13. Mr. Houser presented for the City Council's approval, an agreement
between the City of San Luis Obispo and the San Luis Obispo
School District, providing for the recreational use of the
Hawthorne School property. Mr. Houser explained for the Coun-
cil's benefit the study that has been made on this matter by
the Recreation Department and city schools.
Introduction of Resolution No. 456 (1958 Series). A Resolution
Authorizing Execution of an Agreement for Joint use of Hawthorne
School Property was passed and adopted on motion of Kenneth W.
Jones, seconded by Richard G. Sleight on the following roll call
vote:

14. Progress report for the month of September, 1958 on the Whale Rock
Project; received and filed.

Introduction of Resolution No. 457 (1958 Series). A Resolution Estab-
lishing Police AdYisory board, Prescribing Terms, Methods of Appoint-

1. Memo from R. D. Miller, Administrative Officer in regard to preten-
tative map.for Tract 138 - Laurel Lane Area was received and
filed.
2. A copy of correspondence between Marre estate and Peter Andre con-
cerning fence on Chorro Street next to Monterey was presented
for the Council's information and filed.
3. Mr. Miller, Administrative Officer, reported to the Council regard-
' ing the favorable recommendation by the Boundary Commission on
the proposed annexation.

8:00.P.M. -- PUBLIC HEARING
.At this time the City Council held a public hearing on the final pass-
age of Ordinance No. 92 (1955 Series).. An Ordinance Rezoning From
4 -4 to C -1 a Portion of Lot 1, Block $0, City of San Luis Obispo.
Mrs. Dennis appeared before Council urging favorable consideration
by the Council on this zoning change.
There being no further comments the hearing was closed and " rdinance
No. 92 finally passed on motion of Richard G. Sleight, seconded by
Kenneth W. Jones on the following roll call vote:

4. Copy 'of a letter from Mr. Miller, City Administrator, to State
Department of Finance requesting further information of Popu-
lation estimating program. Action of the City Administrator
was approved by common consent of the Council.
5. Communication from Lee M. Schlobohm, Cha pter President of the Muscu-
lar Dystrophy Association of America asking permission for house- '
to -house march for funds during week of December 1 -7, 1958. Re-
quest approved on motion of Kenneth W. Jones, seconded by Richard
G. Sleight..
6. Communication from San Luis Obispo Sportsmen's Association in regard
to duck hunting lease on Laguna Lake was held over for study.
City Clerk to notify Sportsmen's Association of Council's study.
7. Notice from P.U.C. in regard to grade separation priority list was
received and filed.
8. Notice from P.U.C. extending time of Wayne Vaughn within which to
make necessary tariff filings in connection with Green Bus System
Provision was received.and filed.
9. Communication from California Society for American Institute of
Park Executives announcing their annual conference. in Redwood City,
California, January 18 - 21, 1958 was referred to the Park and
Recreation Commission.
10. For the Council's consideration a revised agreement was presented
from State office of Civil Defense regarding provision of surplus
property.
On motion of Kenneth W. Jones, seconded by i1els Beck, the Mayor was
authorized to sign this agreement on behalf of the City of San
Luis Obispo.
11. 'Communication from California Disaster Office announcing a series of
forums held by their office and the Department of Water Resources.
on flood emergency activities was referred to CommanderGullickson.
12. The following, contract payments were approved on motion of Kenneth W.

1. Report of the Traffic Committeeon matters referred:
58 -11 -C. At the request -of the City Council the Traffic Committee
has studied the possibility of eliminating the stop sign.on :
Hathway at Motley Street and feels that this may eventually be.
desirable when construction work in the area has been. completed.
However, Cal Poly has opened Motley Street up again as far as
trucks .and construction equipment are concerned, and it is felt
that the stop sign should remain for the time being asa safety
measure for motorists traveling on Hathway.
Committee's recommendation approved by the City Council.

58- 11 -2C. On the request that we study the Montalban -Santa Rosa
intersection, the committee feels that the intersection could
be improved somewhat by the standard red markings 15 feet back
from.the intersection in alleight directions. The engineering
department has already taken steps to have this done. It is
obvious that traffic counts taken at this time would not warrant
traffic signals.

Recommendation of the Committee approved by the.Council.
58- 11 -3C. On the request of the Council that we study traffic con-
ditions above'Johnson on Sydney, there should not be a hazard
for Westbound motoristson Sydney who properly -observe the stop
sign at Johnson. The committee cannot find any safety measures to
take other than the eventual improvement of this street which is
being held up because of the failure of the property owners abutting
on the street to participate in the expense of paving.
58- 11 -4T. Obstruction of.visibility has been called to the attention
of the committee at the southeast corner of Patricia and Warren .
17" Way, and if the Council has'no objections the city engineer will
ZZ take steps to have the condition taken care of.
There were no objections to the committee's suggestion by the
9T Council.
58- 11 -5T. The Council, will recall that the Divisionof Highways
would not allow motel directional si.gns on their right -of -way
at the corner of Marsh and Higuera. Recently we received a letter
from Paul Davis, Attorney, requesting directional signs be placed
on the corner of Higuera and Marsh near the Tower Cafe and service
station. The committee could not find a suitable location for
the signs and felt that they would be ineffective anyway at this
location because of the main purpose of the signs to attract north-
bound motorists leaving the freeway. As an alternate, the committee
1 recommends that a motel sign with a right arrow be placed near the
stop sign post on the southeast corner of Higuera and "Marsh in the .
vicinity of the .stop sign which stops northbound traffic on Higuera
at Marsh.
Recommendation of the .Committee approved by the Council:
2. Communication from the San Luis Obispo County Bowmen's Association
requesting permission to use city land adjacent to the freeway be-
tween French Road and Bianchi Lane?.
Mr. Proud, representing the County Bowmen's Association presented to
the Council plans for development of the proposed area into an ar-
chery field range. ' The City Council appointed Councilman Jones. to
represent the Council to meet with representatives of the bowmen's
association and Mr. Flory and a member of the Park and Recreation
Commission regarding the development of this area as a field archery
development.
Communication from the Park and Recreation Commission recommending
this property for use as a field archery course by the San Luis
Obispo County Bowmen.
NEW BUSINESS
1. Mr. Frank Coelho appeared before the City Council regarding a drainage
problem on his property on Cuesta' Drive and `Cerro Romauldo. The
Mayor suggested that Mr. Coelho' meet with the City Engineer and try
to arrive at a solution to this problem.
2. Request of Police Chief Schofield for permission to have katitenant
Lincictim attend a three -day seminar on police planning and research.
Request approved on motion of Richard Sleight, seconded by Kenneth
W. Jones.
