The minutes for the February 17, 1958, meeting with the following correction of item
which was omitted from the minutes were approved as corrected:
Communication from the City Engineer on report to the City Council the
summation of the highway needs report which was submitted to the State
of California last Fall.
The claims against the City for.the month of March, 1958, were ordered paid subject to
the approval of the Administrative Officer, on motion of Kenneth W. Jones,.seconded
by Richard G. Sleight.
Final passage of Ordinance No. 74 (1958 Series). An Ordinance Amending Section 9100.1 -4
of the San Luis Obispo Municipal Code Defining "Subdivision" was passed and adopted
on motion of Kenneth W. Jones, seconded by Richard G. Sleight by t he following roll
call vote:
AYES: Kenneth W. Jones, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger
NOES: None
ABSENT: Nels Beck
Final passage of Ordinance No. 75-(1258 Series). An Ordinance Authorizing the Sale of
Land to the Port San Luis Obispo Transportation Company was passed and adopted on
motion of Kenneth W. Jones, seconded by J. Barry Smith on the following roll call vote:

At this time Richard Harris, attorney, appeared before the City Council regarding the
question of City approval of Ferrini Heights No. 3. The City Planning Commission
had approved the tentative map of the subdivision subject to the approval of the City
Engineer, Water Superintendent,. and other City Departments. Mr. Harris wanted to know
Council policy regarding water service to hillside lots as per projected in the sub-
division. The City Council set a study meeting for 7:30 P.M. Monday, March 10, 19580
to discuss and study the request of Mr. Harris.
COMMUNICATIONS
Communication from James t. Holmes, Assesmblyman of the California Legislature, regarding
the state fire training program was ordered received and filed.
Communication from Police Chief Schofield regarding the parking of the Interstate Indem-
nity Company Safety Trailer in the downtown area on March 11, 12, 13, 1958. Request
approved, arrangement referred to the Police Chief.
Communication from the Tri- County Boat and Ski Club requesting permission to hold a boat
parade Thursday night, March 27, 1958, to advertise their second annual boat show.
Request granted on motion of Kenneth W. Jones, seconded by Richard G. Sleight, request
to be coordinated with the Police Department.
Communication from Police Chief Schofield requesting permission for Mrs. Margie Jordan
and Mrs. Lee Murphy to attend a conference on juvenile delinquency control in Los
Angeles on March 25, through March 28. Approval recommended by Richard D. Miller,
Administrative Officer. Request approved on motion of Kenneth W. Jones, seconded by
Richard G. Sleight.
For the Council's i nformationin answer by the attorneys for Valley Engineers, Inc., re-
garding the suit filed against the City and Valley Engineers, Inc. for alleged injuries
to a horse owned by Serafin was ordered received and filed.
Bulletin from the League of California Cities regarding legislature for the preservation
of local government in the event of diseaster was ordered received and filed.
Report of the Public Works Department for the month of January, 1958, was ordered received
and filed.
Request of the City Assessor for permission to attend a two -day appraisal conference on 1
Friday and Saturday, March 14, and-15, in San Francisco. Administrative Officer,
Richard D. Miller, recommends approval. Request granted on motion of Kenneth W. Jones,
seconded by Richard G. Sleight,
OLD BUSINESS
Report of the Traffic Committee:
58 -3 -3T: In response to a letter from Mr. George Wofford, Betterment Committee, Sin -
sheimer PTA, August Street, San Luis Obispo, the Traffic Committee has investigated
the desirability of installing a directional sign on Johnson Avenue near Sydney
visible to southbound motorists pointing out the direction of the Sinsheimer School.
The Committee feels that such a sign is necessary and recommends that authority be
given to order one of the standard black and white direction signs similar to the
other ones previously installed throughil the City. Recommendation approved on motic
of Richard G. Sleight, seconded by Kenneth W. Jones.
58 -3 -2C: The Traffic Committee has observed an obstructionto visibility on the south

corner of Sydney to the west of Johnson in the form of�a rather high hedge. If the
Council has no objection, the;City Engineer will take steps to have it removed or
reduced to three feet-in height. No objection by the City Council.
58 -3 -3T: The Traffic Committee has for some-time been concerned with the lack of
visibility for motorists approaching Santa Rosa Street from Mill and Palm Streets
and recommends the following red zones in addition to the standard 15 feet markings:
West side of Santa Rosa running northerly from Mill for a distance of
approximately 45 feet to the first driveway ramp.
West side of Santa Rosa running southerly from the intersection of Mill
a distance of approximately 30 feet to the first driveway ramp.
East side of Santa Rosa running southerly from the intersection of Mill
for two car spaces or a distance of approximately 40 feet.
West side of Santa Rosa running northerly from the intersection of Palm
Street for two car spaces or approximately 40 feet.
West side of Santa Rosa running southerly from the intersection of Palm
Street two car--spaces or approximately 40 feet.
East side of Santa Rosa running northerly from the intersection of Palm
Street two car spaces or approximately 40 feet.
East side of Santa Rosa running southerly from the intersection of Palm
Street two spaces or approximately 40 feet.
The above was ordered held overtntil the next meeting to allow personal inspection
by the Council.
58 -3 -4T: The Traffic Comdttee has also received at least one complaint on the lack
of visibility for motorists leaving the alley between Palm and Monterey Streets
on the east side of Santa Rosa and entering the traffic flow on Santa Rosa. It is
therefore recommended that one car space or approximately 20 feet or red zone be
painted both to the north and to the south of this alley.
Above recommendation was ordered held over for further study.
The Traffic Commk;tee was instructed to investigate directional signs for Quintana
School.
Report by David F. Romero, City Engineer, on the sewer problem of J. C. Fields, 190 Chorro
Street, as instructed by the City Council was ordered held over for study meetingon
Monday, March 10, 1958.
Report of the City Engineer on studies made for installation of additional traffic
lights on Marsh and Santa Rosa Streets was referred to the Council.Comnittee of Richard
G. Sleight, J. Barry Smith, Richard D. Miller, and David F. Romero for investigation
and report to theCoundil.
Mr. Romero, City Engineer, reported regarding the committee report on the traffic
light installation. The committee, after study, recommends to the City Council
that traffic lights be placed at -- Santa Rosa and Marsh Streets -- Marsh and
Osos Streets -- Marsh and Chorro Streets. Mr. Sleight and Dr. Smith reported
to the Council that this installation is just the beginning of the over all
traffic light problem in the downtown area, and that the three recommended are
the most pressing at this time.
On motion of Richard G. Sleight, seconded by J. Barry Smith, the Administrative
Officer was authorized to call for bids on the equipment for installation .of
three sets of traffic lightgs.
At this time, the City Council held a public hearing on securing unpaid sidewalk improve-
ment:-costs to real property under the provisions of the 1911 Act. On motion of
Kenneth W. Jones, seconded by Richard G. Sleight, the Council approved costs and order-
ed them to be secured to the properties involved.

At this time, the City Council considered the final passage of Ordinance No. 67 (1958
Series). An Ordinance Adopting Official Plan Lines of South Street.
Communication from Councilman Richard G. Sleight regarding the Council adopting a
policy or an amendment to theplan line ordinance which will insure fair.and
equitable treatment to the property owners affected.
Councilman Sleight presented for the Council's information a copy of Los Angeles
County Aorinance No. 7216. An ordinance relating to the protection to mapped
highways regulating and prohibiting the erection of certain buildings or structures
within the area of certain mapped highway; regulating and prohibiting the issuance
of a building permit over such an area; providing for the right of hearing before
a board of appeals, etc.
Introduction of Resolution No. 341 (1958 Series). A Resolution Establishing Certain
Policies of t-Se C y in connection with Flan Lines was passes and adopted on motion
of J. Barry Smith, seconded by Richard G. Sleight on the following roll call vote:

Richard Harris, attorney, asked the Council . what was the elapsed ..per.iod...of.._time.for
the appeal procedure under the plan.line ordinance. Mr. Harris further .stated
that he believed that the policy resolution just passed by the C ounci 1 should not
be passed by a resolution but by an ordinance as resolutions can be changed by the
Council without public notification while ordinances always require published
public notice.
In regard to Ordinance No. 67, Mr. Harris objected to the plan line for South Street
acquiring all the property on the south side of South Street instead of being
equitably taken from properties on both sides of theproposed street widening on
the assumption that the acquisition of property on the south side would be cheaper.
Also why does the City Council allow property owners in the Weills Addition to have
access to South Street when the subdivision was never designed for such access.
In addition, allowing access to South Street from properties on the north side
would mean that all lots facing South Street would be of sub - standard size. Mr.
Harris urged that property be taken from both sides of South Street.
There being no further discussion from the floor', the Mayor called for a motion for
final passage of Ordinance No. 67 (1958 Series). An ordinance setting plan lines
on South Street. There being no motion forthcoming, the ordinance was not finally
passed and was ordered filed.
Several members of theCouncil stated that they would like to consider a plan line for
South Street. Mayor Lucksinger then asked if Councilmen Jones, Smith andSleight
would act as a committee to meet and study with the City Engineer regarding a plan
line for South Street at some future date.

The above payments were approved on motion of J. Barry Smith, seconded by Kenneth W.
Jones, subject to review by theCity Administrative Officer.
Communication from the City Planning Commission recommending approval by the City Council
on a proposed amendment to section 9200.5 of the Municipal Code to allow rezoning of
Foothill Boulevard from Broad Street westerly to a point 100 feet east of Cuesta
Drive to a depth of 219 feet north of and 150 feet south of Foothill Boulevard from
R =1 to R -3.
Introduction of Ordinance No. 76 (1958 Series). An Ordinance Amending Section 9200.5
of the San Luis Obispo Municipal Code to Rezone Certain Real Property was passed
to print on motion of Richard G. Sleight, seconded by Kenneth W. Jones on the
following roll call vote:

Communication from Price Thompson, Water Superintendent, presenting suggested minimum
design specifications for the construction of water distribution systems for residenti
development in the City of San Luis Obispo for the Council's consideration and study
for further adoption by the City of San Luis Obispo.
At this time, D. Q. Miller appeared before the City Council on behalf of Emmett J. Martin
who was refused City employment as a crossing guard for the City of San Luis Obispo.
Richard D. Miller, Administrative Officer, read a statement regarding the reason Mr.
:Martin was refused employment as a crossing guard. Mr. Martin was notified in the
presence of Police Chief Schofield and Captain R. E. Heidorn that he was disqualified
for employment due to a heart condition and that it was the City policy not to hire
a person with a possible heart problem due to liability and compensation problems
which might arise. This is normal personnel policy with the City particularly in the
public safety departments of which crossing guards are a part.
Mr. D. Q. Miller then asked the Council if the Planning Commission had any plans re-
garding furture construction of overpasses or underpasses at South Street and the
Southern Pacific Railroad, or possibly at High street so as to give additional access
to the Johnson - Laurel - Orcutt area. Mr. D. Q. Miller was informed that all these
matters are being considered in future plans for the growth and development of the
City of San Luis Obispo.
On motion of J. Barry Smith, seconded by Kenneth W. Jones, the meeting was adjourned.
