Request approved on motion of Councilman Miller, seconded by Councilman
Graves.
On motion of Councilman Graves, seconded by Councilman Miller, the meeting
was adjourned to February 26, 1962 at 7:30 P.M. to meet with the Citizens
Committee for the sewer and water plant expansion.

Consultants Present Mr. James Saffran, Financial .:Consultant and Paul
Adamson, Engineering Consultant.
1. At this time the City Council met with the Citizens Committee to present
the City Council's program for sewer and water bonds.
Mayor Clay P. Davidson read the following statement:
"Ladies and Gentlemen:
Thank you very much for your interest in San Luis Obispo's affairs.
We are embanking on a program of development which I believe will be of
the most benefit to all the people of San.Luis Obispo.
The City, which is one of men's oldest and most valuable social,
economic and cultural institutions, is in full crisis and resurgence.
What we do about our Cities everywhere in the world, but urgently in
North America, will have a lot to do with the kind of civilization we
shall have.,
The population growth in California and San Luis Obispo. presents..
many problems—but it also presents tremendous opportunity, the kind of
opportunity that must be grasped to realize the benefits available.
There is a big job to be done, there are men and tools to do these
jobs. The need is here for leadership, for thought and.imagination.
You as leaders in San Luis Obispo have been selected to review two
new developements and to help the progress of San Luis Obispo. The

Sewer Plant Enlargments, the extension of a Sewer Trunk Line on South
Higuera Street, from Elks Lane to the sewer plant, this will be one bond
issue as presented in the Stone and Youngberg report you have.
The second issue is the construction of a Water Filtration Plant of
8 M.G.P.D. capacity. I ask your attention..and comments as we review these
projects. Should you wish to interrupt the procedure for question or
comment please stand. I will then recognize you at which time please
state you name and ask your question.
At this time I would like to introduce the people that will be making
1 the presentations this evening, first James S. Saffran, representing Stone
and Youngberg, Financial Consultants, Paul Adamson, Consulting Civil
Engineer and David F. Romero, Director of Public Works.
Mr. Romero will now give a brief report on the proposed Sewer Plant
enlargement and extension of South Higuera Sewer Trunk Line."
Mr.. Romero, City Engineer presented to the Citizens Committee the Sewer
program that the City Council wishes to accomplish, particularly the
enlargement of the present plant to serve a population of 40,000 persons
and the Sewer Trunk Line from Elks Lane South along Higuera Street to the
Sewer Plant.
Mayor Devidons introduced Mr. Paul Adamson, Consulting Egtneer for the Water
Plant expansion. Mr. Adamson presented to the Citizens Committee what
will be accomplished by the construction of a new Water Treatment Plant
that would be constructed for a population of 40,000 persons and a daily
demand of 2.3 MGD by Cal Poly. Mr. Adamson explained what would be involved
in a new plant to handle that additional water for the increased population.
Mayor Davidson introduced Mr. James Saffran, representing Stone and Young-
berg. Financial Consultant.
Mr. Saffran presented his report on available methods of financing of the
proposed water and sewer imrpovements and his firm's recommendations for
' financing these projects.
Mr. Saffran explained to the committee, the various types of finances
available, General Obligation Bond, Revenue Bonds and Special Assessment
Bonds. Mr. Saffran stated that his firm recommended the use of revenue
bonds for the Sewer expansion and the Water Plant program, as these
two projects are the only ones that lend themselves as revenue producing
utilities and further recommended that the City initiate a Sewer Service
Charge to finance the Sewer Plant expansion.
The same financing, using revenue bonds, was recommended for the Water
Plant.
The City Council and members of the Citizens Committee discussed the program
as proposed by the City for Sewer and Water projects. Various members of
the Citizens Committee asked Mr. Romero, Mr. Adamson, and Mr. Saffran
for clarification of points mentioned in their presentations.
Mr. Fred Kimball stated that he believed the revenue bond program -was the
best to follow for expansion and constructinn of Sewer and Water improve-
ments as they could be handled as revenue producing utilities.
Mr. Ed Atkinson stated he noted that it was proposed that some of the money
from Cal Poly's share of the projects might be used to pay back over -costs
on the Whale Rock project, he hoped that this fact would not be advertised
as he believed this might hurt the Sewer and Water Bond issue.
Mr. Phil Porter asked how many Cities in California used Sewer Serviee
Charges for maintenance and operation of sewer system. The answer was
more than half.
Mr. Paulstich urged that the City Council pass this bond issue and get the
sewer plant enlarged.
