ADJOURNED MEETING OF CITY COUNCIL

Mayor Whelchel presided over the meeting.
1. The City's water consultant, Robert M. Edmonston, reviewed the background
of the City's rights in the water stored At Salinas Dam and Reservoir,
including approaches made to the City by the County Water Works District and
the Board of Supervisors for use of the water.
Mr. Edmonston further explained the barious risks and benefits in the alternate
methods of resolving the purchase of the facilities from the Army and recom-
mended, from a water rights standpoint and glexibility of operation, that the
City acquire the facilities.
The Council stated that they were in agreement with the prior Council's
position on the ownership of the Salinas Dam facilities and instructed
Mr. Edmonston to prepare a resolution and letter in accordance with their
discussion, outlining the City's position.
It was moved by Councilman Miller, seconded by Councilman Spring, that the
Mayor appoint a Council Committee of two members to meet with.the County
Committee on Salinas Dam acquisition. Motion carried.
The Mayor appointed himself and Donald.Q. Miller as a Council Committee
to continue negotiations on this problem, with.the committee of the County
Board of Supervisors.
On motion of Councilman Spring, seconded by.Councilman Blake, the meeting
adjourned.
