3. The City Council again began study of the 1964 -65 Budget beginning at Page
82 and ending at Page 168.
On motion of Councilman Miler, seconded by Councilman Graves, the meeting
adjourned to Monday, June 8, 1964. Motion carried.

1. Mayor Davidson reported that he had contacted the
Francisco regarding a planning grant or loans for

The Mayor stated that as he will be in San Francisco on personal business
In the first part of July, he had made zn appointment with the H. H. F. A.
and will meet with their representative to see what can be accomplished
relative to interest free loans or grants for the Mission Plaza Development.
2. Councilman Graves announced that the student project in proposing ways
of developing the property in the center of the block bounded by Monterey,
Chorro, Palm and Morro Streets for development as a parking lot would be
presented to the City Council, Planning Commission, Mission Plaza Committee
and interested citizens at 8:00 F. M. on June 24, 1964 in the gallary of the -
Architectural Department of Cal Poly.
3. Communication from Anita Tiathaway requesting that the City abandon that
® portion of California Boulevard lined between her sidewalk and her property
line so that proper development of the driveway can be made.
On motion of Councilman Graves, seconded by Councilwoman McNeil, the request
was referred to the Planning Commission for recommendation to the City
Council.
4. The City Council then continued their study of the 1964 -65 proposed Budget
starting at Page 168 and ending at Page 240.
A. Capital Outlay
On motion of Councilman Miller, seconded by Councilman Graves, that the
City Council approve in the Budget the proposed installation of traffic
signals at Broad, Santa Barbara, and South Streets, and Broad and Pismo Sts.

Also, that the Capital Outlay for street widening program be increased
$58,000 and the traffic signal appropriation be reduced to $10,000.00
Motion carried, Councilman Whelchel and Mayor Davidson voting no.
B. Mission Plaza
On motion of Councilman Miller, seconded by Councilman Whelchel, the
Planning Director was instructed to prepare a plan for the development of
the imediate area of the Mission Plaza as delineated by the I4ission Plaza
Committee for Council consideration within three (3) months or by September lsi.
Also, that the City continue acquisition of property needed for future
development. Motion carried.
C. Tree Program
On motion of Councilman Miller, seconded by Councilwoman McNeil, that
the City Council appropriate money to proceed with the future .tree program
in the proposed Budget - location to be recommended by the Tree Committee
and approved by the City Council. Motion carried on the following roll
call vote:

NOES: Clay P. Davidson, Clell W. ?zhelchel
ABSENT: None
D. Personnel
On motion of Councilman Miller, seconded by Councilman Graves, the
FAministrative Officer was authorized to proceed with the hiring procedure
for the additional positions authorized in the 1964 -65 Budget for employees
to start to work on 1 July, 1964. Motion carried.
On motion of Councilman Graves, seconded by Councilman Miller, the City was
authorized to hire an inmate at the yFents Colony to do art work for the City
on a monthly basis. Motion carried, Mayor Davidson voting no.
On motion of Councilman Miller, seconded by Councilwoman McNeil, the meeting
adjourned at 11:15 P. N.
