At this time the City Council met.with representatives of the Chamber of Commerce and other interested groups to discuss the disbursement of the Transient Occupancy Tax Revenues being collected by the City of San Luis Obispo. Mr. Michael.McIntre, Chairman of the Community Christmas Lighting Committee, appeared before the Council on behalf of this Committee to request funds from the City of San Luis Obispo to pay $4,790 of the cost of the Community Christmas Decoration Program for the 1965 Christmas. Mr. Mclntre stated that he estimated the total decoration cost will be $83080. He then showed the Council a sample of the type of decorations being considered for purchase this year. He stated that the cost of new materials alone would be $6,500. Mr. Ed Davin appeared before. the Council stating that now was the time for the Council to assume their responsibility and pay for Christmas decorations for the City and not expect the Chamber to pay for it each year, as he felt the decorations were not only for the business people but were also enjoyed by all the citizens of the City. Mr. R. D. Miller explained to the City Council that in 1964 the City contributed about $1,400 toward the Christmas decorations but that prior to that contribution the Chamber had only received their normal $6,000 a year subsidy. Mr. Robert Johnson presented the following proposal for funds for use by the Visitors and Convention Section of the Chamber of Commerce for the next seven months. Mr. Johnson stated his request was divided into three priorities with ty one being the normal. operation for the new Convention Bureau with an expenditure estimated at $2,462.65. Priority number two being radio advertising in the San Joaquin Valley estimated at $1,200 and priority number three newspaper advertising in the San Joaquin Valley, San Francisco and Los Angeles at an estimated cost of $5025.65. Mr. Johnson explained to the Council how the Committee had arrived at these priorities and the results they expected from such adver- tising. Mr. Davin, representing the Fiesta Corporation, requested that the City grant an initial $5,000 to establish a revolving fund for the Fiesta Corporation to be replenished each year from the proceeds of the Fiesta Operation. He stated the heaviest financial burden is at this time and that the Corporation feels that it will be able to perpetuate itself if the Fiesta is successful the first year. He presented for the Council's information a proposed budget for the 1966 Fiesta at an estimated cost of $23,981, : Mr. Clay Davidson, President of the Downtown Association appeared before the Council asking for an outlay of funds from the bed tax to place a billboard type sign at each entrance of the City on 101 Freeway and one sign at the entrance to #1 Highway notifying the j J.. Motion of Councilman Miller, seconded by Councilman Blake, that the Christmas tree money be expended on a matching basis with the Chamber. Arrangements to be outlined by the Administrative Officer. Motion carried. 2. Request to the City Council for an amendment to the Taxi Ordinance to add the benefit of time to the taxi meters and not only distance as presently required. The request was based upon the fact that Yellow Cab meters have been purchased with the control for distance and for time. After discussion, it was moved by Mayor Whelchel, seconded by Councilman Gallagher, that a two week extension of time be granted to make all taxi meters comply with Ordinances and Resolutions in existence and the compliance date to be October 15, 1965. Motion carried. Councilman Miller voting no. - 3. The City Council adjourned to an executive session to discuss personnel problems.
