The City Council met in regular session with Mayor Fred H. Lucksinger presiding.

The minutes of the special called meeting on April 14, 1958 and the regular meeting on
April 7, 1958 were approved as presented.
Claims against the City for the month of April, 1958 were approved an the motion of Kenneth
W. Jones and seconded by Richard`G. Sleight.
Introduction of Resolution No. 354 (1958 Series). A Resolution Transferring-Funds was
passed and adopted by motion of Richard G. weight, seconded by Kenneth W. Jones, on
the following roll call vote:

Final passage of Ordinance No: 77 (1958.Series). An Ordinance Authorizing the Sale or
Destruction by the Police Department of Unclaimed Property was passed and adopted by
motion of Nels Beck and seconded by Richard G. Sleight on the following roll call vote:

COMMUNICATIONS
1. Communication from Maino Construction Company requesting refund from City of San Luis
Obispo for the difference between 6" and 81t water Lines (McAllen Heights Subdivision,
was referred to theCity Attorney for investigation and report to the City Council.
2. Communication from Montgomery Ward Company asking permission to use the City Park to
demonstrate power mowers and sell same at demonstration. Mr. Miller, Administrative
Officer, recommended that the City not allow commercial enterprise in City parks.
On motion of Kenneth Jones, seconded by Nels Beck, the request was denied.
3. Communication from Don Motel requesting a white parking zone in front of his motel at
1473 Monterey Street was referred to the Traffic Committee.
4. Communication from French Hospital requesting two hour parking meters be placed on Toro
between Marsh and Higuera and on Higuera between Santa Rosa and Toro Streets was
referred to the Traffic Committee.
5. Communication from Pacific Air Lines (formerly Southwest Airways) asking cooperation
from the City of San Luis Obispo to develop a specific program for increasing
tourist dollars to our mutual benefit. The City Clerk was instructed to contact
the Secretary of the Chamber of Commerce to set up the meeting with representatives
of the Air Line, Chamber of Commerce and city officials.
6. Communication from the City Planning Commission citing potential plan line problems on
Johnson Avenue and requesting status of South Street Plan Line before proceeding
on Jopnson Avenue, was received and filed.
7. Communication from Retail Merchants Committee of Chamber of Commerce requesting the
blocking off of Higuera between Chorro and Morro Streets for Thursday-night, May 1,
1958, to permit display of new auto models. Request was approved on motion of
Richard G. Sleight, seconded by Nels Beck. The City Police Department was requested
to coordinate with the Retail Merchants Division on this matter.
8. Communication from the Associated Students, University of California requesting finan-
cial assistance from the City of San Luis Obispo to send the University Band to the
Brussel's World's Fair was ordered received.and filed on motion of Richard Sleight,
seconded by Kenneth W. Jones.
9. Communication from the County of San Luis Obispo Department of Public Health and communt
cation from t h e State of California Department of Public Health regarding the County
of San Luis Obispo being declared a rabies area was referred to the City Attorney
for study and report to the City Council.

PUBLIC HEARING
At this time Mayor Lucksinger opened the meeting for the public hearing on the continuance
of the loading zone on the west side of Chorro Street from Higuera to Monterey on a per-
manent basis. Said public hearing was advertised in the April 12th issue of the daily
newspaper.
Mr. Warren Edwards appeared before the Council stating that he believed the yellow
zone had helped traffic on this block, particularly in allowing trucks to park
along the curb for loading and unloading. He suggested that possibly the restricted
hours could be changed from the present 9 a.m. to 6 p.m. to possibly 9 a.m. to
1 3 p.m. or 9 a.m. to 4 p.m. as the truck traffic is.normally out by this time and
would allow customer parking after this time.
Mr. Joe Heman (Trend of Fashion) appeared before the City Council stating that he
believed except for the elimination of.double parking there has not been any appre-
ciable change in the traffic situation in this area and also instead of eliminating
all the meters on Chorro Street, why not just remove one or two in front of the
butcher shop which has been the cause of all -the congestion on this street.
Mr. Fred Gist asked the Council that some curb parking be left on Chorro Street and
' stated that Berkemeyer's Market is not helped by all theblock being limited to no
parking. He urged that some provisions be made for short -time passenger parking;
say 12 minutes:
Councilman Smith stated, as a member of the committee, the reasons for the committee
recommending the yellow zone on Chorro Street, and further, that he believed the
traffic flow has been much better since installation of this zone. Councilman
Sleight agreed with Doctor Smith regarding the Committee's thinking on this matter.
Furthermore, Councilman Sleight stated that this was the best solution of this
problem short of one -way streets.
Police Chief Schofield stated that this yellow zone had definitely aided the move-
ment of traffic on C orro Street and also has alleviated the primary hazard of
double parking.
Kr. Joe Heman stated that he had watched this problem very closely as he believed
that the elimination of parking on this one block on Chorro Street had definitely
hurt his business. He stated that he had watched people drive up in pick -up trucks
small panel trucks and station wagons and were not bothered by the enforcement
officials as they were considered loading or unloading merchandise, when he knew
for a fact that several of these people were actually shopping while parked in the
loading zone.
There being no further comments, the Mayor ordered the hearing closed and referred the com-
ments to the City Council for a study session before making a final decisi6n.
Final passage of Resolution No. 357 (1958.Seri.es). A Resolution Accepting Richland Terrace
No. 2, Tract 107 into the ity, on motion of Richard Sleight, seconded by Kenneth Jones
on the following roll call vote:

The final map of Laurel Hills, Unit No. 1, Tract 106 was held for Council study.
I Monthly report of the Department of Water Resources on the Vj'hale Rock Project for the
month'of March, 195$ was received and filed.
1. Minutes of the regular meeting on March 10, 1955, of the Chamber of Comimerce and the fi
nancial Report for the month of March, 1958 was received and filed.
12. Communication from Fire Chief Lee M. Schlobohm requesting permission for Captain Melvin
L. Jones, drillmaster to attend the Fifth Annual Fire Training Officer's Workshop at
Fresno, California, from May 19 to 23 inclusive.
' Communication from Fire Chief Lee M. Schlobohm requesting permission that he attend the
annual California Fire Chiefs' Association to be held at Santa Rosa on May 15, 16 an

e Communication from Fire Chief Schlobohm requesting permission for Fireman Earl Iunker
to attend the five -day Fire Investigation Course at Berkeley starting June 16, 1958.
Richard D. Miller, Administrative Officer, recommends approval of the three requests of
Fire Chief Schbbohm and they were approved on motion of Kenneth W. Jones and seconde

13. Sick leave for Milton Buss from February 17, 1958 through April 4, 1958 for a major op-
eration as verified by Doctor Edison French was approved on motion of Kenneth Jones,
seconded by Richard G. Sleight.
14. Richard D. Miller, Administrative Officer, announced the following appointments:
Jack Bognar as police Officer effective April 16, 1958, at step #1 - $317 mo.
Laura Jones as Account Clerk in the Water Department effective April 23, 1958
at step 1 X254 per month.

1. '.Communication from the San Luis Obispo Chamber of Commerce regarding cancellation die
hub commemorating Armed Forces Day as requested by Admiral J. B. �`ionroe and referred
to the Chamber of Commerce by the City Council was received and filed.
?. Introduction of Ordinance No. 79 (1958 Series). An Ordinance of Intention to Abandon a
Portion of Motley Road was introduced and passed to print on motion of Richard G.
Sleight and seconded by Kenneth W. Jones, on the following roll call vote:

�. Communication from the City Planning Commission forwarding Resolution No. 100 -58 of sai
commission recommending favorable action on the adoption of the proposed Master Land
Use Plan was ordered held over.
Invitation of the National Municipal League to enter the 1958 All- America Cities 'Awards
Competition was 6rdered received and filed. On motion of Kenneth PY. Jones, seconded
by Richard G. Sleight it was decided the City would not participate.
Communication from Richard P. Harris on behalf of the subdivision of Ferrini Heights
#3 regarding proposal for a water system in this tract was referred to a Council stu
session. On motion of Richard Sleight, and seconded by Kenneth Jones the subdivisio
map of Ferrini Heights #3 was approved subject to the filing of the necessary bonds,
title policy, subdivision agreement and agreement of water development.
Traffic Committee report items 58 -3 -3T, red zones at the corner of Santa Rosa and Mill
Streets, and Santa Rosa and Palm Streets, and item 58 -3 -4T, red zone at the entrance
of the alley on Santa Rosa Street between Palm and Monterey Streets were both ordere
held over for further study.
Communication from E. P. Thompson, Water Superintendent, presenting suggested minimum
design specifications for construction of udater Distribution Systems for residential
development in the City of San Luis Obispo was referred to a Council study session
of May 12, 1958, at 7:30 p.m.
The matter of requiring placing of minor drainage underground under study by a committ
consisting of Councilmen Beck and Sleight was ordered held over.
The matter of enlarging the sewer mains on Cuesta and Tassajara between Foothill and
Cerro Romauldo under study by a Council Committee composed of Councilmen Jones and
Smith was ordered held over.
. The Council Committee composed of Councilmen Jones and Smith was appointed to sudy the
matter of leasing the City -owned building on parking lot #2 or to demolish it and
enlarge the parking lot. The Gommittee recommended that the building be demolished
and the parking lot be enlarged with addition of meters and that the San Luis Color
Store be given 60 to 90 days to vacate the building. On motion of Kenneth Jones,
and seconded by J. Barry Smith, the building was ordered demolished and parking met
placed in this area.
. Richard Dickey appeared before the Council protesting the harassment of his wife by the
City Police Department for carrying her child on the handlebars of her bicycle.
Mr. Dickey stated that his wife's bicycle is equipped with a special child carrier
of commercial manufacture and designed to provide completely safe carriage for the
child. He requested that the City Council investigate the safety of these. carriers.
The City Council instructed Police Chief Schofield to look into the matter of these
carriers and other bicycle requirements.
Introduction of Ordinance #81 (1958 Series). An Ordinance of Intention to Abandon'a Portio
