CITY COUNCIL MEETING
June 13, 1960 - -- 7:30 P.M.
CITY HALL
The City Council met in Special Session with Mayor Fred M. Waters presiding.
ROLL CALL: Present - Kenneth W. .Jones, Gerald W. Shipsey, J..Barry Smith,
Fred M. Waters.
Absent -. Donald Q. Miller
CITY PLANNING COMMISSION: Present - Robert Carpenter, Stanley V. Cole,
Francis Scott, George Johnson, Mrs.
Dan Law ,
Absent.- Kenneth Schwartz, Leonard Langer
CITY STAFF PRESENT: Planning Director Abraham, City Clerk Fitzpatrick,
City Attorney Houser, Administrative Officer Miller,
City Engineer Romero, Fire Chief Schlobohm,.Police
Chief Schofield, Water Superintendent Thompson.
1. Mr. Larry Wise, Planning Consultant, presented preliminary studies .
made by his firm in the projection of the General Plan for the City of
San Luis Obispo and surrounding study area. Mr. Wise presented maps
showing traffic studies, population estimates, school estimates, etc.
The City Council and Planning Commission discussed with Mr. Wise Various
phases of the General Plan studies to date. Mr. Wise invited the City
Council to attend the next General Plan study session with the Planning
Commission on Tuesday, June 28, 1960.
2. City Engineer Romero, at the request of Mayor Waters, presented a map
prepared by Division of Highways District V regarding the proposed
interchange of French Road and Highway 101.
Mr. Romero then presented for the Council and Planning Commission,
studies and proposals prepared by Hahn, Wise & Barber at the request of
the City Engineer. Mr. Romero also presented a sketch of the proposal
he has prepared as a solution to the interchange in the vicinity of French
Road.
The City Council and Planning Commission discussed tke proposals of the
Division.of Highways.and.City Staff, and which proposal would serve the
community the best.
Planning Consultant Larry Wise suggested that the City Council and
Planning Commission reject the State proposal giving the reasons for
rejection, and request that the State come up with a more reasonable
proposal to better serve the City of San Luis Obispo and still meet
the needs of the Division of Highways.
After discussion, it was moved by Kenneth W. Jones, seconded by Gerald W.
Shipsey, that the City Council reject the State Division of Highways
proposal, listing the reasons for rejection, and requesting that the
Division of Highways prepare a plan more advantageous to the City and
County of San Luis Obispo.
Motion carried, Donald Q. Miller absent.
At this time, Mayor Waters declared a recess at 9:00 P.M.
City Council meeting reconvened at 9:10 P.M., all present.
