On motion of Councilman Whelchel, seconded by Councilwoman McNeil, the following resolution was.introduced. Resolution No. 1255, a resolution authorizing execution of agreement for census estq.:nate. Passed and adopted on the following roll call vote: AYES: Clay P. Davidson, Miss Margaret &Neil, Clell W. Whelchel NOES: None ABSENT: R. L. Graves, Jr., Donald Q. Miller 2. On motion of Councilwoman McNeil, seconded by Councilman Whelchel, the following resolution was introduced. Resolution No. 1249, a resolution increasing the 1963 -64 budget. (Account No. 200.13, Miscellaneous Expenditures, be increased ' by $1,000 and Account No. 207.3, City Attorney: Materials and Supplies, be increased by $400). Passed and adopted on the following roll call vote: AYES: Clay P. Davidson, Miss Margaret McNeil, Clell W. Whelchel NOES: None ABSENT: R. L. Graves, Jr., Donald Q. Miller 3. Traffic Committee Report of February 5, 1964. 64 -2 -1T The Traffic Committee has reviewed recommendations of the City Engineer in regard to traffic channelization to accomodate the new traffic signals. The Engineer had recommended the removal of 14 metered and 14 unmetered spaces to provide for the necessary turning movements. However, in reviewing his recommendations, the Traffic Committee felt that we should take a chance on the Monterey -Morro intersection without the channelization which would save us from losing 10 metered spaces. Mr. Romero will have traffic diagrams available at the next Council meeting for the Council's consideration. The following report was received from D. F. Romero, City Engineer: "It has been called to my attention that the Council is planning to allow the traffic signal installation at the intersection of Monterey and Morro Street to be made without the removal of parking spaces and, therefore, with no channelization I wish to inform you that in my opinion the signal installation will not work and that the traffic problems will become intolerable unless the channelization on Monterey Street, at least, is conducted in conjunction with the signal installation. You should realize that the thru. traffic time for Monterey traffic will be cut approximately in half by the installation, thereby creating a great deal of additional congestion unless more lanes are developed to handle the flow. It is my opinion that the traffic needs at this intersection will be better handled without a traffic signal rather than making an installation without proper channelization." Romero, City Engineer, presented for the Council's information, sketches showing channelization at the Monterey -Morro intersection and also channelization of all six intersections being signalized by the City. It was the common consent of the Council present that no metered spaces be removed at the intersection of Monterey -Morro until after traffic signals are in and have been observed. On motion of Mayor Davidson, seconded by Councilman Whelchel, the recommend- ation of the Traffic Committee was adopted. Motion carried. 64 -2 -2T At the suggestion of Mr. Romero, The Traffic Committee recommends that existing white loading zone in front of the Obispo Theater be replaced with a red zone which will facilitate right hand turning movements at the location. It is also recommended that the existing metered space to the west be replaced with a white loading zone. 64 -2 -3T The Traffic Committee has observed that the yellow loading zone in front of the Westside Auto Parts at 1232 Ibnterey . ?treet is used very infrequently and recommends that this zone be replaced with two metered parking spaces. On motion of Councilman Whelchel, seconded by IrL.;ur Davidson, the following resolution was introduced. Resolution No. 1251, a resolution establishing parking restrictions on Monterey, Mill, Pismo, Osos,Santa Rosa, and Chorro Streets. Passed and adopted on the following roll call vote: ' AYES: Clay P. Davidson,. Miss Margaret McNeil, Clell W. Whelchel NOES: None ABSENT: R. L. Graves, Jr., Donald Q. Miller 64 -2 -4T The Traffic Committee has noticed several obstructions to visibility In the front setback areas on La Entrada south of Foothill Boulevard. These also constitute a hazard to pedestrians who must walk in the street area. As a safety measure, particularly in view of the heavy school traffic on this street, it is recommended that the Council invoke the necessary proceedings to have sidewalks installed on La Entrada extending from Foothill on the north to the beginning of the Deeter Tract on the south. The City Engineer was instructed to initiate action as recommended by the Traffic Committee. 64 -2 -5T The Traffic Committee has had a request for a street light at thak extreme east end of Slack Street from residents in the area and recommends that such a light be installed. Recommendation approved on motion of Mayor Davidson, seconded by Councilwoman McNeil. 64 -2 -6T The Traffic Committee has had a request for a time limit parking zone in front'of the TB Office at 772 Palo Street, but recommends against this ' because it feels that the off - street parking spaces required as a condition of the use permit for this professional office are not being utilitized properly. If they were, there would be no need for the time limited parking on this street, in our opinion. The City Council accepted the recommendation of the Traffic Committee. 64 -2 -7C In regard to the request of the United Meat Market for a loading zone in front of their establishment at 714 Higuera Street, the Traffic Committee feels that a loading zone should not be installed at this location, but at the corner of Higuera and Broad Street. It is also recommended that the existing 12 minute parking zone at the corner be moved one space to the east. On motion of Councilman Whelchel, seconded by Councilwoman McNeil, the recommendation was re- referred to the Traffic Committee for additional study. Motion carried. Communication from the Mission Plaza Committee recommending that the City Council make a study on the requirements to apply for an interest free loan from the Community Facilities Administration, a branch of the Housing and Home Financing Agency, for planning and development money for the Mission Plaza Project. Mayor Davidson explained the provisions of this source of revenue and conditions under which the grant could be given. On motion of Councilman Whelchel, seconded by Councilwoman McNeil, that the City look into the methods of getting information for such a grant and loan. Motion carried. 6. Communication from the City Engineer regarding a survey on the businesses depositing excessive amounts of grease into the City sewage system. This matter was discussed by the City Council. On motion of Mayor Davidson, seconded by Councilman. Whelchel, the matter was referred to the City Attorney, Building Department and City Engineer to recommend precise wording to amen) the Plumbing Code in order to control this grease problem and also that the Building Department be instructed to make no changes in their present enforcement procedure. Motion carried. 7. At this time the City Council discussed the provisions of Resolution No. 560 (1959 Series) a resolution establishing policy in regard to out of town trips on City business, meetings and conferences by City personnel. R. D. Miller, Administrative Officer, made the following statement. ' The policy had been established by the Council- before -last. A question had emerged again in connection with the alleged need for three (3) additional Police vehicles (Griffenhagen- Kroeger's report). He asked whether the Council still wished to follow the resolution. Mayor Davidson stated that he had read the resolution and that he believed that it was explicit in its policy and that the enforcement of this resolution was an administrative problem and should be handled by the Administrative Officer and not for Council determination. On motion of Mayor Davidson, reaffirmed the conditions of was to allow use of the pool up, the decision to be made vehicle should be authorized charged. Petition from the property owners requesting installation of sewer and water mains in the South Higuera, Prado Road area. Petition was signed by 56% of the owners representing 412 of the assessable footage, excluding City property. D. F. Romero, City Engineer, explained to the City Council the basis of the assessment spread and conditions under which the special assessment district would be organized. W. Romero stated that if the district proceeded on both the sewer and water problem, the City's contribution would be approximately $135,000. It was apparent that petition did not contain the necessary 60% valuation or even 50%. 9. Communication from the Planning Commission recommending a small subdivision on an extension of Gerda Street. D. F. Romero, City Engineer, presented the Planning Commission's thinking in making the recommendation for a half street extension of Gerda Street. The matter was held over to the regular meeting of February 17, 1964. I 1 1 City Council Minutes February 13, 1964 Page -4- 10. Communication from the Commission's denial of at 71 Broad Street. Planning Commission notifying the City Council of the the application for planned development apartments Mayor Davidson_ stated that the property owners had contacted him and had asked him to request that the City Council hold this matter over until they have had an opportunity to meet with the Planning Commission to see exactly what was needed to proceed with this development. The City Council then discussed the present handling of planned development by the Planning Commission and discussed various ways that they could be handled more expeditiously so that the developer would be aware during the preliminary stages of what requirements would be placed on the development by the Planning Commission. After discussion, Mayor Davidson was authorized by the Council to prepare a letter from Council approval directing the Planning Commission on suggested procedures for consideration of Planned Developee*14 projects. 11. Communication from the Board of Appeals and the Planning Director recommending that the City Council amend the Electrical Code of the City. It was held over - to the meeting of February 17, 1964. 12. Communication from the San Luis Obispo School District regarding sidewalk improvements on Cuesta between Foothill Boulevard and Highland Drive and on Felton between Cuesta and Ferrini Road, was referred to the City Council meeting of February 17, 1964. 13. Notice of an organizational meeting of the Human Relations Commission, was ordered received and filed. . 14. Communication from-the San Luis Obispo Historical Society thanking the City Council for their consideration in placing the old Ramona Hotel Depot adjacent to the Ymseum, but due to the costs involved, the Society will place it on theDallidet Adobe, was Drdered received and filed. 15.
