The City Council discussed fhe:pKoposal,of ; the_County Board of Supervisors: in their resolution of intention to request that the place of use under license 7543, permit 10137, be expanded to include :the .entire:•territory; of :tlie :Sai .�Wis - .. Obispo County Flood Control and Water Conservation District. The proposal briefly is that at the present time the water allocated to San Luis Obispo County, from the Nacimiento ;Reservoir- ;has,. _been _assigned to .County Water Zone 2. Beginning October 1966 the County must begin paying for this water whether it is used or not and as there are apparently no plans for the use'.of the water, except as an insurance policy to the County, the Board of Supervisors are proposing to_ have, the, entire,: County tax. base pay ,for the water,.-,;-. The City Council discussed the overall possible water needs of the City and of the County with particular emphasis on the future- needs;`if- .any;'that'the "City of San Luis'0iiispo wbuld;hav -6 for_Nacimieato water. Mayor Whelchel stated he felt that at the Board of Supervisors meeting on Tuesday, January 18, 1966, the supervisors plan on taking action to apply for a change of use of Nacimiento water with the cost being spread over the entire County. He felt that this was.not fair to the City of San Luis Obispo until a complete study of potential use of the water had been made. On motion of Mayor Whelchel, seconded by Councilman Gallagher, that the City Council continue the discussion of the County proposal to the regular meeting of January 17, 1966 to decide at that time the City's -- _action, whether to protest or ask for a delay for further study.
