Jones The minutes of the regular meeting of November 17, 1958 were approved as read. Claims against the city for the month of December, 1958 were approved on motion of Richard G. Sleight, seconded by Nels Beck, subject to the approval of the Administrative Officer. On motion of Richard Sleight, seconded by J. Barry Smith, Mr. Miller's recom- mendation was accepted.and bids awarded to Hysen- Johnson and Mel Smith. The City Clerk reported.on bids received and opened in City Hall, Monday, December 1, 1958 for furnishing the city Liability Insurance for the period as advertised: 1. Farmers Insuran ce: Group. $5l663.63 ' Mr. Miller, Administrative Officer, recommended that the bid of Farmers Insurance Group in.the amount of $5,663.63 be accepted. On motion of J. Barry Smith, seconded by lyels Beck, recommendation was accepted and bid awarded. - Councilman Jones took his seat at 7045 P.M. Ordinance No. 95 (1958 Series.), "An-Ordinance Adopting the Uniform Building ode 1958 Edition, Volume I" was finally passed and adopted on motion of Aichard.. A Resolution Increas- ing the 1958 -59 Budget (Water Transmission & Distribution Mains) was passed and adopted on motion of Kenneth W. Lucksinger , NOES: None ABSENT: None Mayor:Lucksinger welcomed the high school students to the meeting and stated that after the meeting the city officials would be, happy to answer any questions that they may have. COMMUNICATIONS 1. .Notice from the State Board of Equalization to the effect that the cost of administration for the uniform sales tax to contracting agencies will be increased from 1.65% to 1.72% based upon the ex.perience.R)r 1957 -58 was received and filed. 2. Communication from the Sinsheimer PTA regarding development of a park on property purc ased by the.ci.ty adjoining the school and offering the services of the PTA membership to help develop this park was received and filed--PTA to work with the Park and .Recreation Department. Communication-from the Park, and Recreation Commission recommending that the City Council-accept t o of er o the PTA and stating that they would like to work with the PTA in developing the plan for this park. Mr. Ben Franklin, r6presentng Sinsheimer PTA, appeared before the City ou�=stating their questions had been answered and they would be happy to work with the Park and Recreation Commission on plans and specifications for the development of the Sinsheimer area park. 3. Communication from Leonore Smith thanking the City Council for pav- ing Garden Alley was received and filed. 4. Communication from Walter Roselip requesting that Abbot Street be- tween Graves and Grand Avenue be abandoned was referred to the Planning Commission for recommendation. 5. Communication from Ars. Louise Heiple thanking the City Council of The City of San Luis boo for maintaining the city in such a fine manner, making this a fine place to l-ive, was received and filed. 6. Communication from California Polytechnic College thanking the city for their cooperation in, acting as host for the group of visiting Turkish Governors on November 20, 1958 was received and filed. 7. Communication from the Southern California Juvenile Officers'Associ- ,,,.-.ation requesting the attendance of r. William Sc o ie d at a min g in Los Angeles December 2, 1958 at 10:00 AM. Mr. Miller, Administrative Officer, recommended approval of the re- quest and it was approved by the Council on motion of Nels Beck, seconded by Richard Sleight. UfC 1 195u 6.3. 8. Communication from R. D. Miller, Administrative Officer, regarding the agreement with Dr.. McCapes for veterinarian services for ' the calendar year 1959 was held over to the meeting of December 15, 1958. 9. Communication received from the State Department of Finance regard- ing the population estimate for the City of San Luis Obispo. Mr. Miller recommended that the contract be entered into-by the city, Introduction of Resolution No. 466 (1958 Series), "A Resolution Authorizing Population Estimate by the Department of Finance" was.passed and adopted on motion of Richard Sleight, seconded by Kenneth W..-.Jones on the following roll call vote: AYES: Nels Beck, Kenneth W. Communication from the Planning Commission recommending favorable C action on the rezoning of Lots 1 & 2, Block 5 -- Caudill Tract -_ the SW corner of Broad Street & Lawrence Drive from R -2 to R -3. Introduction of Ordinance No. 96 (1958 Series). An Ordinance Olt Amending Section 9200.5 of the San Luis Obispo Municipal Code to Rezone Certain Real Property, was .introduced and passed to print on motion of Nels Beck, seconded by J. Communication from the Planning Commission recommending $vorable action on the rezoning of a porti6ri of Lincoln Terrace, Tract 110 along-Santa Rosa Street from R -4 to R -1. Introduction of Ordinance No.' 97 (1958 Series). An Ordinance Amending Section 9200.5 of the San Luis Obispo Municipal Code to Rezone a Portion of Lincoln Terrace, Tract 110, From R -4 to R -1 was introduced and passed to print on motion of Richard G. Lucksinger NOES: None ABSENT: None 12. .Communication from the City Planning Commission recommending approval of the tentative map of Tract #138 (Southwood). The City Council f6und no objection on the tentative asap of Tract 138. 13. Communication from the City Planning Commission recommending appro- val of the-tentative map of Tract #144 (Hillside Manor #1). The Council-found-no objection to the tentative map of Tract 144. 14. Communicadon from the City Planning Commission recommending ap- proval of the final map of Tract #133, (College Highlands #5). Final map of this tract was approved by the Council subject to the filing of the subdivision agreement, tale policy, subdivision bonds, necessary fees, construction plans and - 'approval of the entrance to Highway One by the Division of Highways. on motion of Richard Sleight, seconded-by Kenneth W. Jones, seconded by Richard Sleight/ including change order #1 for Madonna Construction Company on Alrita Street et al. OLD BUSINESS 1. Traffic Committee report on matters referred: 58- 12 -1T. The Traffic Committee has observed that northbound motor- ists on California have a difficult time making a right hand turn- ing movement At Monterey Street' if two or more cars are stopped at the signal. At the present . time, there is space for approxi- mately three cars south of the driveway entrance into Fred's Auto Electric. If one of,these spaces, or about 25 feet, were painted red, we feel that traffic movements would be greatly facilitated. We have talked to the owner of the business, and and he is agreeable. It is therefore recommended that approximately 25 feet of red zone be authorized on the east side of California running in a southerly direction from the first driveway ramp south of Monterey. For some time the Police Department and Traffic ,Committee have been observing the Traffic conditions on Highland Drive and feel that at this time =with the growth of traffic in the area it would be appropriate to install stop signs protecting Highland. Under our proposal, stop signs would be placed on Patricia stopping traffic in both directions at Highland, stops would be placed on Jeffrey stopping traffic in both directions on Jeffrey at Highland, a stop sign mould be placed on Princeton at Highland, on Stanford at Highland, and on Cuesta at Highland. The latter three stop signs would be stopping southbound traffic on the streets indicated. Introduction of Resolution No. 468 (1958 Series), "A Resolution Es- tablishing.a Portion of Highland Drive as a Boulevard was passed and adopted on motion of J. With the installation of traffic signals on Marsh Street, it is recommended that the Council authorize the elimination of the left turn restrictions at Marsh and Chorro. JEC Y lb d 1 On motion of J. Barry Smith, seconded by Richard Sleight, the no left turn signs on. Chorro and Marsh Streets are to b e re- moved after the new signals are in operation. 2. Communication from Felton Ferrini requesting acceptance by the City of the improvements in Tract #117 (Ferrini Heights No. 2). Mr. _. __Romero, City Engineer, recommended acceptance, Introduction of Resolution No. 469 (1958 Series), "A Resolution Accepting Off -Site Improvements in Tract 117, Ferrini Heights No. 2 "was passed and adopted on motion of Richard G. Communication from the City Planning Commission recommending favor- _,. able action on the adoption of the Johnson Avenue Plan Line. 4; Introduction of Resolution No: 470 (1958 Series), "A Resolution �1 Setting Public Hearing for the Establishment of Plan Lines on a portion of Johnson Avenue was passed and adopted on motion of ►gels Beck, seconded by Kenneth W. City Engineer reported to Council on outstanding curb and gutter requests on file in his office and not completed. Report on file in Clerk's office. 5. Mr. Romero, City Engineer, recommended final acceptance of Tract #71- McMillan Manor- -held over to meeting of December 15, 1958• NEW BUSINESS 1. Monthly report of the Public Works Department for October was ordered received and filed. 2. Special report by William Houser, City Attorney, regarding bodily contact sports on Santa Margarita•Lake was received and filed. 3. City Engineer, David Romero, Presented a report on traffic counts at the intersection of California and:;San Luis Drive; Marsh and Johnson; Foothill and Chorro, and California and Marsh. Report was referred to the Council Committee of Councilman Smith and Sleight for study and report of recommendation. 4. Member's of the Teach P.T.A. Safety Committee thanked the Council for their prompt action on behalf of the children's safety in'' the Teach School area on Foothill Boulevard. 5. Request of E: P. Thompson for his 1958 vacation to be postponed` ' until 1959 was approved. 6. Report by Mr. Romero on tree removal on Marsh and Carmel Streets was approved.
