development. Mr. Romero also said that if the subdivider just placed West Street in
the same condition which it originally was it would be satisfactory to the City but
that`.Mr. Romero was attempting through the corporation of the property owners to
have a good development in this area.
1. Mr. Gil Brown attended the Council Meeting representing the City Chamber of Commerce.
Councilman Beck requested permission to be absent from the City from the 21st of May to
the 7th of.June, 1958. Permission was granted...on.motion of J. Barry Smith, seconded
by Kenneth W. Jones.

Mr. Ernest Wilson of the firm of Kirkbride, Wilson, Harzfeld & Wallace, special assessment
attorneys, appeared before the City Council and presented the necessary papers for in-
stituting proceedings on.the Alrita Street, et al Project S -58 -9.
Introduction of Resolution .No. 373 .(1958.Series). A Resolution of Preliminary Determinatio
and of Intention, regarding the Arita Street, Et Al Project S -5$ -9 was passed and adep-

COMMUNICATIONS
1. Communication from the Division of Forestry, State of California, requesting permission
to hook up to the City sewer system inside the City which is being installed adjacent
to the fire station.outside.the City. A Council Committee consisting of Councilman
Jones; Mr.. Miller,. Administrativ e.Officer; and.Mr..Romero, City Engineer was ordered
to investigate the request and.recommend annexation .as.a solution to this problem.
2. Communication from the E1.Camino Bowling Association regarding construction of a bowling
alley.on.property.located between.Higuera Street and the approach to the northbound
lane of the freeway and the cenp.er.of San Luis Creek at Mission. Councilman Smith,
Mr. Romero and Mr. Miller.were requested to study the request and report to the City
Council. Communication-from the Division-of Highways was received, denying access
from the freeway to the proposed bowling alley site.
3. Communication from Mr. J. W. White protesting the curb painting at Mill Street and Santa
Rosa, prohibiting.parking; also-communication from Merle R. Ekegren protesting curb
painting at Santa Rosa and Mill Street.
Mr. White appeared. before.the .City' Council :on.b ehalf of this'communi cation requesting
relief from - the °'red. zone installed'inSront of his business. Mr. Ekegren appeared
before the Council.supporting.the.request of Mr. White for reduction of the red zone
on Santa Rosa Street at Mill.
This matter was referred to .the..Traffic.Committee for reinvestigation.
4. Communication from the Litho Art Shop,. 1804.Osos Street, . requesting limited parking zon4
in front of their. business. establishment was.r.eferred to the Traffic Committee for
study.
5. Communication.from'Mr. B. W. Oberholser,.representing the Exchange Junior Rifle Club,
requesting permission to place a..soft drink.vending machine in the basement of City
Hall for the convenience .of .the rifle clubs .using the range was referred to Council-
man Sleight for study.and. recommendation to the City Council.
6. Communication from Paul Tritenbach ,. Landscape .Architect, suggesting a program of street
tree planting forthe beautification..of San Luis.Obispo was referred to the Park Com-
mission for study on motion of J. Barry Smith, seconded by Richard G. Sleight.
7. Communication from Richard.D. Miller, .. reporting to the City Council'on a meeting of the
Department heads of the City. of .San Luis.Obispo.and.representatives of A -I -D regard-

Communication and copy of Resolution No. 114 -58 of the Planning Commission of the City
of San Luis Obispo recommending to the City Council approval of Park View Homes,
subdivision #2, tract 127.
Mr. Romero, City Engineer presented the final maps of Tract 127 and reviewed same
with the City Council. On motion of Richard G. Sleight, seconded by Kenneth W. Jone:
the final map was accepted subject to drainage being placed underground adjacent to
Lot 2, Block A and Lot 1, Block C and the filing of the necessary Subdivision Agree-
ments.
PUBLIC HEARING
At this time Mayor Lucksinger opened the meeting for the public hearing on Ordinance 79,
80, 81 and 83.
Final adoption of Ordinance No. 79 (1958 Series). An Ordinance of Intention to Abandon a
Portion of Mot ey Avenue was passed on motion of Richard G. Sleight, seconded by

W. Jones, seconded by Richard G. Sleight.
OLD BUSINESS
1. Report of the Council- appointed Committee consisting of Councilmen Jones, Sleight and
Keith Fraser, Planning Director, regarding. annexat ion fees was held over for study
session.
2. Report of the Traffic Committee on matters referred:
a- 58 -5 -2C. At the Council's suggestion, .'we have contacted Dr. French on the
problem of parking congestion in the.vicinity..of the French Hospital. After
discussion of the matter with him, he was agreeable to installation of one
and one -half hour time limit zones on both. sides of Toro between Marsh and
Higuera and on both.sides.of Marsh from Toro to Santa Rosa, -at least on a
trial basis. If this does not solve the problem, further study can be given.
The committee therefore re- submits its previous recommendation to the City
Council for such time limit zones 9:00 a.m. to 6:00 p.m., Sundays and Holidays
excepted.

stop signs on Murray.at Hathway. are no longer necessary and it is recommended that
the Council authorize their removal.

c- 58 -6 -2T. At the request of the Nearly New Furniture Store, 1302 Osos Street, the com-
mittee has studied the feasibility of a.green.zone in front of their store. After
study, it is felt that such a zone would be justified and would serve a useful pur-
pose in this congested area.
Introduction of Resolution No. 381 (1958 Series). A,Resolution Establishing a Ten Minute
Parking Zone at 13.02 Uso s Street. was passed on motion of Kenneth W. Jones, seconded by
Richard G. Sleight on the following roll call vote:

d- 58 -6 -3C. On the letter. of the Litho-Art Shop to the Council-requesting a time limit
zone in front of the print shop at 1804 Osos, the Traffic Committee feels that this
area is not yet congested enough to justify such a. zone. We have observed that there
are invariably enough vacant spaces at.the curb on Osos Street or alongside the shop
on Church Street. It is therefore recommended that the request be denied.
' Recommendation was accepted by.the Council on motion of J. Barry Smith, seconded by
Richard G. Sleight.
e- 58 -6 -3T. At the request of the Anderson Hotel, the committee has studied the possi-
bility of enlarging the hotel loading zone and the Monterey Street entrance so that
large busses going to and coming from the Hearst Castle would have an adequate place
to load and unload passengers. After study, the committee feels that such a zone
would be jusitified and so recommends. This would involve removing the first parking
meter space to the east of Morro on the south side of Monterey.
Recommendation was approved subject to the approval of bus application on motion of
J. Barry Smith, seconded by Richard G. Sleight.
f- 58 -6 -4T. At the request of the Fire Department, the Traffic Committee has studied
the flow of traffic on Pismo Street at Osos near the New Park Grocery. When cars
are parked alongside the grocery on the South, side, of Pismo and trucks double park
for unloading purposes, it is impossible for a fire truck to get by on the other side
