3. Communication from the City of Bradbury and the City of Monrovia
thanking 'the City Council for allowing the Fire Department to
help during the fires which occurred in Southern California.
4. Mr. Miller, City Administrator, announced the visit of a group of
Governors from Turkey who will spend one day visiting the City
of San Luis Obispo.
5. Mr. Romero reported regarding a study of the trees on Carmel and
Marsh-Streets. He said that a tree organization suggested two
trees be removed and the balance of the trees trimmed and topped,
for safety reasons. City Council instructed Mr. Romero-to pro-
ceed with making these trees safe immediately.

Claims against the City for the month of November, 195$ were approved
on motion of Kenneth W. Jones,- seconded by Richard G. Sleight, sub-
ject to the approval of the Administrative Officer. .
Introduction of Resolution No. 461 (1958 Series). A Resolution Increas-
ing the 1958 -59 Budget adding Ferrini n�pedtion Fees No. 3) was in-
troduced and passed on motion of Kenneth V_. Jones, seconded by
Richard G. Sleight on the following roll call vote:

COMMUNICATIONS
1. Communication from the Santa - Clara - Benito Chapter, National Electri-
cal Contractors Association urging adoption of a modern electri-
cal code for the City of San Luis Obispo was referred to Coun-
cilmannSleight's contractors' committee.
2. Communication from the Park and Recreation Commission appointing
Dr. Mott to represent said commission on the Council committee
for the development of an.archery range adjacent to the 101
highway was received and filed.
3, Communication from the Teach P.T.A. regarding traffic conditions
on Foothill Boulevard and urging installation of automatic
traffic signals for the safety of residents and children was
presented as follows:
"In an effort to reduce the traffic hazards which confront
Teach- Quintana School children as they cross Foothill Boule-
Yard to and from school,. the P.T.A. Safety Committee has con-
sulted numerous agencies: City and school officials . have
been interviewed. The Vehicle Code has provided legal infor-
mation. Some of. the organizations which have supplied infor-
mation are:
Automobile Club of Southern California
National Safety Council
Calif ornia.D.ivision of Highways
California Highway Patrol
California Motor Vehicle Department
UCLA Safety Engineers
Driving Laboratory, Iowa State College
After much study and deliberation, the committee requests:
A. That permanent and automatic four -way (three - color)
traffic signals be installed

1. at the intersection of La Entrada, Foothill and
Patricia
2. at Tassajara and Foothill, and '
3. at Broad, Chorro and Foothill, in this order and
priority.
B. That the inadequate and therefore dangerous manualiy- operated
signal at Tassajara and Foothill be replaced by a per-
manent, automatic four -way signal.
C. That three full -time men, hired and supervised by the
Chief of Police, be employed to work four hours each '
school day as crossing guards and to-work the remainder
of the day as traffic- control officers, until such time
as the permanent, automatic four -way traffic signals are
installed.
The Committee recognizes that solving these problems will take
both time and money, but firmly believes that failure to take
these traffic precautions will increasirgly jeopardize the lives
of several hundred school children.
The committee requests the City Council to place this Foothill
Traffic safety problem on its earliest agenda."
Mr. Claud Batchelor appeared before the .City Council on behalf of
the P.T.A. safety committee from Teach School urging the City
Council to take immediate action on Foothill Boulevard for the
safety of the children.
Mr. Luckman, Congregational Minister, appeared before the Council
and stated that he has been acting as crossing guard at Foothill
and La Entrada - Patricia and urged that something be done immedi-
ately before some child is killed as this is a very dangerous
crossing for school children.
Mr. Swack appeared before the Council urging some controls be placed
on Foothill Boulevard, for the safety of the children as he has
seen some near accidents at the intersection of Tassajara and -.
Foothill. Further, he stated that the present blinking signal
is ineffective.
Mayor Lucksinger asked for the report on the Traffic Committee study
at Broad and r�oothill Boulevard.
Mr. Miller, Administrative Officer, gave figures on studies made
see Traffic Committee report of September $,.195$). The Mayor
reported that based on .studies that have been made, an automatic
traffic signal will be installed at Chorro and Foothill Boulevard.
The Uity Council suggested the Police Department protect the cross-
ings at Patricia- LaEntrada and Foothill Boulevard and at Tassa-
ara and Foothill Boulevard hegin ning November 18, 1958 between
:00 alm. and 9 a.m.,.12 noon and 1:00 p.m. and 2:00 p.m. to 4:00
p.'m. Further, with the Council's permission, kayor Lucksinger
appointed Councilman Smith and Jones as•a council committee to
study the over -all safety and traffic problem on Foothill Boulevard.
Police Chief Schofield stated that protecting the two crossings as
requested by the Council makes a problem for him due to lack of
personnel f or this work which would leave the downtown area un-
protected during these periods.
On motion of J. Barry Smith, seconded by Kenneth W. Jones, Mr. Miller
was authorized to employ a temporary crossing guard to help with
the situationcn Foothill Boulevard. Mr. Schofield stated he will
see to it that the two crossings will be protected November 18,
1958 and until the crossing guard is hired.

4. Petition from the residents of Block 152, Harfords Addition, re-
questing the City remedy the drainage problem on this block was
referred to the city Engineer for itudy and preparation of cost
estimate and report to the Council::
5. Communication from the Division of Highways, District V, regard-
ing the proposed agreementwith the City of San Luis Obispo
covering the revision of the existing traffic signal system at
the intersection of Santa Rosa Street and Foothill Boulevard.
Introduction of Resolution No. 463 (1958 Series). A Resolution

Authorizing the Execution of an Agreementto Improve the Inter- .
section of Santa Rosa Street and Foothill Boulevard was passed
and adopted on motion of Kenneth W. Jones, seconded by Richard
Sleight on the following roll call vote:

6. Communication from the State Employees' Retirement System regarding
contract to be completed between the itG y and the Consulting
<t Actuaries with .reference to the City's retirement plan, was

the contract was approved.
7. Communication from the California Roadside Council regarding hear-
ing to be held on control of outdoor advertising was received
and filed.
8. Bulletin from the League of California Cities enumerating the 1958
:Conference Resolutions was received and filed.
9. Minutes of the regular Board Meeting of the Chamber of Commerce for
Monday, October 13, 1958 and financial report fort the month of
1 October, 1958 were received and filed.
10. Mr. Miller., Administrative Officer, announced the appointment of
Frank W. Kirchner, Laborer - Equipment Operator in the Water De-
partment at UOO per month effective November 16, 1958•
11. The following salary step increase was approved on motion of Nels
Beck, seconded by Kenneth W. Jones:
Carol A. Seward - Secretary - from step 3 or $317 per month
to step . -or .. 336 per month effective December 1', 1958•
OLD BUSINESS
1. At this time the City Council considered the approval of the final
map of Escuela Alta No. 2, Tract 2. Adoption was recommended
by the City Planning Commission.
Mr. Romero- ; City Engineer, presented maps of Tract 92 to the City
Council and enumerated the problems encountered by his office
with reference to this tract. Mr. Romero stated that this tract
was originally started in a piece -meal fashion and that no con-
, _ struction plans or drawings were presented to the Engineer when
this subdivision first started. Mr. Romero then read, for the
Council's information, from a letter mailed to Mr. "elson list -
ing the discrepancies in this.tract. Mr. Romero stated that at
the present time there were two major problems which would pro-
hibit the acceptance of this tract by the City of San Luis Obispo:
1. The water line was laid over the sewer line which
is contrary to city regulations, good design and
public health standards.

2. The cut slopes were too steep and he recommended that
the slopes be redesigned by the subdivider's engineer.
Mr. Porter, surveyor for•the subdivider, stated that he disagreed
with the City Engineer regarding the slopes in this tract.
Mr. Nelson, subdivider, explained to the Council the types of soil
cordition encountered in this area and also studies made by soil .
laboratories stating that the soil conditions were stable and
would stand the steeper grade.
Resolution #168 -5$ of the Planning Commission, recommending approval I
of Tract 92, was read to the City Council listing the conditions
placed upon the tract by the Planning Commission.
The City Council at this point considered the following points prior
to approval of this tract:
1. Water lines constructed over sewer main.
Mr. Houser City Attorney, stated to the Council that in the letter
to Mr. elson regarding the subdivision, Mr. "elson was requested
to submit a complete construction plan so that all construction
details on the proposed development could be checked so as to
avoid problems such as the water line, installed over the sewer line.
After discussion, Mr. 'ielson requested that the City Council approve
the tract with the understanding that he would relocate the
water line from over the sewer line, as required by Mr. Romero.
Mr. Nelson asked that he be allowed to work out the slope require-
ments with the City Engineer after investigation of the require-
ments of the F.H.A. for loan commitments.
Mr. Porter, Surveyor, said he did not believe the slope, as designed,
was detrimental to the City or to the property owners.
Mr. Romero, City Engineer, stated that he believed the 1:1 slopes
shown on the glans were too steep and would be detrimental to '
the City's interest because of the excessive maintenance they
would cause. He recommended that cut slopes be set at a maxi-
mum of 1'J:1 as has been Mr. Romero's practice in subdivisions for
the past several years.
On motion of Councilman Smith, seconded by Nels Beck, Tract 92 was
approved subject to the relocation of the water line as required
by the City Engineer, the conditions of the Planning Commission and
to the filing of the necessary bonds, construction plans, fees

The
City engineer requested that the water line be moved from over
the sewer line and be properly installed.
The
subdivider protested the relocation of the water line a second
time due to the expense involved. The subdivider further stated
that the sewer plans were on file with the City prior to the .
installation of the water line and as all fees were paid for water
line and constructed under City inspection he believed that the
City was aware of the location of a sewer line in this area.
Mr.
Romero again read from the letter mailed to Mr. i'elson regarding
Tract a2 in which he warned him of the hazards of developing a
tract without complete plans being presented to the City.
At
this point Mayor Lucksinger spoke of the potential damage to the

City and future property owners if the tract develops in its
present state and he believes the letter from Mr. Romero. was
quite clear and that the subdivider proceeded .at his own risk to
develop this tract.

2. Communication from Felton Ferrini requesting final acceptance by the
City of Tract No. 117 Ferrini No. 2 was . held over to the regular
meeting of December 1, 19— 58for approval as per City Council policy.
NEW BUSINESS
1. Mr. Romero, City Engineer, explained for the Council and requested
approval of change orders on Cerro Romauldo and Felton Way, part
of the Augusta Street Special Assessment District. These change
orders consist of lowering a city water line so that the street
could be brought. down to grade for paving. Mr. Romero ordered
the contractor to do the work so as not to unduly delay the pro-
ject. The change order for Felton Way was §1,16$.57 End for
Cerro Romauldo, §$4$.$2. Request of Mr. Romero was approved
and change orders approved by motion of J. Barry Smith, seconded
by hels Beck.
Mr. Houser, City attorney, explained for the City Council the
legal requirements. for change orders as they must be approved
by the Council before work is done, but that in practice the
City Council can:ratify the City Engineer's action.
Mr. Miller, Administrative Officer, stated that all utilities are
required to relocate their facilities whenever the city improves
streets and roads, and he recommends that the Water Department
be treated likewise and that they pay for lowering these lines.
' There was no objection by the City Council.
Introduction of Resolution No. 464 (1958 Series). A Resolution
Transferring Funds Water Fund to Augusta Street, et al)
was passed and adopted on motion of Kenneth W. Jones, secon-
ded by Richard G. Sleight on the following roll call vote:

2. Mayor Lucksinger, with Council approval, appointed Councilman
Beck and Councilman Smith to represent the City Council on the
school Safety Committee to meet with P.T.A. representatives,
school principals, and Police advisory board representatives
to study the over -all school patrol organization.
3. Request of Glen Ladwig for abandonment of that portion of Iris
Street lying west of Henry Street was referred to the City Plan-
ning Commission for recommendation.
4. Communication from R. J. Phillips, E. D. McLean, Oscar Chaplin and
Rebecca Lindesmith:

"On June 12, 1958 the: - .undersigned property owners asked for and
received a permit for two hundred and fifty (250) feet of curb-
ing and gutter on Iris Street, and one hundred and fifty (150)
feet on Henry Street.
The property owners have made many visits to the City Engineer's
office, given many promises, as to giving us the grade but as
to date, nothing done. We ask that you look into this matter
and have same taken care of promptly.
Two visits were made to the City Administrator on this matter
and he contacted the City Engineer, with still no action by the
City Engineer who always had an excuse. Thanking you if you
will give us property owners some cooperation on this matters"
Mr. Romero, City Engineer, stated that due to the heavy work load
being carried on by his office.at this time and the fact that the
Engineer's office is doing all the inspection and surveying for
the Alrita Special Assessment District in order to keep the cost
down to the property owners, he has not been able to set the grade
for Mr-. Phillips and his neighbors.
Mr. Romero stated-that this particular job for Mr. Phillips is ex-
lsremely complicated and has taken many hours bf design time, but
that is is almost complete and he will attempt to complete this
job this.week for Mr. Phillips.
The City Council requested that the City Engineer present a report
on the outstanding curb and gutter grade requests on file in his
office at the December first meeting so that the City Council can
be advised of the problem.
5. Mayor Lucksin ger, with the approval of the Council, appointed George
Johnson to the City Planning Commission to fill the unexpired term
of Reverend Read, whose term expires July 1, 1959• Appointment
approved on motion of Kenneth Jones, seconded by Richard sleight.
6: Mr. Miller- requested permission for Mr. Houser, Mr. Thompson, Mr.
Fitzpatrick and himself to go to Sacramento to meet with repre-
sentatives of the Department of Water Resources and Department
of Finance regarding the Whale Rock Projects Request approved
on motion of Nels Beck, seconded by eni neth W. Jones.
7. Mr. Miller, Administrative Officer, on behalf of the Retail Merchants
Committee, requested that Garden Street between Marsh and i� guera
be closed to traffic on December 4, 1958 between 7 and 8 p.m. for
the annual visit of Santa Claus. Request approved on. motion of
Richard Sleight,- seconded by Nels Beck.
8. Councilman Beck requested Council permission to leave the state from
November 25 for 10 days. Request approved on motion of Richard
Sleight, seconded by Kenneth W. Jones.
On motion of Kenneth W. Jones, seconded by Richard G. Sleight the meeting
was adjourned.
