Traffic Committee Report of September 3rd, 1963. 63 -9.1T An obstruction to visibility has been noted at the corner of California Boulevard and Phillips Lane in front of the Auto Club office, and if the Council has no objection, the City Engineer will take ste;Ds to have the plants cut dot,m to three (3) fe:;t in height within the setback area. The City Council had no objection. 63 -9 -2C In regard to the location of the street light on Lincoln Street near Chorro, the Traffic Committee agrees with the people in the neighbor- hood that location of an additional li.bht would be Cifficult and perhaps not necessary. It is recommended, as an Elternative, that the existing 2500 lumen lamp to the north of the curve'. be- replaced with a.4000 IU.Men- lame. On motion of Aayor Davidson, seconded by Councilman Graves, the reconnanda- tion was approved. 63 -9 -3T The Police Department has called to our attention a hazardous condition in front of the Purity Store on :Marsh at Broad and feels that curb parking is mostly responsible for the hazard, particularly involving right hand turning move:aents. The Traffic Committe has looked at this and feels that installation of sixty (60) feet of red zone would be C:esirable and also recommends that the right turn arrow be moved frc;n the right hand traffic lane to the curb line. Cn motion of Mayor Davidson, seconded by Councilman Graves, the following resolution was introduced. Resolution No. 1177, a resolution establishing sixty (.-')0) feet of red zone on Aarsh at Broad Street. Passed and adopted on the follmv-ina roll call vote: AYES: Clay °. Davidson, R. L. On -motion of Mayor Davidson, seconded by Councilman Graves, the recommenda• tion was approved. At this time Clell W. Whelchel, Councilman, arrived at the Council meeting and took his seat. 22. The City Council approved the list of properties Files #66 through 90, of properties lacking st:,i-!dard improvements where more than 50N of the block is already improved. Miller brought to the Council's attention the matter of replacing. asphalt sidewalks with permnment concrete sidewalks within,the City as the asphalt sidewalks are in serious disrepair and are subject to persons stu_mblino and falling, thereby causing possible liability to the City. Councilman Ailler listed several areas in the City in which these asphalt sidewalks exist and urged that the City go about some program cf replacing these dangerous sidewalks with adequate concrete improvements. City Attornev Houser explained to the Council the provisions of Ordinance No. 257, which established the conditions the sidewalk can be repaired or replaced, Councilman iiiller suggested that the City Lngineerls office be requested to make a survey and establish a list of t.:.;: "Locations, number and size of existing sidewalk to be replaced, for the Council's consideration. The City Council then discussed ways and means and location of asiDhalt side- walks that should be replaced with full concrete improvements, On motion of Councilman rliller, seccrded by Councilwoman i4cNeil, the City Engineer was instructed 'co prepare an inventory and report to the City Council on the conditions of replacing of asphalt sidewalk on Osos Street from Pismo to aailroad Avenue. :Motion was amended on motion of Councilm�n.i:heichel, seconded by Council- man tiller, to include an inventory of all asphalt sidewalk in the City. The amendment was carried and the cri;;inal motion as amended was carried. 24. Commurication from R. Foley, District En;..1neer, noti -f- n- the City Council that he will meet with tiien c-11 September 1 , 1263 at 1:30 P. 14. was ordered received and filed. 25a. Communication from the Pacific Nik -C -Lock Company regarding the construction and safety features of their maximum security changers and urging that the City Ccuncil purchase this security changer for which an insurance policy on the machine and its contents is available to the City. ' On motion of Councilman Graves, sec.�nded by Councilwoman iKcNeil3 that the City purchase one 1 maximum security changer and insurance policy cover- ing said changer for Parking Lot No. 1. Kroeger of Griffenhagen- Kroeger, Inc., confirrur.6 the meeting date between the City of San Luis Obispo and GrifferAhage�:- Kroeger for Thursday September 5, 1963, at 2:30 P. H. in th3 City Council Chambers of the City Hall, was ordered received and filed. ' R. li. M. Houser, City Attorney, presented for the Council's consideration, the application by the City for funds from the Public Utilities Commission for a share of the installation of the crossing arms at the Foothill - California railroad crossing. Ar. Houser stated that the P. U. C. would pay one half (':) of the City's cost which would be approximately twenty five percent (25n) of the total of the uroject, excluding the cost of the widened crossing. Council reconvened at .:3 :00 P. i$. All Council members present. Y. R. D. Miller, Administrative Officer, introduced Mr. Louis J. Kroeger, re- presentative of Griffenhagen- Kroeger, Inc., who has been retained by the City of San Luis Obispo to make an administrative and manning study of the Police Department.n- Mayor Davidson stated that he wanted Mr. Kroeger to be aware of the Existence in the City of San Luis Obispo of the Police Advisory Board who are more familiar with the Police Department and who should have been invited to this meeting, but as they were not, he hoped that they would be consulted prior to makin6 their report to the City Council. He also stated that the survey team should take into consideration the effect the student body wo>>ld have on the Police Department while the school is in session and not while on vacation. Mr. Kroeger then explained how his firm would proceed with their study and analysis of the City Police De. partment's operation, which would include a study of the man power, distribution of personnel, equipment, training standards, and the police station. He stated first he wished the Council to understand that they were here to help the City improve.its police service and not as an investigative group to look for problems or place blame, but hoped that their survey and recommendations would help the Police Depart- ment to do a better job for the citizens of the City. He also stated that he would be very pleased to meet !•rith the Police Advisory Board regarding the police operations in the City. W. Schofield, Chief of Police, reported to the Council that he and his ' department are very anxious to cooperate t.•ith 2r. Kroeger in the prep- aration of his report as there are many problems that he was sure they would give advice on for better operation of the department. Z. John Ross, Architect, presented the final plans and specifications for re- construction of the City Hall roof and requested that the City Council approve and authorize a call for bids for construction_. The bids are to be opened at 10:00 A.M., September 19, 1963. On motion of Councilman Miller, seconded by Councilman 'Whelchel, the plans and specifications were approved and the bids were authorized to be ad- vertised.
