The City Council met in regular session with Mayor Fred H. Lucksinger
presiding.
Invocation by the Reverend Francis Reed, St. Stephen's Episcopal Church
Roll Call: Present - Nels Beck, Kenneth W. Jones, Richard G. Sleight, '
J. Barry Smith, Fred H. Lucksinger
Absent - None
The minutes of the .adjourned meeting of July 28, -1958 and the regular
meeting of August 4, 1958 were approved as read.
Claims against the City for the month of August, 1958 were ordered paid
subject to the approval of the Administrative Officer on motion of
Kenneth W. Jones, seconded by Richard G. Sleight.
Introduction of Ordinance 87 (1958 Series). An Ordinance Levying a Tax
For the Current Fiscal Year 1958 -59 upon All Taxable Property Within
the City of San Luis Obispo, and Fixing the Rate of Such Tax, was
introduced and passed to print on motion of Kenneth W. Jones, secon-
ded-by Richard G. Sleight on the following roll. call vote:
AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight, J.
Barry Smith, Fred H. Lucksinger
NOES: None
ABSENT: None
COMMUNICATICN S
1. Communication from Maino Construction Company requesting acceptance
by the City, of McAllen Heights Subdivision Tract #105 and pre-
paration of the necessary papers to transfer streets to City was
held over.
2. Communication from Maino Construction Company requesting partial
reimbursement for new sewer connections t6 the line from Alta
Vista Subdivision to Grand Avenue was referre d tothe City Attorney
for answer.
3. Communication from L. S. Graves regarding parking limit along the
1100 block on Marsh Street - request denied on motion of Kenneth
Jones, seconded by Richard G. Sleight and communication referred
to Mr. Miller, Administrative Officer, to conviey City's reasons
for denying Mr. Graves' request.
4. Communication from the Board of Education in regard to having a repre-
sentative of the Board on Th-e-71-tyRecreation Commission was re-
ceived and filed.
5. Communication from Lee M. Schlobohm, Fire Chief, requesting permission
to attend the annual conference of the International Association
of Fire Chiefs and Pacific-Coast International Association of
Fire Chiefs scheduled at Los Angeles from September 15 through,l$
inclusive. Mr. Miller, Administrative Officer, recommended
approval and request was approved on motion of Nels Beck, sect n-
ded by Kenneth W. Jones.
6. Communication from Seth Kinney, Building Inspector, requesting per-
mission to attend the Southwest Section of the A.E.I. meeting
September 22 -23-24 at Anaheim, California. Mr. Miller, Adminis-
trative Officer, recommends approval and request of Mr. Kinney
was approved by the Council on motion of Nels Beck, seconded by
Kenneth W. Jones.

Mr. Romero, City Engineer requested permission to attend a course
in traffic. engineering held at' the University of California at
Los'Angeles during the week of August 25 - 29. Mr. Miller, Ad-
ministrative Officer, recommended approval and request was
granted on motion of Kenneth W. Jones, seconded.by Nels Beck.
7. Mr. R. D. Miller, Administrative Officer, announced the appoint-
ment of the following:
William S. Bishop - Police Officer - $354 per month starting
August lb, 1958
1 Kenneth L Short - Police Officer - $354 per month starting
.August 1 , 1958.
8. For the Council's consideration the following step increases in
salary. . were presented and approved on motion of Kenneth W. Jones
seconded by Richard G. Sleight.
Arthur A. Correia - Laborer- Equipment Operator - from step 1,
4300 per month to step.2, $317 per month, effective September
1, 1958. :
r Vernon H. Skinner - Laborer - Equipment Operator - from step 3,
4336 per month to step 4, X354 per month, effective Septem-
ber 1., 1958.
Burton M. Walter - Assistant Building Inspector -.from step 3,
$396 per month to step 4, $419 per month, effective Septem-
ber 1, 1958.
9. Communication.from the League of California Cities in regard to
ballot propositions was received and filed.
10. Minutes of the Chamber of Commerce for their regular meeting of
Monday, July 14, and financial report for the month ending
July.31, 1958 was ordered received and filed.

1. The Traffic Committee reported on the following matters referred:
58 -8 -1T. The Traffic Committee has had some complaints on
cars blocking the public alley east of Santa Rosa and running
parallel to Higuera and Marsh Streets about midway between
these two streets. Since the installation of' parking time
limits on Marsh, some of the residents have been narking
their cars on driveways running into this alley. At various
times cars are so parked in the alley that entrance to and
from these driveways is impossible. It is therefore recom-
mended by the Traffic Committee that the alley be marked
for no parking at any time. The alley across the strdet
west of Santa Rosa is already restricted in-this way. This
matter was held over for study. .
58-8 -2T. During the past several months, the Committee had
had several complaints on an obstruction to visibility on
the south side of Mission at its intersection with Broad
Street. If the Council h_s no objection a hedge at that
location will be ordered cut down to three feet in order
to improve the visibility. There were no objections and
the engineer was ordered to proceed..
5$ -$ =3T. With the increase in subdivision activity in the
Ramona Drive - Rafael Way. vicinity, it is• recommended that a
stop .sign be installed on. Rafael Way at Ramona Drive stop-
ping Rafael Traffic. In our opinion, this.. appears to be the
logical solution for the. future and is also- important for
the present with the heavy traffic involved at this location.
Introduction of Resolution No. 419 (1958 Series). A Resolution Estab-
lishing a Stop Sign on Rafael Way at Ramona Drive was introduced
and passed on motion of Kenneth W. Jones,' seconded by Richard

4. Communication from the City Planning Commission recommending
approval of the final map of Tract 92, Escuela Alta #2
was ordered held over.
5. Communication from Mrs:: Elizatreth Hannah at 1420 Palm Street asking
if the City -owned lot adjoining her property can be purchased
was held over for investigation and report to the Council.
Introduction of Resolution No. 420 (1958 Series). A Resolution Trans-
ferring Funds (Off-Street to General Fund was introduced and passed
bn motion of Kenneth W. Jones, seconded by Richard G. Sleight on the
following roll call vote:
AYES: Nels Beck, Kenneth W. Jones, Richard G. Sleight,
J. Barry Smith, Fred H. Lucksinger

ferring Funds P.I. & -B. to General Fund) was passed on motion of
Richard Sleight seconded by Kenneth W. Jones on the following roll

Introduction of Resolution No..422 .(19 $.Series). A Resolution Trans-
ferring Funds Water and to General Fund was approved and passed
on motion of Kenneth W. Jones, seconded by Nels Beck on the follow-
ing roll call vote:

J. Barry Smith, Fred H. Lucksinger

At this time, Mrs..Clara Griffithq representing the Business and Profes-
sional Women's Club appeared before the City Council reporting on the
progress in the program of selling flags to the houses in the down-
town area_to display along the curb on special holidays.
Mrs: Griffith stated that 115 flags had beensold to date. She then
asked if the .City Council would like to buy 16 flags to place in
front of city properties so. that the area would be completely covered
with flags. It would only cost the city $8.50 for each flag, or a
total of 0156 for 16. "fl @gs. On motion of Richard G. Sleight,
seconded by Kenneth W. Jones, it was agreed that the city purchase
.the requisite number of flags for display in front of city -owned
property.
Mr. Baldridge, representing the 40-et 8 who are working with the B.P.
W, for display of flags asked the city council to declare-November I
11, 1958, Veteran's Day, as the first flag display day in the City
of San Luis Obispo..
On motion of Kenneth W. Jones, seconded by Richard G. Sleight, the
meeting adjourned.
