SEP 26 1960
It was moved by J. Barry Smith, seconded by Donald Q.. Miller that the
City install curb, gutter and-sidewalk and deed back 5,feet of land
taken by the City and not heeded for plan line widening. Motion carried.
ORDINANCE NO. 173 (1960 Series), "An Ordinance " deeding back 5 feet
of property to the Babcocks and City installing curb, gutter, and
sidewalk on their property at 1248 Laurel Lane, was passed on motion
of Kenneth W. Jones, seconded by Donald Q. Miller, on the following
roll call vote:
AYES: Kenneth W. Jones, Donald Q. Miller, Gerald W. Shipsey, J. Barry
Smith, Fred M. Waters.
NOES: None
' ABSENT: None
20. Communication from San Luis Obispo City Schools expressing appreciation
for everything that had been done to facilitate the opening of school
for the current school year, was received and filed.
21. Communication from Planning Director Abraham transmitting tentative map
on Tract No. 203, Ann Arbor Estates, was received and filed.
22. Economic Report prepared by Hahn, Wise & Barber as part of the City of
San Luis Obispo General Plan, was received and filed.
23. Communication from State of California Department of Public Works
submitting a report of City Street and County Rodd deficiencies prepared
in iccordance-with Resolution 62 of the State Legislature, was received
and filed.
24. Communication from Division of Highways, District V, submitting reprints
of an article regarding the 5/8c gas tax, was received and filed.
25.- Minutes of the City Planning Commission meeting of September 7, 1960,
. were received and filed.
26. Application before the Public Utilities Commission of the State of
California announcing hearing on the application of Western Union
Telegraph Company to revise certain rates and regulations, was
received and filed.•
27. Communication from Traffic Appliance Corporation notifying the City
Council.. that they are shipping Duncan - Miller parking meters as requested
for trial purposes, was received and filed.

adjourned.

SPECIAL CALLED COUNCIL MEETING
' September 26, 1960 - -- 8:00 P.M.
CITY HALL
The City Council met in Special Called Session with Mayor Fred M. Waters
presiding.
ROLL CALL: Present - Kenneth W. Jones, Donald Q. Miller, Gerald W. Shipsey,
J. Barry Smith, Fred M. Waters
Absent - None

CITY STAFF PRESENT: City Clerk Fitzpatrick, City Attorney Houser,
Administrative Officer Miller,' Police Chief Schofield,
City Engineer Romero, Water Superintendent Thompson,
John Vande Pol of Stone & Youngberg.
1. City Clerk Fitzpatrick opened the following bids received for 1959 Water
Bonds, Series B•
BANK OF AMERICA
SECURITY FIRST NATIONAL BANK
CALIFORNIA BANK
FIRST WESTERN BANK
CROCKER -ANGLO NATIONAL BANK
The bids were referred to Administrative Officer Miller and Mr. Vande Pol
of Stone and Youngberg for analyses and report to the City Council.
2. The following report was presented by a Council committee consisting of
Councilmen Jones and Smith relative to improving traffic flow on Grand
Avenue:
"The Council Committee appointed to study the Grand Avenue street project
and possible means of improving traffic flows has met and carefully
considered this matter.
To coordinate with other work being done by the contractor, Mr. Romero is
taking immediate steps to revise the center island moving it to the east.
Along with this, the Council committee concurs with the Traffic Committee's
thoughts on striping and further recommends to the Council that the one
large and one very small tree within the sidewalk area on the west side
of Grand Avenue in front of Walter Roselip's property be removed and that
the remaining tree.be trimmed to avoid conflict with traffic visibility.
Along with this, the Public Works Department would construct a plant mix
berm to further designate the travelled roadway.
The Committee feels that the above recommendations would involve some
little expense, but we believe that the situation should be corrected at
this time before serious mishap occurs."
Councilman Smith explained reasons for the Council Committee design and
urged adoption of their recommendations for safer traffic on Grand Avenue.
On motion of J. Barry Smith, seconded by Donald Q. Miller, the recommendation
of the Council Committee was approved and the work was ordered done.
Motion carried.
Mayor Waters declared a recess at 8:20 P.M.
Meeting reconvened at 9:15 P.M.
At this time Administrative Officer Miller reported that several errors had
been discovered in the extension of the Security First National Bank bid and
the First Western Bank bid, and would take some additional time to check all
the bid extensions.
On motion of Kenneth W. Jones, seconded by Donald Q. Miller, the meeting
adjourned to 8:30 A.M. Tuesday, September 27, 1% 0 in the City Council Chambers
at the City Hall, Motion carried.
