MOTEL INN The City Council met in Special Called Session with Mayor Ffed M. Waters presiding. ROLL CALL: Present - Kenneth W. Jones, Donald Q. Miller, Gerald W. Shipsey, J. Barry Smith, Fred M. Waters. Absent - None CITY STAFF PRESENT - Planning Director Abraham, City Clerk Fitzpatrick, City Attorney Houser, Administrative Officer Miller, City Engineer Romero, Fire.Chief Schlobohm, Police Chief Schofield, Water Superintendent•Thompson. Mayor Waters explained the purpose of the meeting, to be a discussion of policy relative to the installation of utilities in the newly annexed area of the Yoakum tract;.:with particular emphasis on water and sewer; and methods of installation. Water Superintendent Thompson presented for the City Council a map showing the various elevations.for water service in the area,-and estimated cost for installation of a first -class system. Mr. Thompson estimated that it would cost $74,696 for a water system for the Yoakum area. City Engineer Romero presented a map and estimates for a sewer system in the ' Yoakum area. Mr. Romero estimated that a system to serve the newly annexed area would cost approximately $75,000. The City Council discussed various acreage charges and front foot charges for sewer and water installation, and also discussed formation of special assessment districts for putting in sewer and water improvements, and contributions by the City, if any. After discussion, it was the common consent of the Council that the following policy be followed:
