Graves, Jr., Miss Margaret McNeil, Donald '). Miller, Clell W. Whelchel Present: J. H. Fitzpatrick, R. D. iliiler. 1. Mayor Davidson reported that he had contacted the Francisco regarding a planning grant or loans for Development and that after discussing it with the the Mayor stated it was determined that little or this matter by telephone and that the H. I1. F. A. a conference in San Francisco to go over the prop H. H. F. A. in San the Mission Plaza H. H. F. A. representative, nothing could be done on representative suggested 3sal in more detail. The Mayor stated that as he will be in San Francisco on personal business in the first part of July, he had made an appointment with the H. H. F. A. and will meet with their represenative to see what can be accomplished relative to interest free loans or grants for the Mission Plaza Development. 2. Councilman Graves announced that the student project is proposing ways of developing the property in the center of the block bounded by Monterey, Chorro, Palm and Morro Streets for development as a parking lot would be presented to the City Council, Planning Commission, Mission Plaza Committee and interested citizens at 8:00 P. M. on June 24, 1964 in the gallary of the Architectural Department of Cal Poly. 3. Communication from Anita Hathway requesting that the City abandon that portion of California Boulevard lined between her sidewalk and her property line so that proper development of the driveway can be made. On motion of Councilman Graves, seconded by Councilwoman McNeil, the request was referred to the Planning Commission for recommendation to the City Council. 4. The City Council then continued their study of the 1964 -65 proposed Budget starting at Page 168 and ending at Page 240. A. Broad - Murray Culvert On motion of Councilman Miller, seconded by Councilman Graves, that City proceed with the reconstruction of the culvert at Murray and Broad Street, and that funds remain in budget for this construction. Motion carried, Mayor Davidson and Councilman Whelchel voting no. B. Traffic Signals - Street Widening On motion of Councilman Miller, seconded by Councilman Graves, that the City Council approve in the Budget the proposed installation of traffic signals at Broad, Santa Barbara, and South Streets, and Broad and Pismo Sts. Also, that the Capital Outlay for street widening program be increased $58,000 and the traffic signal appropriation be reduced to $10,000.00. Notion carried. C. Mission Plaza On motion of Councilman Miller; seconded by Councilman Whelchel, the Planning Director was instructed to prepare a plan for the development of the immediate area of the Mission Plaza as delineated by the Mission Plaza Committee for Council consideration within three (3) months or by September 1st. Also, that the City continue acquisition of property needed for future development. Motion carried. 1 City Council Minutes June S. 1964 Page -2- D. Tree Program On motion of Councilman Miller, seconded by Councilwoman McNeil, that the City Council appropriate money to proceed with the future tree program in the proposed Budget - location to be recommended by the Tree Committee and approved by the City Council. Notion carried on the following roll call vote: AYES: R. L. Graves, Jr., Miss Margaret McNeil, Donald Q. Miller ROES: Clay P. Davidson, Clell ; ?. Flhelchel tBSENT: None E. Personnel On motion of Councilman Miller, seconded by Councilman Graves, the Administrative OU icer was authorized to proceed with the hiring procedure for the additional positions authorized in the 1964 -65 Budget for employees to start to work on 1 July, 1964. Motion carried. Oa motion of Councilman Graves, seconded by Councilman Miller, the City was authorized to hire an inmate at the Menu Colony to do art work for the City on a monthly basis. Motion carried, Hayor Davidson voting no. On motion of Councilman Miller, seconded by Councilwoman McNeil, the meeting adjourned at 11:15 P. X. Approved: July 13, 1964 J. H. TITZPATRICK, CITY CURK
