McNeil, that the City Council change the policy to allow employee parking in Parking Lot #5 behind the Fire Station and that the City issue a decal to Police and Fire Department employees so they may park in this lot when on duty without paying the required fee. Until decals were issued, strict enforcement of metters in violation should be continued. Motion carried. ' On motion of R. L. Graves, Jr., seconded by Gerald W. Shipsey, the meeting adjourned. Shipsey. Absent - Donald Q. Miller. CITY STAFF PRESENT: Administrative Officer Miller, Director of Planning & Building.Abraham, City Engineer Romero, City Attorney Houser,, City.Clerk.Fitzpatrick. 1. Mayor Clay P. Davidson suggested to the City Council the possibility of acquiring property and constructing a service road adjacent to the 101 Freeway south from Marsh Street to the Madonna Road, this service road to .run on the westerly side of the 101 Freeway. -The purpose of the road would be to divert traffic from having to cross at the Madonna Road intersection with the 101 Freeway, which presently crosses at grade. Mayor Davidson presented preliminary plans for the construction of the service road and necessary property acquisition. Mayor Davidson stated that in his discus- sions with property owners, City Staff Members, and members of the State Division of Highways, that the estimated cost for land acquisition would be approximately $8,000 and the construction of the road would be approxi- mately $15,000 more or less. It was the common consent of the Council that Mayor Davidson proceed in his investigation of the acquisition and construction of the service road with property owners and State officials. 2. Communication from the City Planning Commission recommending that the City Council adopt setback lines forty feet back-from the center line on both sides of Broad Street from Monterey Street southeast to the city limit line. ' Mr. Houser,: City Attorney, briefed the City Council on the recommendation of the City Planning Commission in requesting the establishment of the set- back lines and the reasons for consideration at this time, as a property owner has requested a building permit to construct a building in what would be the future street line if this recommendation were approved. Mr. Houser stated further that he had prepared an ordinance for the Council's consideration under the emergencyyprovisions of the City Charter so that the ordinance could go into effect immediately upon passage by the Council and upon publication in the Telegram Tribune. Emergency provisions could be enacted in the interest of public health and safety because of the congestion that would be created by permitting buildings to be erected too close to an inadequate street. Mr. Houser explained the legal background for this type of emergency ordinance.
