tion who offered to dm-some civic project using their equipment, and sug-
gested that this might be a good project for them to move the material back
to its proper location.
Councilman Miller stated that it should be kept in mind that at the present
time the lake was relatively dry and with the crane being available the City
should take advantage of moving as much of the dirt as is possible, because
if this were to be done under normal conditions when the lake was full of
' water, the cost would be much higher. Mr. Miller continued that he believed
that Mr. Skinner's proposal was fair and with the equipment available, we
should proceed to deepen the lake at this time.
Councilman Shipsey agreed with the proposal of Mr. Skinner as being fair,
and that we should proceed with the dredging of the lake as soon as pos-
sible; and if possible, make arrangements with the Grading Contractors
Association to move the extra dirt. On motion of Councilman Shipsey, seconded
by Councilman Graves, the following Ordinance was introduced and passed to
print:
ORDINANCE NO. 198 (1961 Series), "An Ordinance of Intention to Exchange
Property for Services" (Accept Skinner's proposal and follow the recommenda-
tion of the Planning Commission, Park and Recreation.Commission, and the
City-.,Engineer on use of Crane) on the following roll call vote:
AYES: Miss Margaret M. McNeil, R. L. Graves, Jr., Donald Q. Miller,
Gerald W. Shipsey.
NOES: Clay P. Davidson.
ABSENT: None
Mr. Abraham, Planning Director, suggested that the public be allowed to haul
away any surplus dirt that is dredged from the lake for fill purposes.
4. Mayor Davidson appointed Councilman Graves and Councilman Shipsey as a
Council committee on Civil Defense matters.
S. At this time the City Council adjourned to the Conference Room to discuss
pending litigation.
On motion of Councilman-Graves, seconded by Councilman Shipsey, the meeting
adjourned at 10 :05 P. M. to 7:30 P. M. August 14, 1961.

CITY STAFF PRESENT: Planning and Building Director Abraham, City Clerk
' Fitzpatrick, City Engineer Romero, Police Chief Scho-
field, (Wickson Woolpert, Special Attorney).
I. Mayor Davidson suggested that the City Council make a visit to Laguna Lake
to inspect the lake to see what could be done at this time to progress with
the development of the lake area in accordance with the Master Plan.
After some discussion by the City Council, 4 P. M. Friday, August 18, 1961,
was set as the time the City Council would leave the City Hall and proceed
to the Laguna Lake area for inspection.
Mr. Romero, City Engineer, stated that the original plan, as approved by
the City Council, was only to remove dirt from the lake and place it on the
bank, and not spread it on the City property. Mr. Romero continued that the
Skinner organization would like to use whatever dirt was removed from the
lake for fill on their property and that they would move the dirt brought
up by the dredge at no.-cost to the City.
It was moved by Councilman Graves, seconded by Councilman Miller, that
the City accept the new proposal of Mr. Skinner and allow them to take all
the fill dirt they need with the approval of the City Engineer. The motion
was passed on the following roll call vote: 1

NOES: Gerald W. Shipsey.

2. Councilman Graves reported for the Council Committee on Civil Defense mat-
ters and suggested that the City take immediate steps to purchase a surplus
generator for Radio Station KATY to be used in an emergency on the Conelrad
system. Mr. Graves further reported that the Committee is still.-..studying
the shelter program and will make recommendations to the City Council when
their study is completed and the safety of shelters is approved. On motion
of Councilman Miller, seconded by Mayor Davidson, the Mayor was authorized
to make application for a surplus generator on behalf of the City of San
Luis Obispo. Motion carried.
Mayor Davidson suggested that as the Conelrad station will be used by all
the County residents in the case of an emergency, that he believed the
County of San Luis Obispo should help defray the cost of acquisition of
installation of the generator at the DATY transmitter.
Commander Gullickson, Assistant Director of Civil Defense, reported to
the City Council that the County Board of Supervisors has asked him to meet
with them regarding Civil Defense; and that he would present a proposal for
them to share in the cost of acquiring the generator and its placement.
3. Communication from the Chamber-of Commerce requesting permission of the City ,
Council to allow participating-store owners in the public promotion of "Side-
walk Days" to use the sidewalk area immediately in front of their individual
stores for display of merchandise.
Mr. Miller, Administrative Officer, recommended that the request of the
Chamber of Commerce be granted withthe following conditions.
1. the sidewalk area be kept clear six feet from curb face.
2. the Chamber of Commerce furnish the City of San Luis Obispo with
a certificate of liability insurance for this program.
On motion of Councilman Graves, seconded by Councilwoman McNeil, the request
was granted with the conditions as outlined above.
4. Communication from the County Health Department to the County Director of
Public Works suggesting that fences be placed around all domestic water
reservoirs to prevent livestock from contaminating domestic water supplies.
5. Mr. Romero, City Engineer, presented for the Council's consideration a
deed of easement from William H. Mc Keen and.Rose P. Mc Keen, and from N. H.
Colby and Ruth D. Colby for sewer easement adjacent to Lot No. 4, Block C.
Tract No. 105.
Mr. Romero,: City Engineer, explained the problem involved in accepting this
easement and the reason therefor; and recommended that the City Council
accept this easement, as it appeared that the sewer line was in conformance
with City policy.
On motion of Councilman Graves seconded by Councilman Miller, the Mayor .
was authorized to accept-and record the deeds of easement with the City
Engineer to see that the sewer is adequate and would be of no problem to the
City of San Luis Obispo.. Council Order #6
