SPECIAL CALLED MEETING OF CITY COUNCIL
May 1, 1965 - 11:55 A. M.
CITY HALL
Mayor Davidson presided over the meeting.
Roll Call
Present: Clay P. Davidson, R. L: Graves, Jr., Miss Margaret McNeil,
Donald Q. Miller, Clell W. Whelchel
City Staff
Present: J. H. Fitzpatrick, City Clerk, W. M. Houser, City
Attorney;.R. D. Miller, Administrative Officer.
On motion of Councilman.Graves, seconded by Councilwoman McNeil, the minutes
of April 5, 19 and 20, 1965 were approved. Motion carried.
1. Mayor Davidson called a recess so that the new Council members could take
their seats.
2. The new Council members took their seats and took the oath of office ad-
ministered by City Clerk J. H. Fitzpatrick.
3. Roll Call
Present: Emmons Blake, Frank Gallagher, Donald Q. Miller,
Clell W. Whelchel
4. Invocation was given by James Bell, Pastor of Presbyterian Church.
' S. At this time the City Council discussed the appointment of a citizen to
complete the Council term of Clell W. Whelchel, elected Mayor.
Councilman Blake stated he felt that the Council should recognize the vote of
the people in the City Election and seriously consider the appointment of
Arthur F. Spring, Sr. as a member of the City Council.
Therefore, Councilman Blake nominated Arthur F- Spring, Sr., to complete
the term of Clell W. Whelchel on the City Council.
Councilman Gallagher seconded the nomination of Mr. Spring, stating he a-
greed that Mr. Spring would make a good Councilman and that the Council should
recognize the vote tallied by-Mr. Spring in the Election.
Mayor.Whelchel agreed, stating that a large number of voters voted for
Mr. Spring and that their votes should be recognized by the City Council.
On motion of Councilman Blake, seconded by Councilman Gallagher, the
following resolution was introduced. Resolution No. 1419, a.resolution
appointing Arthur F. Spring to fill the unexpired term of Councilman
Clell W. Whelchel.
Passed and adopted on the following roll call vote:
AYES: Emmons Blake, Frank Gallagher, Donald Q. Miller.,
Clell W. Whelchel
NOES: None
ABSENT: None
6. J. H. Fitzpatrick, City Clerk, administered the oath of office to
Mr. Spring.

7. At this time Mayor Whelchel moved, seconded.by Councilman Miller,
that the Council consider Resolution No. 1418, a resolution expressing
appreciation for public services rendered by Mayor Clay P. Davidson,
Councilwoman Margaret McNeil, and Councilman R. L. Graves, Jr.
Passed.and adopted on the - following roll call vote:
AYES: Emmons Blake, Frank Gallagher, Donald Q. Miller,
Arthur F. Spring, Clell W. Whelchel
NOES: None
ABSENT: None
On motion of Councilman Miller, seconded by Councilman Gallagher, the
meeting adjourned at 12:15 P. M. Motion carried.
