith, City Administra-
tive Officer, and City Engineer as a council committee to study and report on this matter.
David F. Romero, City Engineer, presented a report regarding sidewalk reparis under the
Improvement Act of 1911 listing property owners whose charges for sidewalk repairs are
to be made lien against their properties. Mr. Romero was instructed to advertise.to
provide hearings as prescribed by law.
Richard D. Miller, Administrative Officer, presented for the City Council's information
a report by William E. Schofield, Chief of Police, on the two years progress made by the
City Police Department while he has been Police Chief.
William Houser, City Attorney, reported to the City Council that he was to meet in
Sacremento, February 7, 1955, regarding the agreement on the water rights for the Whale,
Rock improvement.
On motion of-J. Barry Smith, seconded by Kenneth W. Jones, the meeting was adjourned.

1. Communication from W. M. Lyles Company requesting a review of the licensing struct-
ure for contractors in the City of San Luis Obispo, and requesting a reduction for
said contractor's license. A request to adjust contractor's fee was denied on motion
of Kenneth W. Jones, seconded by Richard G. Sleight.
2. Communication from Melvin Walker, 661 Funston Avenue, requesting permission to allow
a non- conformng use of a three - family dwelling in a two- family.zone until the end of
the present school year at which time he will conform with the zoning requirements.

protest this recommendation regarding State Fire Training program being cut from the
State Budget.

Announcement by R. D. Miller, Administrative Officer, of the appoint-
ment of Arthur Correia as laborer equipment operator water department

9. Minutes of the Chamber of Commerce meeting of January 13, 1958, and Financial Report
for the month. of January, 1958, were ordered received and filed.

Aeronautics Board was referred to the City Attorney.
L1. Request of Lee M. Schlobohm, Fire Chief, for approval of sick leave of more than four
days for Assistant Chief, William Villegas, and Captain J. H. Woodward -- doctor's
certificates attached. Mr. R. D. Miller, Administrative Officer, recommends approval
for sick leave. On motion of Nels Beck, seconded by J. Barry Smith, the sick leave
was approved.
L2. Request of Miss Patricia Clark, Librarian, for permission to attend a meeting in
Santa Barbara, February 28, 1958, to study the recently published standards for public
library service as promulgated by the American Library Association. Further, Miss
Clark, asks that she be allowed to take one staff member with her. Mr. R. D. Miller,
Administrative Officer, recommends approval of the request. On motion of Kenneth W.
Jones, seconded by Richard G. Sleight the request was approved.
L3. On motion of Richard G. Sleight, seconded by Kenneth W. Jones, the following salary
step increases were approved:
Frank-E. Perry, laborer - equipment operator, water department, from step 2
$300 per month to step 3 $317 per month effective March 1, 1958.
Gerald J. Bedford, meter repairman, water department, from step 1 $284 per
month to step 2 $300 per month effective March 1, 1958•
14. Communication from the San Luis Obispo Lodge No. 332 of Elks requesting the City
Council to participate in Youth Government Day as they have done in the past,. allowing
students. to sit in at the City Council meeting and observe the various city department
in action. The Elks Club have set Monday, May 5, 1958, as Youth Government Day in
San Luis Obispo, and hopes the City Council will cooperate in this program. By common
consent of the Council the program of the Elks Club was approved and the City Clerk
instructed to notify the Elks Club regarding the acceptance of this program.
.5. Communication from Hernandez Accordion Studio of Santa Maria requesting permission
of the City Council to allow door -to -door solicitation in the residential areas even
though prohibited by ordinance. Mr. Paul Hernandez stated that this is the only way
of getting enough students to take part in his accordion school. After some.dis-
cussion by the City Council the request of Hernandez Accordion Studio was denied on
motion of J. Barry Smith,,seconded by Nels Beck.
L6. Communication from R. H. Waite, Police Officer, to William E. Schofield, Police Chief,
requesting that the City of San Luis Obispo furnish him with a uniform shirt which
was damaged inan altercation in the line of duty. Mr. R. D. Miller, Administrative
Officer, recommends that the City buy Officer Waite a replacement shirt for the one
damaged for approximately $15. On motion of Richard G. Sleight, seconded by
Kenneth W. Jones, the request was approved.

1. Request of Mission Trails Association for contribution to Hearst Castle film. On
motion of Nels Beck, seconded by Richard G. Sleight the request for $250 was approved.
Councilman J. Barry Smith voted no'.
2. For the Council's consideration, Myron Graham's fence problem as requested by the
Planning Commission. On motion of Nels Beck, seconded by J. Barry Smith, the request
to leave the fence as is was denied and the fence must be reduced three feet as
required by ordinance.
3. Communication from the Division of Highways regarding the proposed 101 interchange
South, San Luis.Obispo, and communication from R. D. Miller, Administrative Officer,
to A. M. Nash, District Engineer, regarding this matter. The City Clerk was in-
structed to keep this matter.on.the. agenda until the next meeting.
4. Ordinance No. 75 (1958 Series) An ordinance on the disposition of property to
Tognazzini, a negotiation sale in.connection with the sewer assessment district pro-
ceedings was introduced and passed to print on motion of Richard G. Sleight,
seconded by Kenneth W. Jones.

5. At this time the City Council considered the final passage of Ordinance No. 67
(1957 Seriesj. An ordinance establishing plan-lines on South Street.- Councilman
Sleight urged that no more plan lines be adopted until .a definite council policy
has been stated so that property rights affected will be protected and a just
remuneration for property taken will be given the people concerned.
Mr. D. Q. Miller appeared before the Council on behalf of property owners requesting
that some tax relief be given property taken by the plan line. Also the Council
should have some basic.policy regarding.plan.lines..
After some discussion by members of t he.City Council, the plan lines of. South Street
were referred to the study session at 5:30 p.m., February 24,1958.
Mr. Richard Willett suggested that a delay of sixty to ninety days be given this
plan so that interested people could be heard and.possibly arrive eta fair and
equitable-solution.

7. Communication from the State Controller regarding the agreement between the Board
of Supervisors and the City of San Luis Obispo regarding purchase of tax deeded
property was ordered received-and filed....
8. Communication from C. G. Holmberg regarding a trench at the west end of Lincoln
Avenue which has not been restored and paved and which is a hazard to motorists
was referred to the City Engineer for action and report to the City Council. This
matter was ordered received and filed as David F. Romero, City Engineer, advised
that the paving had been done on February 17, 1958•
Mr. J. C. Fields, 190 Chorro Street, appeared before the Council in regards to a sewer
problem on his property. It appears that there is a difference of opinion as to the
reason his sewer line was broken and repaired by Better Plumbing Company due to alleged
poor installation of sewer extension. Mr. Fields should or would pay for .a portion of
this sewer line as he believes it is partially the City's responsibility. Mr. Romero,
City Engineer, was instructed to prepare a complete report for the City Council study
session on February 24, 1958.
Mr. F. Paul Rich, subdivider of Tract 107, requested final..approval of his subdivision
so that FHA commitments could be completed. Mr. Romero,.CityEngineer, gave Mr. Rich a
list of eight major deficiencies in his tract before it could be approved by the City.
Mr. Rich submitted a letter to the'City Council on how he purposes to have each item
corrected. In accordance with the provisions of Ordinance No. 1341, final acceptance
of Tract 10.7 was held over until.the next regular meeting on March 3, 1958.
On motion of J. Barry Smith, seconded by Richard G. Sleight, the meeting was adjourned.
