SPECIAL CALLED MEETING
February 8, 1960 - 6:30 PM

The City Council met in special called session with Mayor Fred M. Waters presi-
ding.
ROLL CALL: Present - Kenneth W. Jones, Donald Q. Miller, Gerald W. Shipsey,-
J. Barry Smith, Fred M. Waters '
Absent - None
CITY STAFF PRESENT - Administrative Officer Miller, City Attorney Houser,
Park and Recreation Superintendent Flory, Building Inspector Kinney,
Water Superintendent Thompson, City Clerk Fitzpatrick, Fen Truebridge,
Reporter for the Telegram- Tribune was also present.
PLANNING COMMISSION PRESENT - Commissioners Cole, Law, Lenger, Johnson,
Scott, Schwartz and Chairman Carpenter.
1. The-City Council and Planning Commission discussed the recommendations of
the Planning Commission for amendments to the zoning ordinance establishing
various off - street parkins requirements.
After discussion, Councilman Smith suggested that a committee of the
Planning Gommission- and the City Council be appointed to work out this
recommendation for the Council's consideration.
2. The City Council and Planning Commission discussed the development of Bel -
Air Manor, a subdivision being developed in the county on the Edna Road, -
but within three miles of the city limits.
Mayor Waters briefed the group on the developments to date on this pro-
posed subdivision and reported on meetings held with the subdivider,
County Planning Commission, etc.
The group discussed possible annexation of this subdivision to the City
if and when the proposed Industrial annexation is accomplished. Further,
the group discussed possible costs of sewer and water development for
this subdivision.
3. Councilman Smith reported for the Council Committee that was appointed
to meet with the school board to discuss the retention of Mitchell Park
as part of the City park system. Councilman Smith stated that the school
board had every intention of allowing the City to continue using Mitchell
Park as a park site, but that some time in the future they would like the
City to acquire title to this property, not necessarily by purchase; but
by a swap of property through the City buying a school site or sites or
deeding City -owned property in some area necessary for school development:
The City Council and Planning Commission then discussed the-over-all
recreation and park development programs for the community.
4. The group briefly discussed various items - -the general plan, plan line,
annexation policies, etc.

On motion of Gerald W. Shipsey, seconded by J. Barry Smith, the special meeting
adjourned at 10:45 PM.
