HomeMy WebLinkAbout11/09/1959SPECIAL CALLED COUNCIL MEETING November 9,1959 - 7:30 P. M. The City Council met in special called session with Mayor Fred M. Waters presiding. Roll.Call: Present - Kenneth W. Jones, Donald Q. Miller, Gerald W. Shipsey, J. Barry Smith, Fred M. Waters ' Absent - None Councilman Smith.made a motion to adjourn. No action was.taken.on the motion due to.lack of a second. 1. At this time the City,Council considered the proposed CURB, GUTTER & SIDEWALK ORDINANCE. Mr. Romero, City Engineer, explained the provisions of the proposed.ordinance in general, and then proceeded to explain the various provisions, section by section::: _ Q The City Council discussed Section 7330.2 regarding P ermit and inspection a-j fees as a condition of the curb, gutter and sidewalk application. . Mr. Waldron, of the City.Engineer's Office, urged the Council to leave fee provisions in the ordinance because other permits that the City issues have a fee provision. .. I .. _ By common consent of the Council, the second paragraph of Section 7330.2 regarding fee was deleted. Section 7330.7 was discussed by the Council. The provision is in regard to the replacement of curb and sidewalk at abandoned driveways. The City ' Council requested provisions for hearing before the Council, appeals from the engineer's decision, be placed in this section.. Mr. Houser, City Attorney, suggested that a separate paragraph be placed in the ordinance allowing for - hearings before the City Council from decisions of the engineer. In Section 7330.8, Paragraph A -2, the words "be approved by the Planning Commission" are to be inserted. There being no further comments or discussion by the City Council relative to this ordinance, it was requested that the corrections above - mentioned be made before the ordinance is presented for the Council's consideration at the next Council meeting. 2. At this time the City Council discussed the provisions of CONSTRUCTION STANDARDS for RESIDENTIAL DRIVEWAYS within the City. Mr. Romero, City Engineer, explained for the Council's benefit, the provisions of the current requirements adopted by the CityLin..1945 which require only concrete driveways or original dirt driveways. Mr. Romero stated that they have approved red rock driveways with an oil coat to stand in the provision of original dirt or spil. After discussion by the Council regarding the various alternatives it was agreed by common consent of the Council that no lowering of the standards for driveways be allowed than were provided for in 1945 by the City of San Luis Obispo. At 9 PM the Mayor declared a recess. The meeting reconvened at 9:10 PM with all members present. 3. At this time the City Council discussed the request of Norman Knowles for permission to rent the Recreation Building to hold a public dance. 246 [fil;v y 1y5J After some discussion by the Council, it was moved by Councilman Shipsey, seconded by Councilman Jones, that the request be denied. AYES: Kenneth W. Jones, Gerald W. Shipsey, J. Barry Smith Fred M. Waters NOES: _ Donald Q. Miller. ABSENT: None 4. At this time the.City Council.took under.study the PROPOSED MINIMUM.DESIGN STANDARDS FOR SUBDIVISIONS within the City. City Engineer David F.Romero explairc d the various provisions which were to-be used in conjunction with.the subdivision ordinance. Mr. Romero explained that these standards were not in conflict with the subdivision ordinance, but just-were spelled out so that prospective subdividers would have all the engineering criteria in one place for design of subdivisions. Paragraph F -1 was amended to allow 4" of concrete with reinforced screening or steel. There being no further discussion, the City Engineer was requested to present the minimum design standards for adoption.at the next Council meeting. It was also suggested that Section 5, Item I be-amended to allow minor variations in the design specifications by-the Council. . Mayor Waters thanked. Councilman Jones'.committee for their work on the side- walk ordinance and the minimum design standards. On motion of Donald Q. Miller, seconded by Gerald W. Shipsey, the meeting adjourned.
